GENTEXT/REMARKS/1. Due to recent COVID-19 restrictions, in-person CIAR briefs presented by Marine Corps CI Agents is not feasible.  Therefore, Marine Corps personnel are authorized to receive their annual calendar-year CIAR training via a web-based option that satisfies the CIAR training requirements.
2. This implementing guidance is consistent with the references and authorizes the Marine Corps, in coordination with the Naval Criminal Investigative Service (NCIS), to administer annual CIAR briefings throughout the Total Force.  
3. Training requirements. Web-based CIAR training can be accessed via MarineNet at the following URL: https://elearning.marinenet.usmc.mil/moodle/course/view.php?id=771
3.a. Personnel may access MarineNet and click ”CIAR Brief” to launch the course. Once the web-based training has been completed, personnel will receive an automated training certificate to their usmc.mil account.
4. Accountability. Personnel are directed to present their training certificate to their respective training section, intelligence section, or their Marine Expeditionary Force (MEF)/ Marine Corps Force (MARFOR) counterintelligence staff section (G-2X) for accountability. Training and intelligence sections are further directed to forward training certificates to their assigned G-2X, who will per references (a) and (b), provide this training data to their servicing NCIS Field Office or NCIS Resident Agency.  
4.a. Organizations that do not have an assigned a G-2X or are not a Major Subordinate Command of a MEF or MARFOR (e.g. Marine Corps Embassy Support Group, Marine Helicopter Squadron-1, Marine Corps Intelligence Schools, Marine Corps Intelligence Activity, etc.) are directed to forward their training data to their training or intelligence section. Training or intelligence sections are further directed to provide this training data to their servicing NCIS Field Office or NCIS Resident Agency.
4.b. Training data includes: (1) The organization that received the web-based training, (2) The amount of personnel who completed the training, and (3) Date(s) of training.
5. Threat reporting and procedures. Per enclosure 4, section 5 of reference (a), personnel shall report activities, indicators, and behaviors as potential foreign intelligence threats against the Department of Defense, its personnel, information, material, facilities, and activities, or against U.S. national security.
5.a. Personnel are directed to report potential foreign intelligence threats to their security officer, supervisor, commander, assigned intelligence section, or G-2X within 72 hours.
5.b. Security officers, supervisors, commanders, and intelligence sections are directed to forward reported threat information to their assigned G-2X, or if no G-2X is assigned to the organization, to their servicing NCIS Field Office or Resident Agency within 72 hours.
5.c. G-2Xs are directed to coordinate reported threat information to their servicing NCIS Field Office or Resident Agency without delay.    
6. Web-based CIAR training will remain in effect until COVID-19 restrictions cease or as otherwise directed.
