GENTEXT/REMARKS/1.  This message supersedes ref (a), which is hereby cancelled.
2.  The RQS is intended to provide various selection boards with updated military and civilian skills and qualifications that may not be reflected in the Official Military Personnel Files (OMPF).  Marines are advised to maintain an updated RQS as it may be required as an enclosure to administrative action forms or other formal requests.  A RQS is to be completed by all officers, staff noncommissioned officers, and sergeants of the Selected Marine Corps Reserve (SMCR), Individual Ready Reserve (IRR), Active Reserve (AR), Mobilization Training Units (MTU), and Individual Mobilization Augmentees (IMA), when required.
3.  A RQS is submitted as part of an individual’s communication with a board IAW guidance promulgated in the board’s convening MARADMIN.  It will not be used to update OMPF information or be used as a substitute for OMPF updated material.  A separate audit of the OMPF should be conducted to ensure that all skills and qualifications are accurately reflected.
4.  The September 2016 revision of the RQS, NAVMC 10476, is available from the Marine Corps Electronic Forms Library/Navy Forms Online (NFOL) at:  go.usa.gov/xvhVH or https:(slash)(slash)forms.documentservices.dla.mil/nfol/NONSN00000727.PDF.  Save the file to your local computer and open it with Adobe Reader or Adobe Acrobat.  An error message will be shown if attempting to open the file in an internet browser window.  Most internet browsers (Internet Explorer, Edge, Chrome, Firefox, Safari, and others) are not compatible with the dynamic extensible markup language forms architecture utilized in this Portable Document Format (PDF) file.  All previous versions of the RQS are obsolete.
5.  Future revisions of the RQS will be published to the Marine Corps Electronic Forms Library/NFOL at https:(slash)(slash)forms.documentservices.dla.mil/order.  Enter “10476” as the “Search Criteria” and select “Form Number” from the drop-down menu.  Click on the “CD” icon to select the file.  Save the file to your local computer and open it with Adobe Reader or Adobe Acrobat.
