GENTEXT/REMARKS/1.  Purpose.  To communicate the establishment of USMC Maximo (USMCmax) as the sole Computerized Maintenance Management System (CMMS), to be used by all Marine Corps installations for management of facilities maintenance activities, support of Marine Corps Installations Command, Facilities Directorate Public Works (MCICOM GF-PW) operations, and data analytics.  Data input in the system is aggregated at regional and installation levels to evaluate maintenance workload and support investment decisions.
2.  Background.
2.a.  Establishment of a singular CMMS aligns with the Department of the Navy (DON) FY19-21 Business Operation Plan (BOP) which details key priorities in support of the National Defense Strategy.  The BOP demonstrates that data driven solutions are crucial to total force management and improvements to business systems for the enhancement of enterprise processes will enable reduced operating costs.  In 2006, Headquarters, Marine Corps (formerly) Facilities Sustainment, Restoration, and Modernization Program (GF-2) elected to centrally-fund the use of IBM Maximo, resulting in a customized version known as USMCmax to support Marine Corps business processes.  All day-to-day work order maintenance business processes are based on using this system.
2.b.  Requiring the utilization of USMCmax as the sole CMMS and facilities-related asset management system will improve cost estimating and infrastructure project delivery for the Marine Corps.  Optimization of our investments and force development activities will be driven by data analytics.  USMCmax allows for the tracking of service requests through their lifecycle of becoming a work order and ultimately being executed, thus providing necessary metrics in a centralized database.  The availability and scrutiny of attained data through USMCmax grants installations the ability to optimize maintenance processes and minimize asset downtime.
3.  Action.
3.a.  At publication of this MARADMIN, in-house maintenance personnel or contracted labor force, all installations will use USMCmax for all facilities maintenance operations.
3.b.  Users will access USMCmax via the MCICOM portal located URL https:(slash)(slash)mcicomportal.usmc.mil/Home.
3.c.  USMCmax Portal access will be available to individual with a DOD Common Access Card (CAC) who have been given USMCmax accounts with the necessary permissions.
4.  This MARADMIN is applicable to the Marine Corps total force and is effective from its date of publication.
