GENTEXT/REMARKS/1. As announced by reference (a), the FY21 Sergeant Major (SgtMaj) through Master Sergeant (MSgt) Selection Board will convene on Tuesday, 20 October 2020 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 8 weeks to consider all gunnery sergeants, master sergeants, and first sergeants for selection to master sergeant, first sergeant, master gunnery sergeant, and sergeant major.
2. In accordance with reference (i), all correspondence submitted to the President of the board must be received no later than 10 calendar days prior to the board convene date. Communications received after 2359, Eastern Daylight Time (EDT) on 9 October 2020 will not be submitted to the board. Additional details about submitting correspondence to the President of the board can be found in paragraph 12c below.
2.a. The deadline to ensure that all Marine Corps Total Force System (MCTFS) and Offical Military Personnel File (OMPF) related information is up-to-date is no later than 2359, EDT on 19 October 2020.
3. Professional Military Education (PME). In accordance with reference (b), the PME requirements for promotion to sergeant major through master sergeant are as follows:
3.a. First Sergeant to Sergeant Major: complete a Regional Master Sergeant/First Sergeant Seminar and complete the First Sergeants Course.
3.b. Master Sergeant to Master Gunnery Sergeant: complete a Regional Master Sergeant/First Sergeant Seminar.
3.c. Gunnery Sergeant to Master Sergeant/First Sergeant: complete the Marinenet EPME 7000AA Course or the MCI 8200 (MCI must have been completed prior to 1 Jul 12) and then complete the Resident Advanced School or Advanced School Seminar.
3.d. All Marines who are eligible for consideration by the SgtMaj through MSgt Selection Board must have PME requirements completed no later than 2359, EDT on 19 October 2020.
3.e. It is critical that eligible Marines ensure PME course completion information is included in their OMPF and on their Master Brief Sheet (MBS). Marines that are PME incomplete or missing evidence of PME completion in their record will be ineligible for promotion and selection.
4. Per reference (c), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet Military Occupational Specialty (MOS) of 0911, 8411, 8156, 0913, 8152, and 8154 will be exempt from completing the resident PME course requirement for a period not to exceed 365 days upon re-assignment from the SDA tour. This includes Marines serving at Officer Candidate School (OCS) Quantico, VA and Officer Training Command Newport (OTCN), specifically in a 0911 billet, in a permanent personnel capacity. Marines serving in an SDA billet MOS of 0911, 8411, 8156, 0913, 8152 and 8154 are still required to complete all non-resident PME requirements. In accordance with references (b) and (c), the PME waiver applies to Marines who have been relieved, i.e., Relief For Cause (RFC) or Good Of Service (GOS).
5. Consideration for Selection to First Sergeant. All gunnery sergeants, regardless of MOS, who meet the Date Of Rank (DOR) and if applicable, the Armed Forces Active Duty Base Date (AFADBD) cutoff for first sergeant, will be screened for first sergeant. However, only those Marines whose most recent fitness report has an "F" in block 8h will be considered.
6. Consideration for Selection to Master Sergeant. All gunnery sergeants who meet the DOR and AFADBD cutoff for their MOS will be considered for selection to master sergeant.
7. Prior Service Consideration. Commanders of Marines who are considered eligible by virtue of prior service per paragraph 3202 of reference (d), must submit a request for prior service consideration to CMC, Manpower Management Promotion Branch, Enlisted Section (MMPR-2) no later than 2359, EDT 19 October 2020. Figure 3-4 of reference (d) contains the format for the request. Late submission of requests for consideration based on prior service will be filed without action.
8. The table below lists the MOS's that "feed into" the Intended MOS (IMOS) at the next higher grade indicated. Marines serving in a basic MOS will be considered in their IMOS. Marines who have a Primary MOS (PMOS) listed in column (A) as a feeder MOS will compete for promotion to the IMOS listed in column (B), provided they meet the eligibility requirements listed in paragraph 11 below. Of Note: As zones and allocations are subject to change prior to or during the board, all Marines are reminded of their responsibility for the completeness and accuracy of their records prior to the convene date of the board.

Notes:
9.a. The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
9.b. Lateral Moves. Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify CMC, (MMPR-2) in writing, before 2359, EDT 19 October 2020.
9.b.1. Marines who have made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
9.b.2. Marines who have lateral move requests approved MUST accept and sign their lateral move approval in order to properly reflect in MCTFS and be eligible for promotion. If the lateral move is approved prior to the convening date of the selection board, the Marine will be considered in the MOS/IMOS for which the lateral move was approved.
9.b.3. Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/IMOS and will be deleted from the board population. These Marines will compete on the following year's board, if eligible.
9.b.4. Marines who are selected in the incorrect IMOS by a board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS. Paragraphs 3100.3 and 3602.5 of reference (d) apply.
9.b.5. All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned on the day prior to the convening date of the board per paragraph 3100.3 of reference (d). MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC, Manpower Plans Programs and Budget Branch (MPP-20).
9.c. An above zone DOR/AFADBD cutoff for a specific MOS with no DOR/AFADBD cutoff in the promotion zone indicates no allocations for promotion exist in that MOS for this board.

11. Eligibility:
11.a. Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
11.b. The above listed tentative zones are subject to change by virtue of ongoing grade-MOS structure changes and realignments. Any adjustments to the above listed zones will be announced prior to the convening date of the board. Additional changes that occur during the board session will be announced in the selection MARADMIN.
11.c. Enlisted Active Duty Service Limits and High Year Tenure. Reference (e), MARADMIN 408/19, supersedes the Enlisted Career Force Controls (ECFC) Program for FY18 MARADMIN and provides information regarding enlisted active duty service limits and high year tenure.
11.d. Promotion consideration in conjunction with request to transfer to the Fleet Marine Corps Reserve (FMCR). Per references (e) and (f), Marines who must and have requested transfer to the FMCR due to ECFC or service limits may request special promotion consideration via correspondence to CMC, Manpower Management Division, Separation and Retirement (MMSR-2). Requests for special promotion consideration must be received prior to 2359, EDT 19 October 2020. In order to qualify for special promotion consideration the transfer to FMCR date must be requested or approved prior to the board convening date and the effective date of transfer must be after the adjournment date of the board. To clarify, and in accordance with the references, special promotion consideration will not authorize a Marine to go beyond service limits.
11.d.1. Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
11.d.2. Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or Unit Deployment Program (UDP) orders, are not eligible for promotion consideration.
11.d.3. Marines authorized early approval of transfer FMCR requests (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
11.e. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Marine Enlisted Commissioning Education Program (MECEP) upon graduation of Officer Candidate School, Marines accepted in the Enlisted Commissioning Program (ECP), and Marines in the Navy Medical Enlisted Commissioning Program (NMECP) are eligible for noncompetitive consideration for promotion provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of Marines will be provided by Marine Corps Recruiting Command (MCRC) ON/E or the Separation And Retirement Branch (Nurse Program only) to CMC (MMPR-2) who will then ensure the records of all eligible Marines are forwarded to the board. Paragraph 1100.29 and chapter 3 of reference (d) apply.
12. Personal and Command Responsibilities.
12.a. Personal Responsibilities. Marines are personally responsible in ensuring the accuracy of data elements in MCTFS regardless of zone before 2359, EDT 19 October 2020. Specific data elements include, but are not limited to DOR, AFADBD, PME, service schools, billet description, PMOS, IMOS, training scores, personal awards, assignment to and removal from the Body Composition Program (BCP), etc. In accordance with reference (l), Marines who did not conducted a PFT in calendar year 2020 due to COVID-19 will have their PFT from 2019 viewed by the FY21 SgtMaj-MSgt Selection Board. This will not be a discriminator or disqualifier for promotion and selection.
12.a.1. Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before 2359, EDT 19 October 2020. Marines must conduct an audit of their records per reference (g), prior to the convening date of a promotion selection board. Marines may get additional information by following instructions at MMRP home page: www.manpower.usmc.mil, then click on "Active Marine", "Records and Performance (MMRP)", then click on "MMRP-50 Officer/Enlisted Career Counseling" link on the left. Click "Enlisted Counseling", then "Career Toolbox" and follow the instructions provided.
12.a.2. Obtaining and Reviewing the OMPF. The most expeditious means of obtaining and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL). The MBS can also be obtained through the MMRP website. The home screen of the MOL OMPF module states, the documents included there, with the exception of the "Field" tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion/selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
12.a.3. OMPF Document Submission Guidelines. Marines are personally responsible for correcting deficiencies, missing information, or erroneous/illegible documents present in either the OMPF or MBS with CMC, Manpower Management Records and Performance, Records Management Section (MMRP-20). Reference (g) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF. Per reference (g), ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and the Electronic Data Interchange Personal Identifier (EDIPI). If the EDIPI is not on the material, then the material may or may not be filed in the OMPF in time to go before the selection board. Marines are reminded that any additions or deletions from their OMPF or MBS within the 12-month window should also be verified to ensure the accuracy and completeness of their record. OMPF documents may be e-mailed as a pdf attachment or faxed to CMC (MMRP-20). OMPF documents may also be mailed to CMC (MMRP-20), however, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed. See paragraph 15 (MMRP) for OMPF inquiries and document submission points of contact.
12.a.4. OMPF Document Submission Timelines. It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF within 60 days of a selection board be conspicuously marked "Contains Documents for the FY21 Sergeant Major Through Master Sergeant Selection Board". With the exception of fitness reports, all OMPF documents should be forwarded to and received by CMC (MMRP-20) at least two weeks prior to the convening date of the selection board in order to allow processing time to the OMPF. Board eligible records continue to be updated until the convening date of the board, however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
12.a.5. Career Counselors. Marines concerned with specific aspects of their record are reminded that they may contact their respective career counselors, CMC, Manpower Management Records and Performance, Enlisted Career Counseling and Evaluation Section (MMRP-50), after conducting a self audit and following the instructions provided for CMC (MMRP-50) in paragraph 12.a. Contact information is listed in paragraph 15.b.3.
12.b. Commander's Responsibilities:
12.b.1. Ensure this MARADMIN is available to all Marines under your command.
12.b.2. Encourage all eligible Marines to review their OMPF, MBS, and MCTFS data.
12.b.3. Ensure all reporting officials comply with the fitness report timelines noted in reference (h).
12.b.4. Assist Marines with missing fitness reports or corrections to fitness reports.
12.b.5. Remind Marines to prepare for their board prior to deployment.
12.b.6. Understanding that some Marines may require additional support to prepare for their board, encourage Marines to contact the Career Counselor Section (MMRP-50) for assistance.
12.b.7. Immediately notify the CMC (MMPR-2) via naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, or component code in MCTFS to preclude erroneous consideration or nonconsideration.
12.b.8. Promptly report to CMC (MMPR-2) via naval correspondence any approved MOS changes for eligible Marines that occur during the board. This includes reporting failures of MOS producing schools.
12.b.9. Ensure eligible Marines within your command are notified of their promotion eligibility.
12.b.10. Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled per reference (d) and submit their request in the proper format. Paragraph 3102.2 of reference (d) also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process.
12.b.11. Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or court-martial results of trial is released by military justice officer, or a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary, or civilian court proceeding, or counseling documentation is placed in Marine's OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request. Correspondence will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command. Correspondence should also be submitted regarding any eligible Marine who is administratively reduced, discharged, or is assigned to the Body Composition Program (BCP). Commanders are also reminded to make appropriate MCTFS entries, if warranted.
12.c. Correspondence to the President of the board. Each eligible Marine may communicate with the President of the board. Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359, EDT 9 October 2020 in accordance with reference (i). Reference (i) states, that Marines may send written communication to the board, to arrive not later than 10 calendar days before the date the board convenes. See paragraph 15 for physical mailing address, e-mail address and fax number.
12.c.1. Marines may submit communications via U.S. Mail, priority or next day mail, or fax. However, Marines should be aware that U.S. Mail, priority mail and next day U.S. mail are not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day lag time for further delivery to Harry Lee Hall. Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2). Ensure the e-mail subject line reads "Update Material for the FY21 Sergeant Major Through Master Sergeant Selection Board".
12.c.2. Marines may submit any information or material they deem important for consideration before the board. Be advised that OMPF material sent directly to the President of the board does not become part of a Marine's OMPF. Personal Correspondence sent to the President of the board is destroyed upon final approval of the board. Do not send fitness reports directly to the selection board.
12.c.2.a. Personal correspondence to the President of the board must be submitted under cover letter with the update material as enclosures (a sample cover letter is available at the Enlisted Promotion home page).
12.c.2.b. The cover letter must be addressed to President, FY21 Sergeant Major Through Master Sergeant Selection Board (see paragraph 15 for complete address).
12.c.2.c. Personal correspondence to the President of the board must be from the eligible Marine.
12.c.2.d. The Marine must personally sign the cover letter. Correspondence submitted without a cover letter, unsigned, or received after 2359, EDT on 9 October 2020 will not be submitted to the board.
12.c.2.e. Personal Correspondence Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically or electronically received their update material before 2359, EDT on 9 October 2020 and may verify receipt of the material sent to the President of the board via the Enlisted Promotion home page or by contacting CMC (MMPR-2). This website will populate within one week of the convening date.
13. Height and Weight Standards. Eligible Marines must be in compliance with the height/weight standards prescribed in reference (j). Fitness reports submitted under reference (h) must contain a directed comment in Section I of the fitness report if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits. Marines who exceed the height/weight standards, and whose fitness reports do not include body fat information, must provide most recent official documentation reflecting body fat percentage to the President of the board. If a Marine was unable to conduct body fat measurements due to COVID-19, Section I comments of the most recent FITREP should be in accordance with reference (l). Marines within this category are highly encouraged to submit correspondence to the President of the board no later than 2359, EDT 9 October 2020.
14. In accordance with reference (k), any Marine selected for promotion by the FY21 SgtMaj-MSgt Selection board must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
