GENTEXT/REMARKS/1.  Background.  In accordance with reference (a), the Enlisted Retention Campaign for FY21 began on 7 July 2020.  As of the release of this message, 7,201 Subsequent Term Alignment Plan (STAP) Marines have submitted for reenlistment with only 5,830 boatspaces available.  Due to the increased level of competition expected for STAP Marines, and to ensure the retention of the best and most qualified Marines seeking reenlistment, Manpower Management Enlisted Assignments Branch (MMEA) has modernized the Fast-Filling MOS (FFM) boards used in previous years.  Effective immediately, all active duty enlisted retention boards will be executed as Enlisted Career Retention Boards (ECRB).  In an effort to provide increased transparency, consistency, and timeliness, MMEA will conduct an ECRB for Military Occupational Specialties (MOS) that receive more submissions than boatspaces available.  Numerous changes will be made to processes and procedures to increase the efficiency, effectiveness, and transparency of the board.  Principle among the changes being made is the addition of board members from the Fleet Marine Force.  Historically, the FFM boards were comprised entirely of MMEA personnel.  The FY21 ECRB will include up to six (6) senior enlisted Marines from across the FMF as outlined in paragraph 5 of this message.  Additionally, the ECRB will be conducted virtually using the updated Digital Boardroom (DBR) 2.0 system.  The ECRBs afford the Fleet Marine Force the ability to execute decentralized talent management while MMEA provides institutional oversite as part of broader manpower modernization initiatives.
2.  The FY21 ECRB will convene virtually from 23 November 2020 to 23 December 2020.  The board will select the best and most highly qualified Career Marines, from those who have submitted for reenlistment, in order to meet the operational needs of the Marines Corps by MOS and enlistment zone.
3.  In accordance with references (a) and (b), the STAP submission deadline for reenlistment is 30 November 2020. 
3.a.  Per reference (d) an abbreviated deadline of 16 October 2020 was established for the following MOSs:  0363, 0431, 0481, 0511, 0621, 0631, 0671, 0811, 0842, 1161, 1171, 1316, 1341, 1345, 1371, 1833, 2131, 2147, 2311, 2629, 3051, 3052, 3381, 3432, 3521, 3531, 4133, 5831, 5939, 5948, 5953, 5974, 6042, 6046, 6113, 6132, 6153, 6154, 6174, 6212, 6222, 6316, 6317, 6323, 6324, 6326, 6337, 6432, 6469, 6492, 6499, 6531, 6541, 6842, 7011 and 7051.
3.b.  Requests submitted after the established deadlines will be held as alternates or may be returned with no action taken.
4.  Eligibility Criteria.  To be considered for retention on the FY21 ECRB Marines must meet the criteria below:
4.a.  Must be a FY21 STAP Marine as defined in reference (a).
4.b.  Must meet all reenlistment requirements in accordance with references (b) and (d).
4.c.  Reenlistment requests must be received by CMC (MMEA) via the Total Force Retention System (TFRS) by 2359 Eastern Standard Time of the date established in paragraph 3 of this message.
4.d.  Reenlistment requests that are incomplete or are not submitted in accordance with references (b) and (c) will not be considered by the FY21 ECRB.
5.  Tasks
5.a.  Commanding Generals of I, II, and III MEF are responsible for providing (2) senior enlisted Marines to serve remotely as board members and (1) alternate for the FY21 ECRB as outlined below.  Nominations are due to the POCs above no later than 13 November 2020.
5.a.1.  Commanding General, I MEF provide (1) 8999 from 1st MLG, (1) MGySgt from 3rd MAW and (1) E8 to serve as an alternate member.
5.a.2.  Commanding General, II MEF provide (1) 8999 from 2nd MarDiv, (1) MGySgt from 2nd MLG and (1) E8 to serve as an alternate member.
5.a.3.  Commanding General, III MEF provide (1) 8999 from 1st MAW, (1) MGySgt from 3rd MarDiv and (1) E8 to serve as an alternate member.
5.a.4.  It is recommended, but not mandatory, that each Commanding General’s nominees come from the same installation, if possible.
5.a.5.  To ensure the integrity and confidentiality of the ECRB, each nominee must be provided with an independent workspace that is free from any interruption and provides absolute privacy for the duration of the board.
5.a.6.  Each nominee must meet all requirements as outlined below.
5.a.6.(a).  Have an active Marine Corps Enterprise Network (MCEN) account with Microsoft Teams.
5.a.6.(b).  Have access to a MCEN computer with a web cam, microphone, and headphones enabled.
5.a.6.(c).  Have at least 18 years of active service.
5.a.6.(d).  Not be pending legal or administrative action.
5.a.6.(e).  Not have been subject to adverse administrative or legal action on current contract.
5.a.6.(f).  Must not be in the Primary MOS of 4821 or serving as a Collateral Duty Career Planner.
5.a.6.(g).  Have no known scheduling conflicts which would prevent participation from 0800-1800 EST Monday through Saturday while the board is in session.
5.a.7.  Provide an Action Officer point of contact within their respective commands in case of administrative issues with their nominees while the ECRB is in session.
5.a.8.  Assign a dedicated technical support Marine to provide real-time network support to ensure board execution is uninterrupted.
5.b.  Unit Commanders, Sergeants Major, and Career Planners.  Ensure all FY21 STAP Marines are briefed on the contents of this message.
6.  Board Execution
6.a.  The FY21 ECRB will be conducted via Microsoft Teams using MCEN computers with the aid of the Digital Board Room (DBR) Program from 23 November 2020 to 23 December 2020.
6.b.  Board Members will review the reenlistment requests and service records of FY21 STAP Marines and select those who will receive an available boatspace, rank all alternates, and evaluate Marines with substandard performance and/or misconduct for a no further service determination.
6.c.  Marines approved as a primary-selectee for reenlistment will be notified directly via their Unit Career Planner of the results of the board as individual MOS Boards are completed.  The results will be released on a rolling basis throughout the execution of the ECRB.  Marines will additionally receive a personal notification via MOL.  Marines not approved for a boatspace will be notified once their PMOS executes all available boatspaces.
6.d.  Per reference (a), Marines will have 10 days from approval to either execute a reenlistment or decline the authority.
6.e.  In the event a reenlistment is declined, alternates will be approved based on their ranking from the ECRB.
6.f.  When an MOS exhausts all boatspaces and reaches 100% executed, all remaining alternates will be disapproved.
6.g.  Marines disapproved due to keen competition may submit for an involuntary separations pay determination within 120 days of the Expiration of Active Service (EAS) or may pursue reenlistment through the Commanding Generals’ Retention Program (CGRP).  The CGRP will be announced via separate correspondence.
7.  Administration and Logistics
7.a.  All Members will be TAD (local) for the execution of the board.  Members will be serving as an official Board Member under the authority and direction of the Deputy Commandant, Manpower and Reserve Affairs.
7.b.  All TAD Members must participate in the board from 0800-1800 Eastern Standard Time, each day Monday-Saturday, while the board is in session.
7.c.  Detailed coordinating instructions will be sent to each nominee after the nomination is received.
7.d.  Training for Board Members will be held from 0800-1600 23 & 24 November over Microsoft Teams.
7.e.  STAP Marines are encouraged to contact their Unit Career Planner to confirm the submission status of their reenlistment request and eligibility for the ECRB.
8.  This MARADMIN is not applicable to the Marine Corps Reserve.
