GENTEXT/REMARKS/1.  Purpose.  To announce the renewed Leadership, Education and Development (LEAD) Program at the United States Naval Academy (USNA) and solicit applications to the program.  During the month of December 2020, a panel comprised of staff from MMOA and USNA will select (4) company grade officers for assignment to the FY21 LEAD Program.
2.  Background.  Previously a program screened by Commandant’s Education Board (CEB) and conducted at George Washington University, during FY20 the LEAD Program was temporarily unfunded.  The program has returned for FY21 with a different format.  The LEAD Program is now a graduate education program that allows officers to spend a year obtaining their Masters in Leadership through the Naval Postgraduate School (NPS) via instruction at USNA.  This hybrid graduate school will be based in Annapolis, MD, but will require two, one-week sessions in Monterey, CA for in-person classes.  Upon completion of the degree, officers will be granted the 8803 AMOS and serve as Company Officers for Midshipman Companies at the USNA for a two-year period.  The intent for future screening will be conducted via the CEB process in FY22.
3.  Eligibility requirements.
3.a.  Time on station (TOS).  Company grade officers who will complete their prescribed tour, on their current set of orders, NLT 31 May 2021 are eligible.  Classes are tentatively scheduled to begin in June of 2021.  If an officer does not meet this requirement, the officer must contact their primary MOS (PMOS) monitor to discuss career timing considerations.
3.b.  Grade.  First lieutenants selected for Captain and Captains are eligible to apply.
3.c.  Officers who meet the TOS and grade requirements must also have:
3.c.1.  Consistent first class PFT and CFT.
3.c.2.  PMOS credibility with demonstrated military proficiency.
3.c.3.  No adverse material.
3.c.4.  Career timing that supports a full 36 month tour at USNA.
3.c.5.  Recent operational experience.
4.  Application process.
4.a.  Interested officers must first contact their PMOS monitor for approval to screen on the panel for assignment to the USNA LEAD Program.
4.b.  Upon receipt of approval to screen by the PMOS monitor, officers are encouraged to visit https:(slash)(slash)www.usna.edu/USMC/index.php to download and submit the USNA staff application.  The approval correspondence from the PMOS monitor is a prerequisite for submission of the application.  If unable to download the application, contact the USNA POC listed below.  Applicants should annotate ‘LEAD Program’ as the desired billet.
4.c.  The deadline for application submission is 20 November 2020.
5.  MMOA will release a results MARADMIN after the selection panel concludes.
