GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to provide an update of awards since the last update, MARADMIN 692/20.

Note:  Per ref B, service units and individuals assigned to service units in support of these joint organizations are not eligible for the JMUA listed above (2.a.1-2.a.4).  Only those members of the Armed Forces of the United States who were present at the time and directly participated in the service or achievement for at least 30 days or, for the period cited if the period cited is less than 30 days, are authorized to wear the JMUA ribbon.  Personnel must be assigned and/or attached by official orders to the joint unit or task force headquarters receiving the JMUA.  The commander of the unit cited may waive, on an individual basis, the 30-day minimum time requirement for individuals (reserve personnel on active duty and TDY and/or TAD personnel) who, in the opinion of the commander, contributed directly to the achievement cited, and were assigned on official orders to the awarded unit during the approved time frame.

3.  Inherent Resolve Campaign Medal (IRCM).  The office of the Assistant Secretary of Defense has announced the following campaign phase changes to the IRCM:
3.a.1.  “Defeat” campaign phase is terminated effective July 1, 2020.  (Update to MARADMIN 449/19 and 692/20)
3.a.2.  “Normalize” campaign phase established effective 02Jul2020-TBD.
4.  Humanitarian Service Medal (HSM).  The Joint Chief of Staff has approved the HSM for the following humanitarian assistance and disaster relief support operations:
4.a.1.  Tropical Cyclone Gita, American Samoa for those personnel who directly participated in the humanitarian assistance and disaster relief support provided to the people of American Samoa following the devastation caused by Tropical Cyclone Gita during the period 11Feb18-02May18.
4.a.2.  Hurricanes Eta and Iota, for those personnel who directly participated in the humanitarian assistance and disaster relief, and who were present in the area of eligibility that includes Honduras, Guatemala, Belize, El Salvador, Costa Rica, Dominican Republic, Nicaragua, Panama, and Columbia, adjacent air space, and adjacent waters within 10 nautical miles during the period of 05Nov20-05Dec20.
Note:  Personnel must have been assigned to the immediate area of operations which are determined to be as outlined above (4.a.1-4.a.2).  As stated in ref B and C, direct participation is defined as being physically present at the designated location and having directly contributed to and influenced the action.  Deployment to the area of humanitarian assistance in and of itself does not constitute HSM entitlement.  Commanders in the grade of 0-6 and above have been given delegation of authority for determining HSM eligibility and shall consolidate a roster in accordance with MARADMIN 626/13 of all military personnel eligible for the award.  This roster shall be submitted to the CMC (MMMA-2) using an excel spreadsheet (HSM.XLS) via the Improved Awards Processing System, including full name, rank, and EDIPI, for record purposes, reporting of the award on MCTFS via UD and updating the "HSM" database posted on the MMMA website under verification of awards, external links tab:  https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/MMMA2

5.  Unit Certificate of Commendation
5.a.1.  Force Fitness Center, The Basic School       01Aug16-16May17
Note:  Personnel assigned to the Force Fitness Readiness Center of Excellence during the meritorious period shall have the Unit Certificate of Commendation (MCTFS Award Code:  CT) entered into the service record.  Personnel administration centers and independent unit diary-capable commands must verify that this award is only entered into the service record for personnel who were assigned to billet identification codes for the Force Fitness Readiness Center of Excellence, not for all personnel assigned to The Basic School.  This award is a MCTFS entry only.  There is no ribbon or medal for this award.  No documentation is entered into the OMPF for this award.
