GENTEXT/REMARKS/1. Situation. Given COVID-19 and existing travel restrictions, MMEA Branch will conduct a virtual roadshow from July 2020 through August 2020. The plan listed below is subject to change given updated guidance or travel restrictions.
2. Mission. MMEA will engage major installations to conduct retention actions, assignments, and information operations to retain and assign the most highly qualified Marines while updating commands on Manpower Management policy and issues.
3. Execution
3.a. Intent. HQMC recognizes the importance of face-to-face contact during key retention and assignment actions. However, COVID-19 travel restrictions limit the ability of HQMC personnel to conduct the traditional annual travel to major installations. This year, MMEA will leverage existing technology to conduct a virtual roadshow, where Marines will have the opportunity to conduct a video teleconference with their Primary Military Occupational Specialty (PMOS) Monitor. Marines must prepare by viewing HQMC recorded briefs, and commands must allow Marines to participate. Interview times will be assigned and disseminated by the MSC career planner through unit leadership.
3.b. Concept of operations. Three Phases. Phase I: MMEA will release videos covering key material. Paragraph 3.f. outlines videos. Phase II: MMEA leadership will conduct in-calls with FMF leadership at major installations as supportable. Either the Director, Manpower Management, or the Deputy Commandant, Manpower and Reserve Affairs, is expected to accompany the MMEA leadership for the physical in-calls. Paragraphs 3.c. and 3.d. outline planned physical and virtual leadership engagements. Phase III: MMEA will conduct both physical and virtual interviews to mirror those conducted during a traditional Roadshow.
3.b.1. Virtual Roadshow Interviews. HQMC's intent is that virtual interviews are conducted from a workstations at each unit, thereby limiting travel to a large venue. Each unit will be allocated interview times via the MSC Career Planner, during which MMEA staff will be available for interviews, reenlistments, and discussions on future assignments. The primary software will be MarineNet Adobe Connect. Similar to the physical roadshow, HQMC will execute “on-the-spot” retention and assignment actions IAW the FY21 Retention Guidelines during the virtual roadshow.

3.g.2. On-the-spot retention actions IAW the FY21 Retention Guidelines will be conducted by HQMC during the virtual Roadshow.
4. Administration and Logistics
4.a. Administration. NLT 1 July 2020, HQMC will schedule engagements with Commanding Generals.
4.b.1. Computer assets to support virtual engagements. Units are expected to provide connected, web camera and microphone enabled devices to support virtual interviews. Units should also plan for a redundant phone capability in the event of network issues. Software details will be published via separate correspondence.
4.b.2. NLT 1 July 2020, installations must confirm feasibility ofsupport with HQMC.
