GENTEXT/REMARKS/1. Per REF A and REF B, the Under Secretary of Defense for Intelligence and Security, in coordination with the DoD Chief Information Officer, the Under Secretary of Defense (Comptroller), and the Director of Cost Assessment and Program Evaluation, have been directed to conduct a series of actions in a coordinated OPSEC campaign over the next 120 days. The intent of the campaign is to improve OPSEC practices across DoD and promote a culture of security and accountability.
2. The current task of the campaign is that within 60 days, all DoD personnel, including civilians, service members, and on-site contractors, will take the Center for the Development of Security Excellence (CDSE) OPSEC Awareness, Unauthorized Disclosure of Classified Information for DoD and Industry, Insider Threat Awareness, and Introduction to Information Security courses.
3. This is a new training requirement. Courses completed prior to 20 July 2020 do not fulfill this requirement, nor does Uncle Sams OPSEC fulfill this requirement. If operational commitments prevent an organization from completing training online, notification shall be sent to the first General Officer level command via the chain of command.
4. The training can be found on the CDSE site at https://securityawareness.usalearning.gov/2020-dod-security-stand-down. Recommend using Chorme or Edge to access the training, and, to complete the training after normal working hours. This will reduce potential latency issues.
5. In lieu of four CDSE training courses, the Secretary of Defense's (SECDEF) memo allows DoD Components to use in-house training to meet the requirment. One method of in-house training will consist of using the transcript of the SECDEF’s video and the four CDSE Student Guides. The transcript of the SECDEF’s video and the Student Guides have been provided to Command's OPSEC Practitioners. Commands can also request copies by sending a request to james.j.sydnor@usmc.mil. Another means is to access the training on the Total Workforce Management Services (TWMS) site located at https://mytwms.dc3n.navy.mil. The course identification codes are as follows:

6. Commands will submit status reports through their highest GO/FO/SES levels, to the above POC for consolidation. The report will be submitted August 22, 2020 documenting the percent of personnel assigned to that Command who have taken all four required training courses by August 19, 2020, as outlined in paragraph 7 below. If the Command reports 100 percent of assigned personnel have completed the four required training courses or in house equvelent, no further reports are required. If less than 100 percent have completed the four training courses a second report will be submitted September 16, 2020 documenting the percentage of personnel who have completed the training by September 15, 2020, as outlined in paragraph 7 below. If less than 100 percent have completed all required training by September 15, 2020 deadline, the September 16, 2020 report will include the reason for the deficiency, a soloution strategy, and an estimated time of compliance to reach 100%. Additional reports, that include the above, will be due every 14 days until 100 percent compliance is reached.
7. Each status report will include the total percentage of personnel who have completed all SECDEF directed training, percentage of military personnel completed, percentage of civilian personnel completed, and percentage of on-site contractor personnel completed.
8. This MARADMIN will remain in effect until 31 December 2020.
