GENTEXT/REMARKS/1. Purpose. As outlined in Ref (a), Manpower and
Reserve Affairs (M&RA) is accepting Time-In-Grade (TIG) waiver requests for retirement in grade from all 1802 Active Component lieutenant colonels in FY21 as part of the force shaping authorities and tools used to conduct its active duty end strength reduction in accordance with Force Design Phase One requirements. This force shaping program allows for otherwise eligible active duty officers to retire in their current grade with two years TIG vice three per Ref (b).
2. Eligibility.
2.A. Requests for TIG waivers are being accepted from all lieutenant colonels in the 1802 PMOS who are otherwise retirement eligible per Ref (c).
2.B. Per Ref (d), officers may apply for retirement after completing more than 20 years of active duty service, of which atleast 10 years of service was as a commissioned officer.
2.C. Marines cannot be stabilized for deployment.
2.D. The effective date of retirement must be no later than 1 September 2021.
2.E. At present, other MOSs do not require the use of TIG waivers as a force shaping measure in accordance with Force Design Phase One. M&RA will publish guidance if subsequent phases of Force Design require the use TIG Waivers for Marines in additional MOSs.
3. Coordinating Instructions.
3.A. For those 1802s that are currently eligible for TIG waivers, packages are due to M&RA no later than 30 September 2020.
3.B. Submit written requests via the chain of command to MMSR-2 (SMB.Manpower.MMSR2O@usmc.mil) per Ref (c). Each application will be considered on a case-by-case basis and be consistent with the needs of the Marine Corps.
3.C. This TIG waiver does not supersede any other incurred service obligations (e.g., PCS, education and training payback, etc.).
3.D. Officers are reminded to review educational and transfer of post 9/11 GI bill benefits prior to separating.
3.E. M&RA (MP) maintains all policy associated with this program in coordination with M&RA (MM).
3.F. The Secretary of the Navy maintains final approval authority for all requests.
4. This MARADMIN is not applicable to the Marine Corps Reserve.

6. This MARADMIN cancels on 30 September 2021 unless updated sooner due to implementation of Force Design subsequent phases.
