GENTEXT/REMARKS/1.  Purpose.
    a.  Pursuant to references (a) through (f), this MARADMIN provides updated guidance on the application and processing of Reserve Inter-service Transfer (IST) requests for qualified officers of other services seeking to transfer into the United States Marine Corps Reserve.
    b.  Historically, IST requests were conducted as a sub-board within Officer Retention Board Number 2.  This updated process allows for streamlined submission and screening of qualified packages in an effort to meet current needs of the Reserve Component (RC) of the United States Marine Corps.
    c.  IST requests are considered highly competitive given the nature of current personnel requirements within the Marine Corps.  ISTs are intended for use primarily in technical fields to permit full use of an applicant’s respective skills, but shall not be restricted to technical specialists.
    d.  All IST decisions are subject to the needs of the Marine Corps and are subject to the concurrence of both the gaining service and the losing service.
2.  IST application procedures.  Officers applying for IST should submit applications in accordance with references (b) and (e) as follows:
    a.  Officers on the Reserve Active Status List (RASL) of another uniformed Service may make application to the Marine Corps Reserve. Applications shall be submitted to CMC (RAM-1) no later than nine months prior the requested detach (transfer) date, per reference (b).
        (1)  All requests for IST to the Marine Corps are subject to the appropriate directives of each respective Service.
        (2)  Applications shall contain the information and comply with the format prescribed by the parent-uniformed Service.
    b.  Applicants shall submit a cover letter that includes the statement of understanding in reference (e).  Additionally, all IST requests must be submitted in letter form.  Requests shall include the following information and be marked “For Official Use Only”:
        (1)  Applicant’s first, middle, and last name;
        (2)  Electronic Data Interchange Personal Identifier (EDIPI) and designator or MOS;
        (3)  Grade, date of rank, and military specialty;
        (4)  Branch of Service and component;
        (5)  Command to which presently assigned;
        (6)  Total active Federal commissioned service and source of original commission;
        (7)  Summary of any previous inter-service transfers;
        (8)  Date and place of birth;
        (9)  Citizenship and how acquired;
        (10)  Summary of military duties performed;
        (11)  A complete statement of professional or technical qualifications and educational background;
        (12)  Reason for requesting transfer;
        (13)  Home address;
        (14)  Telephone number (daytime);
    c.  Applications should be forwarded through the appropriate chain of command for screening and endorsements.  Endorsements are required for all IST applicants.  The appropriate commanding officer or his/her designated representative will provide endorsements.  Forwarding endorsements shall include one of the following recommendations:  Recommended with enthusiasm; Recommended with confidence; Recommended with reservation; or Not recommended. Endorsements other than recommended with enthusiasm will include amplifying comments about the officer’s qualifications and reason for the endorsement.
    d.  Applicants shall ensure their packages include all items prescribed in references (b) and (e) as well as the following items attached as enclosures:
        (1)  Certified true copies of all Performance Evaluations via scanned paper copies or other electronic records.
        (2)  Conditional release (most current version of DD Form 368) from parent service.
        (3)  Statement from the losing service that the officer has neither been deferred from promotion nor failed selection for promotion in present grade.
        (4)  Original Commissioning Documents.
        (5)  Original and duplicate copy of report of medical examination (DD 2808).
        (6)  Original and duplicate copy of current report of medical history (DD 2807).
        (7)  A copy of chest x-ray and EKG.
        (8)  Completed DD Form 398, Personnel Security Questionnaire and SF-86 Personnel Security Questionnaire.  This requirement may be waived by submitting letter from unit security manager if applicant has valid security clearance.
        (9)  Résumé of flying experience, when applicable, including date member entered training for original aeronautical rating, rating held, and date it was awarded, total flying time, and flight time breakdown by type aircraft.
        (10)  A verified statement of service.
        (11)  Results of a Marine Corps physical fitness test (PFT) and combat fitness test (CFT) administered and certified by a Marine representative above the rank of the applicant.  The PFT and CFT must be completed within six months of the package submission date.
        (12)  The applicant shall be interviewed by two Marine Corps officers above the member’s current rank, and the applicant shall include, as part of the application, these officers’ written observation and recommendations, with justification.
        (13)  A tattoo screening form (MCRC Form) certified by a Marine Corps Officer above the member’s current rank.
    e.  Completed applications with appropriate endorsement from the parent service should be submitted to CMC (RAM-1) for review and evaluation per references (b) and (e).  Applications may be sent to the RAM-1 Organizational mailbox address at RAM-1@usmc.mil.
        (1)  CMC (RAM-1) will review applications for eligibility and forward them to the appropriate staff agencies within HQMC IAW Ref
(c).
        (2)  The staff agencies will review and provide appropriate recommendations of IST applicants based solely on the needs of the Marine Corps and with due regard to Marine officers competing for the same retention requirements.
        (3)  Branch Head, Reserve Affairs Management (RAM) shall make final decision to approve or deny IST upon review of recommendations from appropriate staff agencies.
        (4)  IAW Ref (e), Reserve officers will normally be transferred in the grade held in the losing Service on the day before their transfer.
        (5)  If approved, CMC (RAM-1) shall submit officer reappointment package (scroll) for consideration.  Typically, reappointment submissions take four to six months for approval.
        (6)  Once the reappointment package has been approved, officers selected for IST will be assigned to appropriate level schools as required.  Upon successful completion of training, Officers will incur a four-year service obligation in the Selected Marine Corps Reserve (SMCR).
        (7)  Officers assigned to attend TBS will do so as part of the Reserve Officer Commissioning Program (ROCP) and compete for MOS Assignment.  Follow on Professional Development Tours (PDT) and unit assignment shall be managed by CMC (RAM-4, ROCP Manager).
3.  Eligibility Criteria.  All officers of other Services are eligible to transfer to the Marine Corps as outlined by references
(b) and (e) except officers who:
    a.  Have been deferred from promotion or have failed to select for promotion one or more times in their present grade;
    b.  Are in competitive categories that do not comport to the authorized strength limitations of the Navy or Marine Corps;
    c.  Have already applied for an IST to the gaining Service within the last year;
    d.  Have previously failed to complete Marine Corps Entry Level Training (Marine Corps Officer Candidates School, ROTC, OCS).  A waiver request must address this specifically and include the OCS Drop Report as an enclosure in the package.
    e.  Have been notified of mandatory retirement for any reason.
4.  Coordinating Instructions
    a.  Completion of all applications and forms are considered the responsibility of the applicant and their respective command.  Applicants may contact their local Marine Corps Reserve Unit for assistance in facilitating the conduct of the PFT, CFT, HT/WT verification, tattoo screening, and officer interviews.
    b.  An applicant that has been commissioned as an officer in another service and is no longer on active duty is eligible to earn a commission through the Officer Commissioning Course (OCC) program if they apply prior to promotion to O-4.  Major-selects are not eligible for application to OCC.
        (1)  Applicants must meet OCC program requirements and will attend the 10-week OCC.
        (2)  Reserve Officers who still have remaining Military Service Obligation (MSO) in the Inactive Ready Reserve (IRR) must have a signed DD Form 368 from their parent service.
        (3)  Applicants interested in OCC program should contact their nearest Officer Selection Officer (OSO): www.mcrc.marines.mil/Marine-Officer/.
        (4)  Normally, application to OCC will be more competitive than IST.
    c.  In all cases, applicant must be able to complete 20 years of commissioned service before reaching age 62.
    d.  Applicants are encouraged to provide any additional documents which might enhance consideration for their IST request.  These include but are not limited to:  education certificates, professional skills, letters of recommendation, and other documentation relating to qualifications not contained in military record.
    e.  Submission of large files may be sent via DOD Secure Access File Exchange (SAFE) after a point of contact has been established.  DOD SAFE website is located at:  https:(slash)(slash)safe.apps.mil/.
    f.  Waiver requests should be submitted with complete application package.  Waivers will be routed to appropriate HQMC staffing agencies for consideration.  Applicants are advised that each waiver request will increase application processing timelines.
