GENTEXT/REMARKS/1. This MARADMIN establishes, updates, and reaffirms procedures and requirements for reporting missing, lost, stolen, or recovered (MLSR) arms, ammunition, and explosives (AA&E) as outlined in reference (a).  This guidance will be implemented in the update to reference (a).
2. Background.  Reference (b) directs the DoD Components to establish procedures and requirements for reporting stolen, lost, or recovered AA&E to the cognizant Defense Criminal Investigative Organization and a centralized office responsible for Component-wide physical security and theft and loss prevention. Reference (b) identifies the items and standards that meet required reporting criteria. Reference (b) further identifies reporting requirements to the Office of the Under Secretary of Defense (OUSD) Intelligence and Security (I&S); the National Crime Information Center (NCIC) for dissemination to law enforcement (LE) and investigative agencies; and to the Bureau of Alcohol, Tobacco, and Firearms (ATF) for information and investigative purposes.
3. AA&E MSLR Required Reporting.  Commanders are required to submit MLSR AA&E reports for the loss, theft, recovery, or gain or loss due to inventory adjustment, for the following items:
3.A. One or more Category I, II, or III missiles or rockets.
3.B. One or more machine-guns.
3.C. One or more automatic fire weapons.
3.D. One or more manually operated or semi-automatic fire weapons.
3.E. One or more rounds of 40 MM or larger ammunition.
3.F. 1,000 rounds or more of ammunition smaller than 40MM.
3.G. One or more Security Risk Category (SRC) I, II, & III explosive devices, to include fragmentation, concussion, high explosive and/or incendiary grenades.
3.H. One or more mines (antipersonnel and antitank).
3.I. Any amount of dynamite, initiators, detanators, C4, and TNT.
3.J. One foot or more of demolition sheet, explosive cutting tape,  and flexible linear charge.
3.K. Ten feet or more of detonation cord and time fuze.
3.L. Warheads for sensitive missles and rockets.
3.M. SRC I, II, and III fuses and initiators.
3.N. Flame throwers.
3.O. Silencers, mufflers, flash suppressors and noise suppression devices.
3.P. One or more serialized systems, devices, or platforms designed to incapacitate, disable, or destroy a target or threat by launching any projectile, emission, or chemical agent/irritant not described in this MARADMIN, but maintained on a command’s property management record.
3.Q. Armed robberies and attempted armed robberies of AA&E facilities.
3.R. Forced entries or attempted forced entries into AA&E facilities.
3.S. Evidence of criminal or terrorist involvement in the theft of AA&E.
3.T. Any AA&E incident creating local and/or national news coverage, or appear to have the potential to cause such coverage.
3.U. Evidence of AA&E incident involving trafficking or bartering of AA&E involving criminal activity such as illegal drugs, etc., regardless of the quantity of AA&E involved.
3.V. Reporting of items 3.A through 3.P and incidents identified in para 3.Q through 3.U.apply to Heritage, Demilitarized, Limited-demilitarized, Unit Display, Ceremonial, and War Trophy/foreign captured AA&E.
3.U. Reporting of items 3.A through 3.P and incidents identified in para 3.Q through 3.U apply to Marine Corps Community Service/Marine Corps Exchange arms and ammunition, as applicable.
3.V. Reporting of items 3.A through 3.P and incidents identified in para 3.Q through 3.U apply to AA&E designated in a Research, Development, Test and Evaluation status.
4. MLSR Reporting Procedures.  In accordance with reference (a), all Battalion/Squadron commanders and higher shall:
4.A. Conduct an analysis to ensure that any MLSR AA&E incident is not due to an inventory accountability issue.  Direct the responsible officer to ensure compliance with references (c) and (d), and review all expenditure reports and compare the results to applicable databases - Marine Corps Small Arms Registry for Small Arms/Light Weapons and the Ordnance Inventory System - Retail (OIS-R) for ammunition and explosives for records comparison.
4.B. In accordance with reference (c), and no later than 24 hours upon discovery of a MLSR incident:
4.B.1. Commands aboard a Marine Corps site will notify the site Provost Marshal’s Office (PMO)/Marine Corps Police Department (MCPD) to determine the appropriate LE action.
4.B.2. In cases of a MLSR AA&E incident at a command that is not located aboard a Marine Corps site, but on another Department of Defense Service/Agency installation, the cognizant/responsible commander will notify the resident LE Investigative Agency (e.g., U.S. Army Military Police/U.S. Air Force Security Forces, U.S. Navy Police Department, etc.) to conduct an investigation.
4.B.3.  Active component commands not located aboard a Military Service Installation (e.g., Marine Corps Systems Command (MCSC)) shall provide all pertinent information to PMO, MCI-NCR/MCB Quantico, VA.
4.B.4. Independent Marine Force Reserve units will notify the local LE agency and local NCIS office.
4.C. Obtain a case control number (CCN) or other LE case tracking number for the investigation (a CCN is required for all MSLR incidents).
4.D. Assign an investigating officer to coordinate a command investigation into the MLSR incident that is independent of the LE investigation. The Commanding Officer shall consult with LE officials on the impact an independent command investigation could have on any ongoing criminal investigation.
4.E. Reports are required as soon as possible. However, no later than 48 hours after the discovery of the incident, provide an initial MLSR report, in the format identified in reference (a), Chapter 10 and Appendix M.  Any delayed reports will include a reason for the delay (e.g., loss discovered during deployment, geographic separation of the responsible officer from the command for five days prevented prompt submission of the report).
4.F. Due to the non-availability of the Marine Corps Automated Message Handling System (AMHS) all commands will submit MLSRs in the DON Tracker task management system with notification including the chain of command.
4.F.1. Notify the Security Division Physical Security Section at DON tracker address - Mission Assurance (PPO_PS_PSP) - for all MLSR incident reports.
4.F.2. Notify the Supply Policy and Sustainment Section (LPS-1) at DON tracker address – Supply Policy, Advocacy and Capabilities Sections (I&L_LP_LPC_LPC-2) for all Small Arms/Light Weapons MLSR incident reports.
4.F.3. Notify the Marine Corps Logistics Command Small Arms Executive Agent (SAEA) at DON tracker Address USMC Logistics Command (MARCORLOGCOM) for all Small Arms/Light Weapons MLSR incident reports.
4.F.4. Notify the Naval Surface Warfare Center, Crane IN, Small Arms Registry at CRAN_MarineCorps (cran_marinecorps@navy.mil) - for all small arms/light weapons MLSR incident reports.
4.F.5. Notify the Marine Corps Systems Command Program Manager, Ammunition at - MCSC Marine Corps Systems Command (MCSC) for all ammunition and explosives MLSR incident reports.
4.G. In accordance with references (a) and (c), a final MLSR DON tracker tasker management system task will be provided in 45 days from the discovery of the MLSR incident.
4.G.1. If the command is unable to report the final MLSR DON tracker task within 45 days, a status update will be due at that time.  Subsequent updates, titled as a supplemental MLSR report will be made at 90 days, and every 30 days thereafter until the final MLSR report is released referencing the initial report by report number, date time group (DTG), or correspondence identification.
4.G.2. Recovered reportable items must be reported by all commands regardless of whether the command reported the property as missing, lost, or stolen. A final report must be submitted upon completion of the investigation within the prescribed timelines outlined in paragraph 4.G.
5. PMO/MCPD Responsibilities.  In accordance with references (a) and (e), site PMOs/MCPDs, when notified of a MLSR incident shall:
5.A. Respond to MLSR incident notifications.
5.B. Ensure a Blotter Entry is entered and a CCN is assigned to the MLSR incident.
5.C. Ensure the Blotter Entry and CCN are provided to the reporting/responsible commander.
5.D. Notify Criminal Investigative Division (CID) to determine investigative jurisdiction of all MLSR incidents.
5.D.1. CID will conduct investigations into MLSR incidents under their jurisdiction determined to be criminal in nature.
5.D.2. CID will notify NCIS, as required under reference (f).
5.E. In accordance with references (a) and (b), CID or NCIS, is required to report the incident promptly to local LE authorities.
5.F. In accordance with references (a) and (b), CID or NCIS, is required to enter appropriate information into NCIC.
5.F.1. In the case of missing, lost, or stolen arms, silencers, mufflers, or noise suppression devices, the NCIC entry will provide all known identifiable information to include total number of arms; make; model; serial number; manufacturer; caliber; barrel length; color; and any unique identifiers.
5.F.2. In the case of missing, lost, or stolen ammunition, the NCIC entry will provide all knownidentifiable information to include: total number of rounds; caliber; manufacturer; case lot number; and any unique identifiers.
5.F.3. In the case of missing, lost, or stolen explosives, the NCIC entry will identify all known identifiable information to include: total net weight of the explosives; type of explosives by military name and common/commercial name; manufacturer; lot number; and any unique identifiers.
5.F.4. CID or NCIS will also submit a NCIC entry and notify ATF (as applicable), and local LE authorities upon the recovery of any items in paragraph 5.F.1 through 5.F.3.
5.G. In accordance with references (a) and (b), CID or NCIS shall report all confirmed thefts and losses of AA&E as described in this MARADMIN within 72 hours to the ATF Stolen Firearms Program at (888) 930-9275.  ATF shall also be advised of the recovery of previously reported AA&E thefts and losses.
5.H. CID or NCIS will provide the cognizant/responsible commander with a CCN immediately upon reporting of an MLSR incident to ensure compliance with administrative notifications outlined in references (a) and (b).
5.I. CID or NCIS will provide the reporting commander with a final investigative report at the conclusion of the investigation.
6. Commanders are reminded an initial report is required within 48 hours.  The initial MLSR report is required to ensure that Security Division (PS) notifies the OUSD (I&S), in accordance with references (a) and (b).
7. Commanders will ensure widest dissemination of this MARADMIN.  Commanders will ensure a period of instruction is provided to all personnel responsible for the custody, accountability, protection, distribution, maintenance, disposal, and security of AA&E regarding requirements contained in this MARADMIN.
8. This MARADMIN has been coordinated with the Deputy Commandant Installations and Logistics (LPS), Commander, Marine Corps Logistics Command (Small Arms Executive Agent) and Commander, Marine Corps Systems Command (Program Manager, Ammunition).
9. Upon availability of the AHMS, additional reporting guidance will be promulgated.
10. This MARADMIN shall remain in effect until the contents of this MARADMIN are incorporated in the update to reference (a). 
11.
