1. The Commanding Officer of Marine Corps Tactics and Operations Group (MCTOG), Marine Air-Ground Task Force (MAGTF) Training Command, published the following publications, all of which are available via the USMC doctrine website https:(slash)(slash)homeport.usmc.mil/sites/mcdoctrine/SitePages/Home.aspx:
1.A. Marine Corps Tactical Publication (MCTP) 3-01A, Scouting and Patrolling, approved 24 Jul 2020, was previously designated Marine Corps Warfighting Publication (MCWP) 3-11.3.
1.B. Marine Corps Reference Publication (MCRP) 3-10A.1, Infantry Battalion Operations, approved 31 Jul 2020, was previously designated MCWP 3-11.1.
1.C. MCTP 10-10C, MAGTF Counter-Improvised Explosive Device Operations, approved 4 Aug 2020, was previously designated Marine Corps Interim Publication (MCIP) 10-10Ci.
1.D. MCTP 3-02B, Counterinsurgency Handbook, approved 4 Aug 2020, is a new publication.
2. Background. Effective 8 Jul 2020, the Commanding General, Training and Education Command authorized select O-6 commanders, directors, and special staff to manage, author, and approve the doctrine and training publications assigned to them to make their publications more relevant and timely. MCTOG is the manager for these publications.
2.A. MCTP 3-01A, Scouting and Patrolling, contains modernized content that integrates material from the Combat Hunter program. All Marines, regardless of military occupational specialty, should be capable of effectively participating in basic patrolling missions. Therefore, the tactics, techniques, and procedures included herein are applicable across the MAGTF. This publication supersedes MCTP3-01A, Scouting and Patrolling, dated 17 April 2001, erratum dated 2 May 2016, and cancels MCIP 3-02.1i, Combat Hunter, dated 4 Feb 2011.
2.B. MCRP 3-10A.1, Infantry Battalion Operations, is a complete revision focused on capturing best practices from recent operations across the globe, many of which are reflected in the intelligence, fires, and stability chapters. It does not address ongoing and anticipated force structure and weapon system changes lacking sufficient experimentation and testing to generate best practices that are ready to be codified.
2.C. MCTP 10-10C, MAGTF Counter-Improvised Explosive Device Operations, integrates lessons learned from more than 15 years of combat operations to provide commanders and battle staffs a guide for coordinating counter-improvised explosive device (C-IED) efforts within the FMF. This publication cancels MCIP 10-10Ci, MAGTF Counter-Improvised Explosive Device Operations, dated 24 Jan 2011, with erratum dated 2 May 2016.
2.D. MCTP 3-02B, Counterinsurgency Handbook, describes irregular warfare and insurgencies and the fundamentals of counterinsurgency operations, and is intended for small unit leaders serving at the company, platoon, and squad levels. This publication cancels MCIP 3-02.2i, Small-Unit Leader’s Guide to Counterinsurgency, dated 20 Jul 2006, with Change 1 dated 4 Apr 2018, erratum dated 2 May 2016.
3. Coordinating instructions. Reference (a) details steps required to request publication hard copies. However, these publications will be disseminated via electronic distribution only unless commanders submit a compelling justification for printed copies. Units requiring print allocations must follow procedures identified in reference (a), paragraph 4a(2). For Marine Corps Publication Distribution System (MCPDS) identification purposes, the publication control numbers (PCNs) and distribution codes are:
3.A. MCTP 3-01A, Scouting and Patrolling: PCN 147 000014 00. unlimited.
3.B. MCRP 3-10A.1, Infantry Battalion Operations: PCN 144 000258 00. Distribution A: Approved for public release; distribution is unlimited.
3.C. MCTP 10-10C, MAGTF Counter-Improvised Explosive Device Operations: PCN 147 000088 00. Distribution C: Distribution authorized to U.S. Government agencies and their contractors; for official use only.
