GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce the FY21 Q3-Q4 update to Marine Corps Security Cooperation Group (MCSCG) Course Dates.  For the remainder of FY21, MCSCG will conduct six open enrollment Marine Advisor Courses (N03KYK3), two open enrollment Security Cooperation Planners Courses (N020JX3), and Basic Engagement Skills training by request in order to support security cooperation (SC) activities. 
2.  Marine Advisor Course.  The Marine Advisor Course provides fundamental advisor skills, training management instruction, foreign weapons training, and force protection training to prepare Marines for SC missions.  Through formal instruction and immersive environment scenario training, students learn to analyze and implement foreign security force (FSF) objectives to build partner nation capacity, build and maintain relationships and rapport with FSF counterparts, recognize and mitigate cultural stress, develop and implement training plans, understand U.S. government objectives and plans for an assigned region or country, and conduct force protection while deployed.  Graduates are prepared to advise, support, and assess a FSF in order to develop its organizational capability and / or capacity in accordance with U.S. government, Service, and FSF objectives.
3.  FSF Advisor Free Military Occupational Specialty (FMOS) and Definition.
3.a.  After successfully completing the MAC, Marines who have also completed the RCLF 101 Program will receive the 0570 FMOS.
3.b.  FMOS 0570 Advisors have general knowledge of advisor skills acquired from MCSCG training and meet the minimum knowledge, skills and abilities (KSA) defined in reference (H).

5.  Security Cooperation Planners’ Course (SCPC) 
5.a. The SCPC explores the SC policies, procedures, and methodologies used to develop and execute SC engagement plans.  Students will gain an understanding of SC-related policy, doctrine, and guidance documents, engagement planning best practices, funding authorities, and foreign disclosure.  The relationship between the Department of Defense and the Department of State, as it relates to SC, will also be addressed.  The course is built around lectures, a panel discussion, and a series of practical exercises which guide student creation of key parts of a Security Cooperation Engagement Plan (SCEP).  Portions of this course are classified.

6.  Basic Engagement Skills (BES).  The Basic Engagement Skills training package provides fundamental engagement skills, SC awareness, and tailored region / country-specific information in order to prepare Marines for overseas SC missions serving as episodic engagers supporting Fleet Marine Forces operating with or alongside Foreign Security Forces, government officials, and/or civilian populations.  Contact the message POCs for availability and additional details on this course. 
7.  MCSCG is capable of providing Advisor Training mobile training teams (MTT) for deploying units conducting theater security cooperation events or block IV evaluations for mission rehearsal exercises.  MCSCG training provides the requisite skills to aid in the preparation, execution and accomplishment of the myriad of events that the unit will conduct over the course of its deployment.  In order to request a MCSCG MTT, provide a feasibility of support request via AMHS or DONTRACKER.
8.  Quota inquiries for remaining courses should be referred to MCSCG Academics Section POCs.  Student registration is coordinated and controlled by the MCSCG Training Branch / Academics Section.  If interested in enrollment and/or additional information, contact the message POCs above before attempting to enroll via MCTIMs.
