GENTEXT/REMARKS/1.  Background.  On 25 June, SECDEF directed the Department to transition International Military Students (IMS) from the Common Access Card (CAC) to the Next Generation (NextGen) Uniformed Services Identification (USID) card no later than (NLT) 30 November 2020.  The NextGen USID is a secure, plastic, chip-less card that replaces the currently fielded Teslin form identification card.  Only Real-Time Automated Personnel Identification System (RAPIDS) workstations with software version 7.10.0 will support issuance of the required NextGen USID.
2.  Policy.  In accordance with ref (a), the Marine Corps will transition all IMS to the NextGen USID NLT 30 November 2020 per the following guidance.
2.a.  Transition timeline for all IMS is between 31 July 2020 and 30 November 2020.  Start date for local commands is dependent on software upgrade of RAPIDS workstations.  Locations hosting IMS shall immediately start transition once this capability is available.
2.b.  All Marine Corps-sponsored IMS from the Kingdom of Saudi Arabia currently in the United States shall immediately transition from CAC to the NextGen USID via a RAPIDS site with the upgraded software.
2.c.  All remaining IMS in the United States will transition from the CAC to the NextGen USID when the local RAPIDS site with the upgraded software is available locally and NLT 30 November 2020.
2.d.  All incoming IMS will be issued a NextGen USID at in-processing.
2.e.  Per ref (b), IMS must bring two forms of ID, CAC (if previously issued), Foreign Visit Request (FVR) / Invitational Travel Orders (ITO) and a completed DD Form 1172-2 to the RAPIDS site for ID card transition.  The DD Form 1172-2 shall have the following statement in Section II, block 21:  “This individual is an International Military Student (IMS) - the "Sponsored Student in US" is the ONLY Personnel Condition authorized for use during DEERS enrollment.”
2.f.  Per ref (b), only dependents listed on the FVR/ITO and possessing a completed DD Form 1172-2 containing the statement, “This individual is a dependent of an International Military Student (IMS) as documented in the FVR/ITO” in Section II, block 21, shall be entered into the Defense Enrollment Eligibility Reporting System (DEERS) for issuance of a NextGen USID.
3.  Physical Access.  Immediately upon issuance of the NextGen USID, IMS will report to the local Visitor Control Center for enrollment to the physical access control system following policy in references (c) and (d).
4.  Logical Access.  IMS who require logical access to the Marine Corps Enterprise Network (MCEN) must be sponsored for an Alternate Login Token (an AltToken or NIPRNet Enterprise Alternate Token System, aka NEATS) in accordance with ref (d).
4.a.  Prior to requesting an AltToken, the IMS must be issued a NextGen USID and have a MCEN-Nonsecure Internet Protocol Router Network (MCEN-N) account provisioned.
4.b.  IMS token requests will follow the standard operating procedures via the local command Public Key Infrastructure Token Trusted Agent.
4.c.  Expired tokens or tokens held by departing IMS must be retrieved and revoked.
