GENTEXT/REMARKS/1.  This message is an update to Ref A and publishes new guidance regarding the screening and selection of enlisted Marines for MARSOC Critical Skills Operator (CSO) Primary Military Occupational Specialty (PMOS) 0372 billets.  Additionally, MARSOC screens Special Operations Capabilities Specialist (SOCS) and Combat Service Support (CSS) billets in support of U.S. Special Operations Command requirements.  Updates regarding the enlisted CSO Reserve opportunities screening and selection process will be issued via separate correspondence.  Officers interested in the Special Operations Officer (SOO) PMOS 0370 program may attend any of these visits.
2.  Task.  To introduce and inform commanders of the planning, implementation and execution of the FY21 HQMC MARSOC Screening Team (HMST) visits.
3.  Purpose.  Screen qualified Marines to attend MARSOC Assessment and Selection (A (and) S).  Additionally, screen and assist interested applicants for the SOCS and CSS billets for possible future assignments.
4.  Screening team
4.a.  The team is comprised of representatives from HQMC, Manpower Management Enlisted Assignments (MMEA), and MARSOC.
4.b.  Roles and responsibilities include, but are not limited to:  screening, population development, and commander interface.
4.c.  MARSOC representatives conduct orientation briefs and interviews.  Those qualified volunteer CSO applicants will receive tentative assignment to an A (and) S course pending approval from HQMC.  The SOCS and CSS candidates will receive further assignment information.
5.  Screening Participants
5.a.  A list of Marines screened by HQMC, MARSOC, and who meet all pre-requisites will be published via SEPCOR to the Major Subordinate Commands (MSC) no later than 90 days before each quarterly HMST visit.
5.b.  Marines interested in applying prior to a HMST brief should contact a MARSOC recruiter and or their career planner and begin the Application Instructions and Command Screening Checklist for the appropriate program per Ref C.
6.  Commanders
6.a.  Commanders are directed and required to ensure all Marines listed in the SEPCOR attend the MARSOC orientation briefs delineated in the below coordinating instructions.
6.b.  Request Commanders afford the opportunity for Marines not listed in the SEPCOR, but are interested in the MARSOC assignment, be afforded the opportunity to attend the orientation brief.
6.c.  To Ensure the timely execution of screening, request completion of all pre-requisites listed per Ref C before HMST arrival.
7.  Career Planners
7.a.  MSC career planners at the Base/Station, Division, MLG, and Wing level will provide a consolidated roster of Marines who are physically unable to attend the HMST to the HMST Officer in Charge on the applicable briefing dates.  Non-availability for screening will not preclude assignment of volunteers to A (and) S.
7.b.  MSC career planners are required to conduct daily accountability of Marines/checklists with the HMST OIC.  Commanders and SgtsMaj should be briefed pre and post execution of the HMST regarding adequate attendance.
8.  Coordinating Instructions
8.a.  The following information is provided to describe steps that each candidate must complete for consideration to the CSO program:
8.a.1.  Marines must complete the Special Operations (SO) physical before being assigned to a A (and) S.
8.a.2.  Marines attend A (and) S phase one and A (and) S phase two (approx. 45 day period).  MARSOC provides temporary additional duty funding.
8.b.  Selected Marines who complete A (and) S will receive Permanent Change of Station (PCS) or Permanent Change of Assignment (PCA) orders by MMEA to an Individual Training Course (ITC) located at Marine Raider Training Center (MRTC), Camp Lejeune, NC.
8.b.1.  Upon receipt of PCS or PCA orders to attend ITC, Marines who are eligible for reenlistment in the current retention year group are required to reenlist to gain obligated service according to the current FY retention guidelines and the Enlisted Career Force Controls (ECFC) policy.  Marines will be required to reenlist to gain obligated service per Ref D.
8.b.2.  Marines who are not eligible in the current retention year must execute a 23-month extension to gain additional obligated service.

8.d.  Detailed schedule and locations of brief/screenings will be sent via SEPCOR from the appropriate MEF career planner.  This SEPCOR will be published NLT than 30 days before each HMST.
8.d.1.  Announcement of visits will be implemented and advertised via multi-media methods to include, but not limited to, social media, MARSOC.com website, flyers, electronic banners, and emails.  The MARSOC Marketing and Advertising Manager will assist and provide products as required.
8.e.  The following is requested at each location:
8.e.1.  Billeting information upon request.
8.e.2.  Briefing and screening sites made available to accommodate expected attendance.
8.e.3.  Projector for PowerPoint and video presentations.
8.e.4.  Public address (PA) system to address audio and video requirements.
8.e.5.  Minimum four tables for applicant screening.
9.  The applicable MARSOC checklists for the CSO/SOO, SOCS, and CSS programs are provided via TFRS in the forms module under checklists per REF C.  All other versions are obsolete.
