GENTEXT/REMARKS/1.  Per the references, Reserve Affairs Division will establish the FY21 AR Aviator Short Tour Accession Program.
2.  Aviator Short Tour Accession Program
2.a.  The AR Program provides a cadre of well-trained and experienced Reserve Component (RC) officers to facilitate Total Force integration and to assist the Active Component (AC) with its roles and responsibilities, as required by reference (a).  AR Program Marines assist with organizing, preparing and administering policies and regulations, training and instructing, recruiting and retention, and administration of Marine Corps Reserve personnel.
2.b.  Officers selected for aviation short tours in the AR Program will fill validated AR manning shortfalls across the globe for 12-24 months pending program requirements.
2.c.  Officers accessed into this program will not be offered Career Designation.  Officers who desire to continue service on the AR Program must re-apply via the semi-annual Officer Accession Boards.
3.  Eligibility Criteria
3.1.  RC Majors and Colonels, 75XX and 8042.
3.1.a.  Applicants must meet all qualifications listed on pages 2-2 through 2-4 of reference (a).
3.1.b.  Applicants must have fewer than 15 years of cumulative active duty service.
3.1.c.  RC majors promoted on or after 1 October 2017 are eligible.
3.1.d.  RC majors that have been selected for lieutenant colonel are eligible.
3.1.e.  Applicants that are on Active Duty for Operational Support (ADOS) orders may require a 31 day break between the end of their ADOS orders and accession onto the AR Program.
3.1.f.  Applicants who have received a bonus may have their obligation waived on a case-by-case basis.
4.a.  Application process
4.a.1.  Complete an application package with documents found under the reference section of the Officer Accession Board website located at:  https:(slash)(slash)www.manpower.usmc.mil, Reserve Marine, Reserve Affairs (RA), Personnel Management (RAM), Active Reserve Assignments (RAM-2), Officer Accessions.  Required documents are annotated on the enclosure portion of the application sample located in the references section of the Officer Accession Board website.
4.a.2.  Applicants must include an endorsement from their first the O5/O6 commander or chief of staff in the chain of command.  Officers With unusual circumstances should contact RAM-2 for guidance.  Officers serving in the Individual Ready Reserve (IRR) do not require an endorsement.
4.a.3.  Email application package and endorsement to joinar@usmc.mil.
5.  Selection Results.  Officers selected for an AR aviation short tour accession will be notified via separate correspondence from RAM-2.
5.a.  Accession timelines will be coordinated between RAM-2 and officers selected for a short tour accession.
5.b.  Officers who have received or are receiving involuntary or voluntary separations pay may be subject to recoupment by the U.S. Government upon accession.
6.  Waivers to eligibility requirements set forth in this MARADMIN or reference (a) will be considered at the discretion of the Director, Reserve Affairs Division on a case-by-case basis.
