GENTEXT/REMARKS/1.  Situation.  The annual Officer Roadshow, also known as the Manpower Management Officer Assignments (MMOA) Command Visit, will be modified in response to the global COVID-19 pandemic.  MMOA remains faithful to the Marine Officer community and will work to restore a sense of normalcy regarding officer moves, while simultaneously modernizing the assignment process.  In preparation for the FY21 slating season, MMOA will address individual and command concerns by conducting virtual roadshow interviews and by sending key leaders to specified locations.
2.  Mission.  From August to December 2020, MMOA will conduct virtual interviews with eligible movers to equip officers with the fundamentals of officer manpower, to better understand the assignments process, and finally, to provide career mentorship while assisting Marines in making well-informed career decisions.  Restrictions permitting, physical interviews will be conducted in the National Capital Region in accordance with CDC guidelines.
3.  Execution
3.a.  Intent.  MMOA will provide commands with information pertaining to Manpower Management (MM) policies, procedures and assignments, and facilitate opportunities for Marines to discuss future assignments with their PMOS monitor.
3.b.  Concept of Operations.  The following schedule for the FY21 MMOA Roadshow is a guideline for interview sites/dates and is subject to refinement.  HQMC understands that the current pandemic creates significant uncertainty caused by constantly shifting training and deployment schedules.  The below locations were previously coordinated for physical interviews and MMOA intends to continue with virtual interviews during these dates.  Commands or installations that were not previously scheduled for physical interviews will still be able to coordinate with MMOA to plan interviews for their officers.
3.c.  Coordinating Instructions
3.c.1.  Virtual interview dates are designed to prioritize the moving populations at major installations to ensure that the monitors have adequate time to contact as many eligible movers as possible before slating begins in December 2020.

3.c.2.  Physical interviews will be conducted in locations that do not require significant travel and therefore pose less risk to the institution.  If travel restrictions or HPCON conditions do not allow free movement within the NCR, then the following interviews will be conducted virtually during the same dates.

3.c.4.  Officer Manpower Brief
3.c.4.a.  The Manpower Brief will be recorded and uploaded to the MMOA website listed above NLT 9 Aug 2020.  The brief will cover information regarding the assignments process, career progression, and manpower programs and policies.  MMOA believes all officers should understand the assignment process both for their own career progression and to assist in the mentorship and development of young officers.  Officers are expected to view the brief prior to conducting an interview with their respective PMOS Monitor.
3.c.5.  Interviews
3.c.5.a.  Virtual interviews will replace the physical interview for the FY21 Roadshow.  MMOA desires to meet with all officers who are FY21 movers.  MMOA is postured to conduct virtual, telephone or video enabled interviews.  If officers are unable to gain access to webcams or computer assets, then MMOA is prepared to conduct phone interviews as necessary.  See paragraph 5.b. below for detailed guidance regarding connectivity.
3.c.5.b.  Interview Length.  15 minutes for O5 and below, 20 minutes for O6.
3.c.5.c.  Interview Scheduling.  NLT 31 July 2020, the link to each Monitor's scheduling site will be available on the MMOA Roadshow Website listed in para 3.c.2.  During registration, Officers will elect a virtual interview via webcam or standard office phone.  Access instructions will be provided via confirmation email.  Registration for interviews will close 48 hours prior to the installation's start date.  Officers may be able to request an interview at any time via the Monitor's website.  Priority will be given to FY21 movers, and to the locations and dates listed in para 3.c.1.
3.c.6.  Key Leader Visit
3.c.6.a.  If travel restrictions permit, key leaders in Manpower Management Division will travel to the major installations to communicate with command teams on Manpower concerns.  At a minimum, the key leaders will include the MMOA Branch Head and the Aviation and Ground Colonels Monitors.  Dates will be coordinated with site coordinators and the MMOA Center Desk via separate correspondence.  If travel is not permitted, then MM/MMOA leadership will contact unit leaders virtually.
4.  Administration and Logistics
4.a.  Administration.  Responsible agencies listed in paragraph (3.c.1.) should assign a site coordinator for each location.  Site coordinators are encouraged to coordinate with the units at their installations to identify scheduling conflicts or resource shortfalls.  Coordinators should communicate concerns to the MMOA Center Desk.  For installations and commands not listed that desire to coordinate virtual interviews with MMOA, please contact the MMOA Center Desk to discuss options and availability.
4.b.  Logistics
4.b.1.  Funding.  MM will fund all travel, lodging, and rental vehicle expenses for the MM key leaders as necessary.
4.b.2.  Facilities.  If desired by the units aboard the installations listed in para 3.c.1., facilities may be required to support the virtual monitor interviews.  Site coordinators should be prepared to provide resources to units and or individual officers that require assistance.
5.  Command and Signal
5.a.  Site Coordinators.  Serve as the primary point of contact for MMOA Roadshow coordination.  A list of unit site coordinators will be posted on the website listed in para 3.c.2. NLT 31 July 2020.
5.b.  Network Access
5.b.1.  Virtual Interview Support.  The footprint for the virtual roadshow will vary by location. Units are expected to be prepared to support their Marines by providing assets needed to conduct virtual interviews with the monitors.  MMOA intends to communicate via webcam and Adobe Connect to support connecting with as many officers in the moving population as possible.  Interviews will not be conducted via other programs that are not approved by the Marine Corps.
5.b.2.  Adobe Connect can be accessed via MarineNet and is accessible on or off the MCEN, to include personal electronic devices.  A vignette of virtual interview will be uploaded to the MMOA website listed in para 3.c.3. NLT 31 July 2020.
5.c.  This bulletin is not applicable to the Marine Corps Reserve.
