GENTEXT/REMARKS/1.  Purpose.  To provide context and publish initial implementation guidance for certifying Marine Corps personnel under the Security Cooperation Workforce Development Program (SCWDP).  This MARADMIN issues initial USMC policy and guidance for ensuring that all members of the Security Cooperation Workforce (SCW), including uniformed and civilian personnel, obtain and maintain appropriate certification while in a designated SCW position or billet.  The SCW is a Defense Security Cooperation Agency (DSCA) designation, not a USMC doctrinal term.
2.  Background.  Ref A directs the DoD to establish a SCWDP that identifies SCW certification as a mandatory element and designates the Director of DSCA as the Program Manager at the DoD level.  The SCWDP certification process intends to improve professional qualifications across the SCW in order to ensure the workforce has the skills needed to properly accomplish its mission and administer Security Cooperation (SC) programs and activities (Refs A and B).
3.  Policy
3.A.  SCW Personnel
3.A.1.  Per Refs B and C, the USMC-designated SCW is defined as all USMC civilians serving in permanent SC positions, and all uniformed personnel, who conduct SC as their primary duty, while temporarily assigned to permanent SCW billets.  Members of the USMC-designated SCW are required to meet training and certification standards according to their assigned Areas of Concentration (AOC) and Certification Levels.  Per Refs C and E, individuals serving in Personnel Exchange Program (PEP) positions embedded with a foreign military are conducting SC daily and are normally included in the SCW.  When requested, and on a case-by-case basis, PP&O PLU may waive the requirement for an individual PEP member to participate in the CW, based on billet responsibilities.
3.A.2.  USMC SC Practitioners (e.g., Fleet Marine Forces), or personnel who temporarily or occasionally conduct SC as part of their collateral duties, are not subject to these certification guidelines.  Also, per Ref B, the SCW does not include private sector employees providing services under contract with the DoD (e.g., “contractors”), therefore, the requirements of the certification program do not apply.
3.B.  Training progress and certification status for the SCW are efficiently tracked in the Security Cooperation Workforce Development Database (SCWD-D) on the Security Assistance Network (SANweb).  The SCWD-D is a shared management system between the Defense Security Cooperation University (DSCU) and the Services.
3.C.  Each SCW billet or position is assigned an AOC and certification level based on the allocation of time dedicated to SC functions and the organization in which the position or billet resides.  Members of the SCW shall complete the three elements of the SCWDP: 1) mandatory courses in a particular AOC, 2) experience in SCW positions within the designated AOC, and 3) continuous learning (CL).  Each SCWDP element must be completed at the appropriate SC certification level.  The four SCW certification levels are Basic, Intermediate, Advanced, and Expert.
3.D.  Per Ref B, implementation of SCW certification requirements will begin with a one year transition period starting on 1 Jan 2020.  Beginning on 1 Jan 2021, SCW members are required to pursue the mandatory certification courses as designated by their AOC and certification level.  Ref B includes deadlines by which personnel must achieve certifications at each respective level.  Certified SCW members must maintain their level of certification as long as they are in an SCW position.
4.  Responsibilities
4.A.  DSCA
4.A.1.  DSCA is the DoD-level Program Manager and overall authority for the SCWDP, responsible for setting program standards to include prescribing AOCs, certification levels, and required courses.  DSCA may waive mandatory courses, experience, and CL requirements, and has the authority to assess and audit SCW data.
4.A.2.  DSCA is the certification authority for DoD components with fewer than 1,000 SCW positions.  However, as a component of the Department of the Navy (DON), USMC SCW positions fall under DON certification authority.
4.B.  DC PP&O PLU
4.B.1.  Serves as the service-level SCWD-D Data Manager for the USMC enterprise and the assistant certification authority to the DON.  PLU maintains awareness of SCWDP training and certification requirements, develops Service-level business rules for tracking personnel progress toward meeting those requirements, and approves SCWD-D with workforce training and certification data quarterly.
4.B.2.  Sets policy guidance for USMC inputs to the SCWD-D, approves designated “key” billets, tracking appointments to these billets, and coordinates with USMC SCWD-D Sub-Organizational Data Managers to provide updates or discuss best practices for maintaining SCWD-D records.
4.B.3.  Approves Sub-Organizational Data Manager requests to create, modify, or delete billets and track the completion of SCWDP training requirements.
4.B.4.  Creates or deletes PEP billets in the SCWD-D, ensures newly designated PEPs are entered into the SCWD-D and all basic information is up-to-date, and advises new PEPs on their training and certification responsibilities.
4.B.5.  Coordinates with the DON and HQMC Manpower and Reserve Affairs (M&RA) to identify SCW positions in manpower systems of record, updates and maintains position descriptions, and tracks personnel assigned to those positions.
4.C.  Major SC Implementing Organizations
4.C.1.  Marine Corps Systems Command – International Programs (MCSC-IP), Marine Corps Forces Command, Marine Corps Security Cooperation Group (MARFORCOM MCSCG), the regional Marine components (MARFORs), Marine Expeditionary Forces (MEFs), and Training and Education Command (TECOM) shall each appoint a Sub-Organizational Data Manager responsible for maintaining personnel data records in SCWD-D, awareness of SCWDP training, and awareness of certification requirements.
4.C.2.  Per Ref C, the SCWD-D relies on accurate data inputs from the component-level Sub-Organizational Data Managers.
4.D.  Sub-Organizational Data Managers or Designated Command Representatives
4.D.1.  Responsible for maintaining personnel data records in SCWD-D, awareness of SCWDP training, and certification requirements.
4.D.2.  Responsible for working with their SCW members to ensure they complete the required training and CL hours and submit for certification in a timely manner.
4.D.3.  Sub-Organizational Data Managers for MCSCG are also responsible for coordinating USMC SCW personnel attendance at DSCU courses.  Funding will be provided by DSCU for all confirmed courses.
4.D.4.  Per Ref E, regional MARFORs have administrative control of PEPs (including overseeing and enforcing training requirements) while assigned within their AOR. MARFOR Sub-Organizational Data Managers will ensure assigned PEPs are registered for the appropriate mandatory DSCU courses and track certification progress.
5.  Coordinating Instructions. HQMC organizes, trains and equips USMC personnel to meet congressionally-mandated SC certification requirements (Refs A and B).  HQMC, supporting establishment organizations, and Fleet Marine Forces are responsible for implementation of this policy.  Sub-Organizational Data Managers or designated command representatives should encourage all USMC SCW personnel to begin their mandatory courses as soon as possible, in order to meet the 1 Jan 21 deadline.  Feedback from stakeholders about the SCWDP and lessons learned will be consolidated by PP&O PLU and incorporated into DSCA-level working groups.
6.  Training. PP&O PLU will conduct a series of meetings with the designated Sub-Organizational Data Managers and command representatives to deepen their understanding of the new certification process, their roles and responsibilities, and provide step-by-step instructions on navigating and updating the SCWD-D on SANweb.
7.  Registration Instructions. In order to obtain a SANweb account for access to the SCWD-D, all Sub-Organizational Data Managers must contact POC3, Ms. Clara Logsdon.  Sub-Organizational Data Managers will then have the ability to view personnel data and the status of training and certification requirements for their organizations within the SCWD-D.

7.B.  USMC personnel wanting to register for Intermediate, Advanced, or Expert level courses must reach out to POC4, Mr. Billy Phillips.
8.  Command and Signal. This MARADMIN is applicable to the Marine Corps Total Force.
