GENTEX/RMKS/1. This message announces updated guidance for correspondence between the MCPA and Provost Marshal Offices/Marine Corps Police Departments.
2. Organizational Mailbox (OMB). Emails intended for the MCPA shall be sent to the following OMB: SMB_PPO_PS_PSL_MCPA@usmc.mil
2.a. Encryption. Information requiring encryption (e.g. personally identifiable information) and/or large files shall be sent to the MCPA OMB via the Department of Defense Safe Access File Exchange (DOD SAFE) website at the following link accessible via Authentication Certificates and Common Access Card (CAC): https://safe.apps.mil/
3. The guidance herein applies to the following correspondence in support of MCPA operations as required by references (a)-(c):
3.a. Basic Police Officer Course (BPOC) Waivers. BPOC Waivers for 0083 Police Officers shall be sent to the MCPA OMB for approval once the applicant receives an Entry on Duty (EOD) date upon hiring. Allow up to 10 business days to process.
3.b. Course Pre-Screen Documentation. Screening/Interview Checklist documentation shall be sent to the MCPA OMB prior to the arrival of the student to the respective course. This includes documentation of a Physical Agility Test and Body Mass Index height and weight within 14 calendar days of attendance at a BPOC.
3.c. BPOC Graduation Surveys. BPOC graduation surveys shall be sent from the MCPA OMB soliciting feedback from recipients. Responses are due to the MCPA OMB no later than 60 calendar days from the date of the solicitation email.
3.d. Course Announcements. Course announcements shall be sent from the MCPA OMB soliciting student nominations within 60 calendar days prior to the convening of the respective course. Coordinating instructions to include Defense Travel System instructions, approved list of attendees, and reporting instructions shall be sent from the MCPA OMB approximately 30 calendar days from the convening of the respective course. Graduation announcements for respective courses shall be sent to parent commands within 30 calendar days of graduation with instructions on attendance, whether in-person or virtually.
3.e. Student Registration. Student registration shall be accomplished via the Data Housing and Reports Tool (DHART) for courses hosted by the MCPA. The MCPA will create courses available for registration in DHART as required. Submissions of nominees are due in DHART no later than 30 calendar days prior to the convening of the respective course. New hires are required to be registered in DHART within 3 business days of receiving an EOD. Changes in a registered student’s status shall be sent to the MCPA OMB and communicated to the respective point of contact on the course announcement. Additionally, students shall be transferred to the MCPA pool in DHART while attending a MCPA course and transferred back to the parent command pool upon completion via the DHART Manager Personnel Module.
3.f. Student Records Request. Requests for student records shall be sent to the MCPA utilizing the DHART Student Transcript Request form. The form is available in the DHART Policy Library. The completed form shall be sent to the MCPA OMB with the student’s name and class number. Allow up to 10 business days to process.
3.g. Sharepoint. General information about MCPA courses to include schedules, waiver templates, etc., can be accessed via the SELE Sharepoint. First-time login may require the user to request permission to access the site. Users requiring access to the SELE Sharepoint shall send an email requesting access permission to the MCPA OMB.
