GENTEXT/REMARKS/1.  Force protection measures instituted due to the COVID-19 virus, coupled with uncertain postures at multiple installations at which resident enlisted Professional Military Education (PME) schools are conducted, have impacted scheduling, capacity, and travel.  This message announces class cancellations, school scheduling changes, updated school seat allocations, travel restrictions, and Personal Protective Equipment (PPE) requirements for the August 2020 classes for the Regional Staff Noncommissioned Officer Academies (SNCOA).  This message also announces additional non-resident opportunities to mitigate lost resident seats.
2.  Temporary Duty Travel (TDY) and Temporary Additional Duty (TAD).  Current guidance requires travelers from states or installations determined to be in condition red who travel for TAD to arrive and self-quarantine for 14 days prior to the start of a class date.  Due to the limited resources and billeting at the SNCOAs this requirement cannot be satisfied.  As such, SNCOAs will only accept students from green states or local TDY/TAD attendees.  No out-of-area students from red states will be accepted for admittance to the academy under any circumstances.
3.  PPE.  Marines attending a SNCOA school will be required to bring a face mask for use during their attendance while in the classroom, during group events, and in any area that six feet of social distancing cannot be maintained.  Masks will conform to the guidance as outlined in reference F.  SNCOAs will not provide PPE to students.

7.  The First Sergeants Course 2-20 originally scheduled for 13 to 24 July 2020 is rescheduled for 30 November to 11 December 2020.  All Marines who were previously enrolled in 2-20 will need to re-register in a future course.
8.  Priority for Marines attending the SNCOAs should be given to those who may be in a promotion zone or those who have been passed for selection due to not being PME complete as well as those who have at least two years time in service.
9.  Due to the fluid environment, uncertain conditions at each of the installations in which an Academy is located, and the reduced number of school seats available, it is highly encouraged students projected to be in zone seek opportunity offered through the accelerated online seminar or seminars provided by the College of Distance Education and Training (CDET).  The following non-resident opportunities have been added.
9.A.  Advanced School Accelerated Online Seminar.  Marines in zone who could not attend a resident Advanced School due to travel restrictions or course cancelation will be able to enroll in the Accelerated Online Seminar.  This seminar will be conducted in the July to September timeframe and subject to similar instructions as set forth in the Sergeants Accelerated Online Seminar (reference J).  Details for this particular program will be provided through separate correspondence.
9.B.  Specifically for the Reserve Component, CDET will offer additional online seminars from 31 August to 11 December 2020 for Sergeants, Career, and Advanced Schools.  To apply for a seat, individual units or Marines will forward their registration packages to https:(slash)(slash)www.usmcu.edu/CDET/enlisted/cdet_enrollment or emailed to the Enlisted Reserve Liaison at mcu_cdet_rlo@usmcu.edu by 1 August 2020.
10.  Graduation ceremonies for the remaining classes for the Fiscal Year 2020 academic year will be limited to the students and academy staff.  When and where possible, graduations will be streamed online.
11.  Release authorized by Major General William F. Mullen III, Commanding General, Training and Education Command.//
