GENTEXT/REMARKS/1.  This Marine Administrative Message (MARADMIN) clarifies the promotion recommendation process with the implementation of JEPES per references (a) and (b).  In accordance with reference (b), approval of promotion recommendations resides with the Commander holding promotion authority.  Commanders have a responsibility to “ensure that a Marine is not promoted unless the individual can be expected to assume the responsibilities and perform the duties of that grade in a creditable and satisfactory manner.”
2.  In accordance with reference (a), the JEPES Approver will make a promotion recommendation with every reporting occasion negating the need for monthly promotion recommendations at any grade.  The system defaults to “recommended for promotion” unless changed to “not recommended” (Non Rec).  This promotion recommendation is in effect until either the next reporting occasion OR when another promotion recommendation is reported in the promotion recommendation (Prom Rec) module of Marine on Line (MOL), whichever is more recent.
2.a.  Beginning 25 February 2021, if a Marine is “not recommended” for promotion via the Prom Rec module of MOL, this will remain in effect indefinitely until it is either changed by the approval of a JEPES occasion recommending the Marine for promotion OR by recommending the Marine for promotion in the Prom Rec module.
3.  There is no change to policy surrounding the following:                  
3.a.  The monthly due dates for promotion recommendation certifications, will-not-promote certifications, and select grade cutoffs to effect promotions for the following month.
3.b.  Page 11 procedures for Non Recs.
3.c.  NCO Promotion Panels.                                                 
4.  Remedial Promotions.
4.a.  The Marine Corps Total Force System (MCTFS) will automatically re-calculate a Marine’s JEPES score upon entry of late training, PME, education, or command input marks and compare that score to the cutoff for the month the element was dated.
4.b.  If that re-calculated JEPES score meets or exceeds the month’s cutoff, an advisory will post in the Daily Feedback Report (DFR) of Unit Diary/Marine Integrated Personnel System (UD/MIPS) notifying the command that the Marine may be eligible for a remedial promotion.
4.c.  The command then will submit a remedial promotion request via naval correspondence endorsed by the Commanding Officer with promotion authority.  The request should include a copy of the recomputed JEPES score and be emailed to enlistedpromotions@usmc.mil.
4.d.  In accordance with reference (b), the request will contain the incorrect date of rank the Marine was given and what the correct date of rank should be for all grades.
5.  This MARADMIN is applicable to the Marine Corps Total Force.
