1.  GENTEXT/REMARKS/Purpose.  This MARADMIN describes policy regarding procurement and use of PNT and GPS systems and requirement to certify NAVWAR compliance for all platforms and systems producing or using PNT information.
2.  Background.
2.a.  GPS is the primary source of positioning, navigation, and timing (PNT) information for Department of Defense (DoD). Rapid growth in GPS technology has increased Marine Corps demand for GPS receivers.  Though commercial/consumer-grade GPS devices and Standard Positioning System (SPS) Services are available for peaceful, civil, commercial, and scientific use on a continuous worldwide basis, inherent weaknesses of SPS GPS exist.  The PNT service provided from SPS GPS devices may be unreliable or unavailable during conflict.
2.b.  Keyed Precise Positioning System (PPS) Selective Availability Anti-Spoofing Module (SAASM) GPS User Equipment (UE) (e.g. the Defense Advanced GPS Receiver (DAGR)) and Military-Code GPS User Equipment (MGUE) that provide Precise Positioning Service deliver enhanced assurance and exclusive use of GPS for authorized military users.  PNT assurance and exclusive use are not available with SPS GPS.
2.c.  The FY2011 NDAA, Public Law 111-383 §913, mandates that “none of the funds authorized to be appropriated...for the DoD may be obligated or expended to purchase GPS user equipment (UE) after FY2017 unless the equipment is capable of receiving the Military-Code (commonly known as M-Code).  The Secretary of Defense may grant waivers to this law if the Secretary determines that suitable UE capable of receiving M-Code is not available or does not require the UE to be capable of receiving M-Code from GPS.”   The Undersecretary of Defense for Acquisition and Sustainment was delegated waiver authority and issued a blanket waiver in 2019 and extended it through March 31, 2021 due to unavailability of M-Code GPS UE (MGUE).  Long–term M-Code implementation and waiver policy is expected before waiver extension expires.
3.  Action.
3.a.  Per References (a) and (b), all acquisition programs, regardless of whether they involve a platform, system, or device, that are procured by the Marine Corps through the Defense Acquisition System (DAS) and incorporate GPS must use GPS receivers operating in keyed PPS mode if they are used in combat, combat support, or combat service support.  While SPS GPS receivers are not generally authorized for these military applications, the Department of Defense Chief Information Officer (DoD CIO) and the Joint Staff/J-6 consider waiver requests and will be the final approval authorities on all SPS GPS receiver waivers.  Critical military operations, such as weapons delivery coordination, target location, fire support, close air support, extraction, and rendezvous are not waiverable, and will only be performed in combat, training, and military exercises with keyed PPS GPS UE.
3.b.  In accordance with Reference (a), (b), and (c), purchase of GPS UE is limited to only M-Code capable unless granted a waiver.
3.c.  In accordance with References (a) and (b), PNT and GPS receivers are authorized for purchase upon approval through the Director, HQMC C4, via the Information Technology Procurement Request and Approval System (ITPRAS).
3.d.  Non-program-of-record purchases will follow ITPRAS request process to ensure compliance with applicable policy and law.
3.e.  All platforms will report current PNT equipage and PNT modernization Implementation Plans through annual response to DoD CIO’s update to the PNT Data Repository.
