GENTEXT/REMARKS/1.  Commanding General, Training & Education Command (TECOM) sponsors the annual Training Input Plan Working Group, and the TECOM Student Registrar Branch acts as the TECOM agent.  The Fiscal Year (FY) 2023 – 2027 working group will occur virtually via Microsoft Teams Tuesday, 9 March 2021, through Wednesday, 10 March 2021.  This message provides initial guidance to sponsors who must submit formal school training requirements to that working group.
2.  Background
2.a.  TECOM solicits formal school quota requirements from sponsors and from Fleet Marine Force commanders.  The compiled requirements create the annual training input plan, which is used to program, resource, and schedule training capacity.  To allow time for validation, TECOM requests submissions approximately two months prior to the working group.  This also allows the working group to focus on finalizing requirements in March vice gathering them.
2.b.  Sponsors who do not submit requirements will not have their requirements published.  Consequently, in the summer of 2021, when FY23 class schedules are approved and posted, FY23 course quotas will not be allocated to those sponsor codes.
3.  Objectives
3.a.  To the maximum extent possible, finalize the FY23 formal school requirements by military occupational specialty, or by individual course identifier, sponsor, and student type.
3.b.  To the maximum extent possible, provide initial estimates of FY24 – 27 formal school requirements by military occupational specialty, or by individual course identifier, sponsor, and student type.
3.c.  Where finalization of FY23 quotas is not possible before the working group adjourns, gather and validate those FY23 requirements.
3.d.  For FY23 – 25, confirm recognized sponsors’ requirements by occupational specialty, by sponsor, and by student type.
3.e.  To resolve conflicts, and to coordinate among TECOM, requirement sponsors, the Fleet Marine Force, formal learning centers, and other working group participants.
4.  Action.  Sponsors submit requirements as follows:
4.a.  For sponsors under the Deputy Commandant (Manpower & Reserve Affairs) who have active component entry-level officer and enlisted requirements, or reserve component entry-level officer and enlisted requirements, or enlisted lateral move requirements, submit FY23 – 27 quotas no later than 24 February 2021.  Examples of these sponsors are Manpower, Plans, and Policy, Reserve Affairs Personnel, Policy, Plans and Programming, and Reserve Affairs Management.  Quotas should be for courses with an active course identifier and must be submitted in the Marine Corps Training Information System (MCTIMS) Student Registrar Module.
4.b.  Sponsors not included in paragraph 4.a. above, submit best estimate FY23 – 27 quotas no later than 13 January 2021.  Quotas should be for courses with an active course identifier.  Submit quotas in the MCTIMS Student Registrar Module.
4.c.  Primary method for submitting FY23 – 27 requirements
4.c.1.  Sponsor tool.  The sponsor tool is intended to be the single method for submitting and adjudicating requirements.  Sponsors shall submit FY23 – 27 requirements in MCTIMS’ Student Registrar Module by using the sponsor tool sub-module, which is currently enabled.  This will enable TECOM to analyze and accept requirements, return them to sponsors for additional justification, eliminate manually transferring them into MCTIMS, and keep requirement-related communications solely within MCTIMS.  For additional guidance on sponsor tool use, sponsors may contact TECOM’s Student Registrar Branch at tecomtqmrequest@usmc.mil.
4.c.2.  Secondary submission method.  If a technical problem makes the sponsor tool ineffective, TECOM will have available for distribution a Microsoft Excel template.  If the secondary method becomes necessary, TECOM will e-mail the template to sponsors.  Sponsors, please confirm your contact information listed in the MCTIMS Student Registrar Module.  Sponsors may also obtain this template by e-mail request to tecomtqmrequest@usmc.mil.  E-mail the completed template to the same address.
5.  Post-submission actions.  TECOM will review submissions and compare them to FY18 – 20 utilization data in the MCTIMS Student Registrar Module.  TECOM will also consider the same data from sister service training management systems.  To refine requirements prior to the working group, TECOM will communicate with sponsors who may understate or overstate their quotas.  The objective is to validate requirements prior to the working group.  This will minimize the need to deliberate on validity during the working group itself.
6.  The working group will announce an agenda in a final guidance MARADMIN.  Student Registrar Branch expects to publish this MARADMIN in December 2020.
7.  This MARADMIN applies to the total force.
