GENTEXT/REMARKS/1.  Purpose.  The purpose of this message is to announce the publication of Revision G of the Manual of the Judge Advocate General (“JAGMAN”).
2.  The Secretary of the Navy authorized the publication of JAGINST 5800.7G with an effective date of 15 January 2021.
3.  Revision G of the JAGMAN contains extensive changes across multiple chapters.  A list of amended chapters and brief description of the changes is provided below.
3.a.  Chapter I - Regulations Implementing and Supplementing the Manual for Courts-Martial.  Updated to address victim notification requirements and disposition timelines in non-prosecutable sex-related offenses.
3.b.  Chapter III - Complaints of Wrong.  This chapter was completely rewritten.  Among the changes are additional delegations of authority for final action under Article 138, UCMJ and Article 1150, U.S. Navy Regulations, and further requires forwarding of all complaints against senior officials (O-7 and above) to the Inspector General of the Marine Corps.
3.c.  Chapter IV - Article 139 Claims - Redress of Damage to Property.  Contains updates to the Marine Corps claims process and clarifications on the process for assessing pecuniary liability.
3.d.  Chapter V - Environmental Protection and Management.  This chapter was removed and replaced with MCO 5090.2, Volumes 1-21.  (Environmental Compliance and Protection Program).
3.e.  Chapter VI - Delivery of Service Members, Civilians, and Dependents - Service of Process and Subpoenas - State Tax and Regulatory Authority.  Amended to no longer require pre-existing delivery agreements with civilian authorities, and amends the process for issuing an "order to return" to a service member in the custody of civilian authorities.
3.f.  Chapter VII - Legal Assistance.  Contains amendments to eligibility requirements for legal assistance services and a limited expansion of legal assistance representation for victims of crimes when authorized by the SJA to CMC or Commanding Officer, Regional Legal Service Office.
3.g.  Chapter VIII - General Claims Provisions.  Categories of payable claims, list of areas where the Navy has single-service claims responsibility, guidance on calculating awards in U.S. currency, and additional areas were updated.
3.h.  Chapter X - International Law.  No longer contains sections related to naval operations overseas, political asylum, foreign litigation, and noncombat evacuation procedures.  The remaining sections covering international agreements and solatia payments were updated to comply with recent guidance and policy.
3.i.  Chapter XI - Admiralty and Maritime Law.  Contains updated guidance on the conduct and completion of admiralty investigations and clarifications on dual-purpose investigations and their release under the Freedom of Information Act.
4.  The above changes are further summarized in a JAD Practice Advisory published under the “resources” tab on the SJA to the CMC website:  https:(slash)(slash)www.hqmc.marines.mil/sja.  Neither this message nor the JAD Practice Advisory contain a detailed explanation of every change; therefore, prior to legal action a complete review of Revision G should be completed in coordination with the cognizant Staff Judge Advocate office.
