GENTEXT/REMARKS/1.  Purpose.
1.a.  To announce the establishment of a working group to develop a Marine Corps policy and guidance for time and attendance aligned to the capabilities and enterprise design requirements of the Defense Agencies Initiative system Oracle Time and Labor (DAI-OTL) module.
1.b.  The reference communicated the Marine Corps’ intent to transition its General Fund, general ledger accounting system to the DAI system to enhance the Marine Corps’ technical and business processes efforts to transform budget, finance, and accounting operations to achieve accurate and efficient financial accountability.  As part of this transition, the Marine Corps will transition from the current civilian time and attendance system, Standard Labor Collection and Distribution Application (SLDCADA) to the DAI-OTL system.
1.c.  Deputy Commandant for Programs and Resources (DC PR) is the Executive Sponsor for all DAI migration activities.  DC PR, in partnership with DC Manpower and Reserve Affairs (MRA), the Marine Corps’ Hire to Retire (H2R) Business Process owner, will lead the development of Marine Corps DAI-OTL policy for time and attendance.
2.  Mission.
2.a.  Commencing in December 2020, DC PR will coordinate a DAI-OTL Working Group comprised of Subject Matter Experts (SMEs).  DC PR has designated Col Gary Rotsch as a point of contact (POC) above, as primary lead for coordinating the development of the Marine Corps time and attendance policy and guidance based on DAI-OTL system capabilities.
2.b.  No later than Wednesday, 9 December, request MR&A, DMCS, MARFORCOM, MARFORPAC, LOGCOM, MCSC, TECOM, and MCICOM identify representatives to serve as DAI-OTL Working Group SME members.  It is imperative that commands provide SMEs familiar with both the Financial Management (FM) process (e.g., payroll), and Human Resources (HR) (e.g. SF-50 and timekeeping processes) in Appropriated Fund, Non-Appropriated Fund (NAF), and/or Navy Working Capital Fund to include bargaining and non-bargaining type employees.  This Working Group is a collaborative effort to address processes impacting time and attendance and the resulting payroll.
2.c.  The DAI-OTL Working Group will develop a time and attendance Marine Corps Order (MCO).  The MCO will, at a minimum, specify:  (1) Service level roles and responsibilities for maintenance of policy; (2) system roles and responsibilities; (3) Service level policy for work schedules, time entry, and related topics, and; (4) enterprise level decisions regarding the use of the capabilities of DAI-OTL.
2.d.  Command representatives on the Working Group will meet weekly and have required tasks.  Weekly involvement will be two hours on average, but may increase due to briefing leadership and work on the MCO.
2.e.  The MCO is anticipated to start formal routing, via Department of the Navy (DON) Tracker, no later than 26 February 2020.  DC PR, in partnership with DC MRA, will provide MCO signature authority.  SME input will be critical to ensure the MCO is in place and allow sufficient time for updates to field policies prior to cut-over.
2.f.  Provide SME to Ms. Courtney Goodwin (courtney.goodwin@usmc.mil) with a copy to Mr. Bob Gattuso (robert.gattuso.ctr2@usmc.mil).
3.  Execution.  Publication of a time and attendance policy and guidance is constrained by the DAI-OTL implementation timetable.  The policy effort will run concurrently with implementation preparation.
3.a.  DAI-OTL transition training, beginning with Train-the-Trainer is currently scheduled for 8-26 February 2021.
3.b.  Enterprise training is currently scheduled in April through July 2021.
3.c.  Cut-over is currently scheduled for the pay period of 18 – 31 July 2021.
3.d.  Details for each training phase and coordination POC will be announced via separate correspondence.
