GENTEXT/REMARKS/1.  Since 2016, all Marines have had the opportunity to serve in previously gender-restricted MOSs and units.  Directed actions in support of Commandant’s Planning Guidance (CPG) Implementation directed Manpower and Reserve Affairs (M&RA) to inform the eligible population on opportunities for female Marines currently in the SMCR, or Individual Ready Reserve (IRR), to RAD in previously-restricted MOSs and units.  Accordingly, this MARADMIN provides amplification regarding Enlisted MOSs and units available for classification and assignment for all Marines and restates the gender-neutral physical standards.  In addition, this announcement clarifies the prior service and reserve augmentation process for enlisted Marines to serve in previously-restricted MOSs and units.
2.  Previously-restricted Enlisted MOSs.  Previously-restricted Enlisted MOSs are as follows: 0311, 0313, 0321, 0331, 0341, 0352, 0363, 0365, 0369, 0372, 0393, 0399, 0811, 0842, 0844, 0847, 0848, 0861, 1371, 1833, 2131, 2141, 2147, 2149, 2181, 7212. 
2.b.  All MOSs are available via Program Enlisted For (PEF) to interested female applicants or on an as-needed basis via Lateral Move program for Active Component female Marines.  Active duty female Marines interested in a lateral move to a previously-restricted MOS should contact their career planner.
3.  Physical standards.  Per ref (F), (H), and (J), gender-neutral standards must be met for previously-restricted MOS assignment.
3.a.  Ground Combat Arms MOS Classification Standard (MCS).  The MCS is designed to provide reasonable assurance that recruits are physically prepared to attempt the physically demanding skills and abilities outlined in their appropriate previously-restricted MOS school program of instruction.  The MCS is determined by PFT and CFT event performance.  The MCS is determined by PFT and CFT event performance at Recruit Training.  The MCS elements are as follows:  6 pull-ups, 24:51 3 mile run, 3:12 Maneuver Under Fire Course, 3:26 Movement to Contact Course, and 60 ammo can lifts.
4.  Previously-restricted units.  The below listed units were previously restricted.
4.a.  Load-Bearing Units:
          Infantry Regiments
          Infantry Battalions
          Reconnaissance Battalions
          Force Reconnaissance Companies
          Raider Battalion
4.b.  Non-Load Bearing Units:
          Artillery Battalions
          AAV Battalions
          ANGLICO
          Combat Engineer Battalions
          LAR Battalions
          LAAD Battalions
5.  Load Bearing Unit Unit Assignment Criteria (LBU UAC).  LBU UAC is an enduring requirement that screens Marines holding a non-ground combat arms MOSs to load-bearing units.  This criteria does not apply to Marines holding a ground combat arms MOS.  The LBU UAC does not apply to non-load bearing units.  For example, this criteria does not apply to site support personnel at Inspector-Instructor (I-I) units.  The specific PFT and CFT elements that constitute the LBU UAC are: 26:05 or less 3 miles run, 3:26 or less movement to contact course time, 3:12 or less maneuver under fire course time, and at least 60 ammo can lifts in 2 minutes.
6.  Prior Service Enlistment Program (PSEP).  PSEP is the inter-component transfer program through which prior service enlisted and reserve augmentation Marines may reenter the Active Component of the Marine Corps for prior service enlistments into the regular Marine Corps.
6.a.  Eligibility.  Per ref (B), personnel eligible for PSEP includes:
     (1) Broken service reenlistments
     (2) Other-service members with previous Marine Corps Service
     (3) Reserve Marines without previous active duty Marine Corps service
     (4) Continuous reenlistments
     (5) Marines serving in the Reserve Component in any status: Selected Marine Corps Reserve (SMCR), Members of the Individual Ready Reserve (IRR), Active Reserve (AR) Marines, and Marines on Extended Active Duty (EAD) may apply for the PSEP by completing an inter-component transfer to the regular (Active Component) Marine Corps.
6.b. Application Process.
     (1) In accordance with ref (B) and (D), the application process begins by contacting a recruiter (not a prior service recruiter).  Recruiters will screen these Marines to ensure they meet existing enlistment requirements and verify the availability of MOS boat spaces.
     (2) The recruiter will provide Marines who currently have obligated service a DD Form 368 “Request for Conditional Release,” per ref (A).
     (3) Route via Reserve chain of command per ref (C) chapter 4 section 10.
     (4) Recruiting Stations will submit PSEP package to their Marine Corps District (MCD) Career Planner for review.
     (5) MCD Career Planners will submit PSEP package to Marine Corps Recruiting Command (MCRC) via TFRS.
     (6) MCRC will forward the package to MMEA-1 for consideration.
     (7) In accordance with ref (G), the PSEP submissions may be submitted starting on 1 November of the fiscal year retention campaign.
     (8) Marines who are attached to commands serving on Additional Duty Operational Support (ADOS), Active Reserve (AR), Individual Mobilized Augmentee (IMA) orders may seek assistance for applying to the PSEP through their assigned command’s Active Duty or Reserve Career Planners.
     (9) Marines may qualify for a retention bonus per the annual release of ref (I).
7.  This policy applies to the Marine Corps Total Force.
