GENTEXT/REMARKS/ 1.  This message announces the Family Advocacy Program (FAP) Navy Marine Corps Message (NAVMC) outlining the procedures for submitting and processing a FAP Expedited Transfer (ET).
2.  The National Defense Authorization Act (NDAA) Fiscal Year 19, Title V, Subtitle D, Section 536, reference (a) necessitates the equirement for the Services to establish a standardized FAP ET process.  Headquarters Marine Corps, Manpower and Reserve Affairs, Marine and Family Programs Division, Behavioral Programs Branch, FAP is the office responsible for the FAP ET process.  Reference (b) standardizes the Marine Corps’ FAP ET process, in accordance with (IAW) reference (a).
3.  The following are eligible for a FAP ET IAW reference (a):
3.a.  Members of the Armed Forces who are the victims of domestic violence, committed by a spouse or intimate partner, regardless of whether the partner is a member of the Armed Forces.
3.b.  Service member dependents under the age of 18 years who are the victims of sexual assault perpetrated by a member of the Armed Forces not related to the victim.

5.  This MARADMIN is applicable to the active and reserve component of the Marine Corps with the exception of the Individual Ready Reserve.
