GENTEXT/REMARKS/1.  The Force Preservation Council (FPC) process optimizes the potential of all Marines and attached Sailors by identifying individual risk factors and applying holistic risk management measures to promote protective factors and enhance individual and unit readiness.  In the past, commanders lacked access to integrated, real-time, objective, and holistic assessment of their Marines' overall readiness from a single source, to include medical, mental health, and command input.  The lack of this vital information often resulted in adverse outcomes, including loss of life.  The Command Individual Risk and Resiliency Assessment System (CIRRAS) provides commanders a single, standardized web-based tool to enable proactive identification and assessment of individual risk and resiliency factors.  The FPC process shall remain a commander’s responsibility while CIRRAS introduces consistency, standardization, and a communication platform for FPC relevant data.
2.  CIRRAS improves the Marine Corps FPC Process by enabling the transfer of a holistic assessment between commands, and provides command awareness of individual force preservation issues while facilitating real-time risk mitigation outside of the monthly FPC meeting.  Utilization of CIRRAS version 1.0 is required by all commands of active duty Marine Corps units, to include attached Navy personnel.  CIRRAS replaces the Marine Online Hand-Off Tool and any other FPC data management applications or processes.
3.  CIRRAS version 1.0 deploys with access for Continental United States East Coast active duty units in September 2020.  For all other active duty units, deployment occurs in October 2020.
4.  CIRRAS limits access in accordance with laws and regulations to protect the privacy of individuals.  CIRRAS contains personally identifiable information and Health Insurance Portability and Accountability Act-protected information.  All personnel accessing the system are required to manage data within the system in accordance with references (D), (E), (F), and (G).
5.  CIRRAS data will not be used for:  Performance evaluations, selection processes, promotion processes, or disciplinary proceedings.
6.  CIRRAS training will be accessible on the MarineNet platform no later than 24 August 2020.
7.  This MARADMIN is applicable to the Marine Corps Active Force and will expire one year from date published.
