GENTEXT/REMARKS/1.  Purpose.  This message announces the Force Design Grade Structure Review (GSR).  The purpose behind the Grade Structure Review is to correct grade pyramid imbalances caused by Force Design.  If unresolved, grade pyramid imbalances could lead to changes in promotion timing or unintended inventory development challenges such as low retention of lower grade inventory that ultimately causes inventory shortages in higher grades.  The review will include Active Component (AC) Primary Military Occupational Specialties (PMOSs) that have imbalanced grade pyramids caused by Force Design.  The end state of the review is to improve grade pyramids leading to more successful inventory development in targeted PMOSs without degrading unit operational capabilities.
2.  Objectives.  The Force Design GSR will be conducted in order to achieve the following objectives:
2.a.  Ensure that the PMOSs identified by DC MRA have a logical, balanced grade structure in specifically targeted grades.
2.b.  Structure the grade mix requirement of each identified PMOS so that there is a logical and balanced grade pyramid.
2.c.  Ensure that the grade structure requirements of each identified PMOS are achievable under current force management policies.

2.d.1.  Enlisted:  0231, 0241, 0261, 0321, 0352, 0431, 0451, 0481, 0511, 0627, 0844, 1361, 1711, 1721, 2131, 2611, 2621, 2874, 2887, 3043, 3451, 4541, 5974, 5948, 5951, 5952, 5954, 5974, 6062, 6092, 6113, 6116, 6124, 6132, 6156, 6174, 6176, 6212, 6217, 6218, 6222, 6227, 6252, 6257, 6258, 6282, 6286, 6287, 6288, 6314, 6316, 6317, 6324, 6332, 6336, 6337, 6423, 6432, 6469, 6541, 6842, 7242, 7314.
2.d.2.  Officer:  5902, 5910, 5950, 5970.
2.e.  Composition of working group: Occupational Field (OccFld) Managers, MOS Specialists and Fleet Marine Forces (FMF) O-6 level representatives affected by the list of PMOSs above should contact the POCs of this message to be included and granted access to applicable documents via the Force Design DOTMLPF/C SharePoint portal.  Signature authority on changes to identified PMOSs should have O-6/GS-15 level concurrence.
3.  Execution
3.a.  The grade flow parameters that will be used for the Force Design GSR have been developed to improve promotion flow, inventory development and continuation behavior in the Marine Corps.  The Force Design GSR will commence with a kickoff meeting at 0900 on 2 October 2020 (Little Hall Base Theater, 2034 Barnett Ave, Quantico, Virginia).  Force Design GSR will prioritize those MOS most severely impacted by Force Design and will be action complete for these MOS with the publication of the August 2020 Authorized Strength Report (ASR) in November 2020.
3.b.  Phase I (2 – 15 October 2020):  OccFld Managers, and MOS Specialists, with appropriate coordination with the FMF O-6 level reps, conduct identified MOS grade structure review with a target year of FY24.  Upload TOECR spreadsheets and summary to the Force Design DOTMLPF/C SharePoint site.
3.c.  Phase II (16 – 23 October 2020):  DOTMLPF/C Pillars, MARFOR and MEF Representatives will review summaries for concurrence.  Upon concurrence, OccFld Managers and MOS Specialists submit TOECRs to TFSD.
3.d.  Phase III (26 – 30 October 2020):  TFSD approves TOECRs submitted by OccFld Managers and MOS Specialists.
3.e.  Any MOS’ identified in para 2.d above that is incomplete by Phase III, or any additional MOS’ requiring grade shaping that may be identified during the course of the Review will be completed with the publication of the February 2021 Authorized Strength Report (ASR).
