GENTEXT/REMARKS/1.  This is a Commanding General, Training and Education Command and Deputy Commandant, Combat Development and Integration, coordinated message.  This message announces the fiscal year (FY) 2021 mission essential task/mission essential task list (MET/METL) and training and readiness (T-R) manual review battle rhythm in support of future service capabilities and force design.
2.  Aviation and ground communities will focus on the development and validation of METs and subsequent T-R events for service prioritized communities in support of future service capabilities and force design implementation.
3.  Deputy Commandant (DC), Combat Development and Integration (CDI) approves METL task and standards and unit core/assigned METL revisions.  Director, Marine Corps Integration Division, CDI, and Director, Force Readiness Branch, G-7, Marine Forces Command are the co-chairs of the METL Governance Board in accordance with reference (e).
4.  Commanding General, Training and Education Command (TECOM) approves all aviation and ground T-R standards.  Policy and Standards Division, TECOM, serves as TECOM's lead agency for the coordination and facilitation of all T-R manual reviews.
5.  The FY2021 MET/METL and T-R reviews will focus on the future Marine Littoral Regiment (MLR), the Marine Expeditionary Unit (MEU), the Marine Expeditionary Force Information Group (MIG), and the following service prioritized occupational fields and subordinate organizations that support those units:
5.a.  Artillery
Command and Control
Infantry
Intelligence
Logistics
Engineering
Reconnaissance
Anti-Air Defense
Unmanned Aerial Systems
5.b.  To support force design and future capability development, the FY2021 battle rhythm will begin with developing draft MCTs/METs for the MLR.  Once METs are drafted for the MLR they will be used as required to review MET/METL for communities and subordinate organizations listed in par 5.a.
5.c.  Training and readiness manual reviews for MLR, MEU, MIG, and communities listed in par 5.a. will begin immediately following approval of respective draft MET/METL by DC, CDI.
5.d.  The goals for FY2021 are revised METs for communities and their subordinates listed in par 5. and 5.a., the creation of draft MLR T-R manual and draft information maneuver T-R manual (replaces the MIG T-R manual), a revised MEU T-R manual, and revised training continuums for communities listed in par 5.a.
5.e.  An initial kick-off meeting will be hosted by CDI aboard MCB Quantico from 25-29 January 2021.  MET/METL and T-R manual reviews will be conducted mostly virtually with in-person meetings convened as required.  Dates/times and solicitation for subject matter expert participation for all events will be published via separate correspondence.
