GENTEXT/REMARKS/1. Purpose. To establish policy for Reserve Officers and Reserve Enlisted Marines participating in a Headquarters Marine Corps (HQMC) Reserve Affairs (RA) Division funded Professional Development Tour (PDT).
2. Information. HQMC RA funds four categories of Reserve PDTs: Reserve Officer Commissioning Program (ROCP) PDT for entry level Reserve Component Lieutenants, Warrant Officer PDT (WOPDT) for newly appointed Reserve Component Warrant Officers, Enlisted PDT (EPDT) for entry level junior enlisted Reserve Component Marines, and Post-Full Length School (FLS) Reserve Officer PDT for career level Reserve Officers.
3. Action. In accordance with the references, PDTs are funded by HQMC with Active Duty for Operational Support (ADOS) orders and are limited to no more than 365 days for officers and 181 days for enlisted Marines. PDTs are voluntary and may be terminated early at the request of the command or the Marine in accordance with reference (c). In addition to the parameters set forth in the enclosures, the following policies are applicable to Reserve Marines; officers and enlisted, that are participating in HQMC RA funded PDTs.
3.a. Under no circumstances are members authorized to travel to an assigned duty location without orders.
3.b. Prior to generating orders, a primary residence for the Marine must be certified via Unit Diary, in accordance with reference (d).
3.c. Flights to and from duty locations will be coordinated by the Reserve parent command using information provided in the orders.
3.d. Procedures in cases of pregnant service members will be in accordance with reference (f).
3.e. Orders are authorized to cross into the next fiscal year; however, those orders are contingent on the approval of the fiscal year budget or a continuing resolution. If the budget or continuing resolution is not approved by the end of the current fiscal year, orders duration may be adjusted. Once the budget or a continuing resolution is approved, orders can be modified with the same end date as the original orders.
3.f. When traveling to and from duty locations, Marines rate minimum travel days specified by reference (l). The Gaining Force Command (GFC) must afford Marines on PDTs the ability to return to their Place Entered Active Duty (PLEAD) no later than the end date of the orders.
3.g. Legal actions for Reserve Marines will be in accordance with reference (g). GFCs or parent Reserve units must notify HQMC, RA program managers if legal proceedings impact orders duration.
4. Reserve Officer Commissioning Program (ROCP) PDT
4.a. Purpose. The ROCP PDT provides newly accessed Reserve junior officers with the opportunity for a Fleet Marine Force (FMF) tour in order to gain operational leadership and valuable tactical and technical experiences that are appropriate to the officer’s grade and primary military occupation specialty (PMOS).
4.b. Eligibility. Reserve second or first lieutenants commissioned under the ROCP are eligible. Officers must begin orders within 12 months from the End of Active Service (EAS) date at the conclusion of Initial Active Duty Training (IADT).
4.c. Assignments
4.c.1. Planning, prioritization, and assignment of manpower requirements resides with the ROCP program manager. The ROCP PDT program supports junior officer manpower requirements across the Total Force; therefore, priority of tour assignments will reflect existing Commandant of the Marine Corps (CMC) manpower assignment policies, institutional strategic initiatives, and career progression for junior officers. Execution of the ROCP PDT for Reserve junior officers will support development in the Primary Military Occupational Specialty (PMOS) at the tactical level and in the appropriate paygrade.
4.c.2. Following PMOS assignment by The Basic School (TBS), TBS will inform the ROCP Program Manager which ROCP lieutenants in the Basic Officer Course (BOC) Company are interested in receiving orders for a PDT. The ROCP program manager will provide a PDT assignment to the ROCP lieutenant prior to TBS BOC graduation. The ROCP program manager will also notify GFC G-1 manpower planners and the ROCP lieutenant’s assigned Reserve unit in order to facilitate PDT assignment, orders, and sponsorship.
4.c.3. Orders to OCONUS duty locations will be unaccompanied in accordance with reference (e).
4.d. Process
4.d.1. Once the officer has completed training requirements for their assigned PMOS, the member will EAS IADT and affiliate with their assigned Selected Marine Corps Reserve (SMCR) unit/command.
4.d.2. Requests for ROCP PDT orders are communicated to Reserve Affairs from the parent Reserve unit via NAVMC 11350 to the organizational mailbox RAM-4@usmc.mil. Orders requests will project a start date of at least 30 days from the submission date for CONUS duty locations, and at least 45 days for OCONUS duty locations. The ROCP Program Manager will notify points of contact listed on the NAVMC 11350 following orders generation in the Marine Resource Order Writing Service (MROWS).
4.d.3. Per reference (c), orders will typically not exceed 365 days. Waivers to extend beyond 365 days must be submitted to Director, Reserve Affairs Division via the ROCP Program Manager. Requests must be communicated in an AA Form (NAVMC 10274) and contain endorsements from the GFC PDT battalion/squadron commander or higher and the ROCP lieutenant’s SMCR battalion/squadron commander. If approved, the ROCP lieutenant’s Mandatory Drill Participation Stop Date (MDPSD) will be adjusted for the amount of days equal to the extension, if necessary.
4.d.4. Reserve Affairs is responsible for any non-standard paragraphs or travel information specified by the GFC when generating orders to OCONUS duty locations.
4.d.5 Upon completion of the ROCP PDT, ROCP lieutenants will report to and resume training with their parent SMCR unit.
4.d.6. Early Termination. Requests for early termination of ADOS orders may be submitted via AA Form to the ROCP program manager with an endorsement from the commander of the GFC.
4.e. The ROCP lieutenant’s obligation to the SMCR, as specified within the member’s service agreement, will run concurrently to PDT ADOS orders.
5. Warrant Officer Professional Development Tour (WOPDT)
5.a. Purpose. The WOPDT provides newly selected Reserve Component Warrant Officers with the opportunity for a Fleet Marine Force (FMF) tour in order to gain operational leadership and valuable technical experience that is appropriate to the warrant officer’s grade and primary military occupation specialty (PMOS).
5.b. Eligibility. Reserve Warrant or Chief Warrant Officer 2 selected from the Reserve Enlisted to Warrant Officer Board are eligible. Warrant Officers must begin WOPDT orders within 12 months from the conclusion of the Warrant Officer Basic Course (WOBC).
5.c. Assignments
5.c.1. Planning, prioritization, and assignment of manpower requirements resides with HQMC, Reserve Affairs (RA). The WOPDT program supports junior warrant officer manpower requirements across the Total Force; therefore, priority of tour assignments will reflect existing CMC manpower assignment policies, institutional strategic initiatives, and career progression for junior warrant officers. Execution of the WOPDT for junior warrant officers will support development in the warrant officer’s PMOS and appropriate paygrade.
5.c.2. Prior to graduation of the Warrant Officer Basic Course (WOBC), the Active Reserve Warrant Officer Monitor will coordinate with interested applicants in regards to orders for a WOPDT. The Active Reserve Warrant Officer Monitor will provide WOPDT assignment to the Reserve Component warrant officer prior to TBS WOBC graduation. The Active Reserve Warrant Officer Monitor will also notify Gaining Force Command (GFC) G-1 manpower planners and the warrant officer’s assigned Reserve unit in order to facilitate WOPDT assignment, orders, and sponsorship.
5.c.3. Orders to OCONUS duty locations will be unaccompanied in accordance with reference (d).
5.d. Process
5.d.1. Once the warrant officer has completed training requirements for their assigned PMOS, the member will end active service and affiliate with their assigned SMCR command.
5.d.2. Requests for orders are communicated to Reserve Affairs from the parent Reserve unit via NAVMC 11350 to the organizational mailbox RAM-1@usmc.mil. Orders requests will project a start date of at least 30 days from the submission date for CONUS duty locations, and at least 45 days for OCONUS duty locations. The Active Reserve Warrant Officer Monitor will notify points of contact listed on the NAVMC 11350 following orders generation in the MROWS.
5.d.3. Per reference (c), orders will typically not exceed 365 days. Waivers to extend beyond 365 days must be submitted to Director, Reserve Affairs Division via the Active Reserve Warrant Officer Monitor. Requests must be communicated in an AA Form (NAVMC 10274) and contain endorsements from the WOPDT battalion/squadron commander or higher and the warrant officer’s SMCR battalion/squadron commander. If approved, the warrant officer’s MDPSD will be adjusted for the amount of days equal to the extension.
5.d.4. Reserve Affairs is responsible for any non-standard paragraphs or travel information specified by the GFC when generating orders to OCONUS duty locations.
5.d.5. Upon completion of the PDT, warrant officers will report to and resume training with their parent Reserve unit/command.
5.d.6. Early Termination. Requests for early termination of ADOS orders may be submitted via AA Form to the Active Reserve Warrant Officer Monitor with an endorsement from the commander of the GFC.
5.e. Obligation. The warrant officer’s obligation to the SMCR, as specified within the member’s service agreement, will run concurrently to WOPDT ADOS orders.
6. Enlisted Professional Development Tour (EPDT)
6.a. Purpose. The EPDT allows for newly accessed Reserve Component enlisted personnel to gain valuable technical experience while completing on the job training (OJT) requisite to their PMOS by providing ADOS opportunities immediately following MOS school. EPDT opportunities, when available, shall be announced via separate correspondence.
6.b. Eligibility. Reserve private first class or lance corporals on a First Term Enlistment are eligible. Marines must begin orders within 12 months from the EAS date at the conclusion of IADT. Marines must be able to submit an approved Independent Duty Checklist and be in a satisfactory drilling status upon request.
6.c. Assignments
6.c.1. The EPDT program supports unit level readiness needs. Execution of the EPDT should support individual training goals and unit readiness.
6.c.2. Marines will be afforded an opportunity to apply for EPDT upon checking into their Reserve Unit. The unit will route the request via AA Form (NAVMC 10274) through the chain of command to the HQMC, RA RAM. Requests will be submitted to the RAM-1 organizational mailbox at RAM-1@usmc.mil.
6.c.3. Orders shall direct Marines from their Home of Record (HOR) to their Home Training Center (HTC) and shall typically be 181 days in duration. RA shall carefully monitor training plans and utilization of Marines to ensure technical proficiency is being achieved.
6.d. Process
6.d.1. Upon completion of IADT and assigned PMOS training requirements, Marines will end active service and affiliate with their assigned SMCR command.
6.d.2. Within 12 months of EAS at the conclusion of IADT, commands will counsel Marines on EPDT opportunities and requirements, and screen in accordance with enclosure (k).
6.d.3. Requests for orders will be communicated to RA from the parent Reserve unit via AA Form. If recommending approval, the command must submit a training plan, MROWS orders cost, and a command endorsement. All requests must be endorsed by the battalion/squadron commander or higher. Once all endorsements are received, requests will be submitted to the RAM-1 organizational mailbox at RAM-@usmc.mil. Prior to command endorsement, MROWS orders will be initiated to generate an orders funding cost, and is required as an enclosure to the AA Form. MROWS orders are not to be routed until the EPDT is approved by RA. Orders requests will project a start date of at least 60 days from the submission date of the request. RA will notify the points of contact listed on the command endorsement following determination of request.
6.d.4. Per reference (c), orders will typically not exceed 181 days. Waivers to extend beyond 181 days must be submitted to Director, Reserve Affairs Division via RAM-1 SNCOIC. Requests must be communicated in an AA Form and contain endorsements from the battalion/squadron commander or higher.
6.d.5. Orders will be generated by the parent SMCR command using MROWS.
6.d.6. Upon completion of the EPDT, Marines will return to a drilling status and resume training with their parent SMCR unit.
6.d.7. RA will screen all EPDT requests and make final determination of approval or disapproval. Due to the limited nature of EPDT funding, it is anticipated that EPDTs will be competitive in nature and only the best and fully qualified Marines with the most potential for future service will be selected.
6.d.8. Early Termination. Requests for early termination of ADOS orders may be submitted via AA Form to the RAM-1 SNCOIC, with endorsement from the battalion/squadron level commander.
6.e. Obligation. The Marines obligation to the SMCR, as specified within the member’s service agreement, will run concurrently to EPDT ADOS orders.
7. Post-Full Length School (post-FLS) Reserve Officer Professional Development Tour (PDT)
7.a. Purpose. The post-FLS Reserve Officer PDT allows Reserve officers to gain a valuable professional development and career-enhancing experience to complement their recent professional military education (PME).
7.b. Eligibility. Reserve officers selected on the Reserve Professional Military Education (RPME) Board for resident FLS for Senior Level College (SLC), Intermediate Level College (ILC), or Career Level School (CLS), Foreign Professional Military Education (FPME), and Marine Corps Fellowships (MCF) are eligible.
7.c. Assignments. Graduates of resident FLS, FPME, and MCF have an opportunity to utilize their recent PME experience on a strategic or operational level Marine Corps Staff (HQMC, Marine Expeditionary Force (MEF), and Marine Forces (MARFOR) level) serving in a staff/planning billet.
7.d. Process
7.d.1. The RAM-3 OIC will contact all eligible officers to solicit interest in the post-FLS Reserve Officer PDT. Simultaneously, the RAM-3 OIC will coordinate with the MEFs, MARFORs, and HQMC Staffs on billet opportunities for eligible officers. The consolidated list of billet opportunities will be emailed to eligible officers for consideration.
7.d.2. The eligible officers will identify their top three billet preferences and send to the RAM-3 OIC along with an updated Reserve Qualification Summary (RQS). The RAM-3 OIC will send the officer’s RQS to the point of contact for the top three billets identified for each officer. The billet point of contact will either approve or disapprove the officer for the billet. If approved, the officer will either accept or deny the billet.
7.d.3. Upon approval from the billet point of contact and acceptance from the officer, an authorization letter from the Branch Head, Reserve Affairs Management will be signed for the officer to conduct a post-FLS Reserve Officer PDT. The letter will contain pertinent information regarding orders writing and should be provided to the officer’s parent command.
7.d.4. Orders will be generated by the officer’s parent command using MROWS and Defense Travel System. To provide ample time for routing and travel coordination, orders should be initiated at least 90 days prior to the start of ADOS orders.
7.d.5. Start and end date of orders will be coordinated between the officer performing the PDT and the GFC. Orders must begin no later than 1 October of the fiscal year directly after completion of RPME,
FPME, or MCF. Orders will not exceed a total of 365 days.
7.d.6. Early Termination. Requests for early termination of ADOS orders may be coordinated between the officer and the GFC.
7.e. Obligation. Reserve officers participating in funded PME incur a drilling affiliation obligation in the SMCR or Individual Mobilization Augmentee Program for 24 continuous months following the completion of the program of study. The post-FLS Reserve Officer PDT orders will run concurrent to the 24 month payback obligation associated with resident RPME, FPME, or MCF.

9. This MARADMIN is applicable to all Reserve officer and enlisted Marines participating in HQMC RA funded PDTs except Active Reserve. All policies and procedures in the references remain applicable.
