GENTEXT/REMARKS/1.  This MARADMIN seeks qualified Marines to represent the Marine Corps abroad by serving in PEP billets overseas embedded with foreign partner services.  Selected Marines will be assigned on two-to three-year tours with foreign partner services in order to advise, facilitate interoperability, and exchange professional skills and tactical expertise.
2.  Eligibility
2.A.  Candidates must be on active duty.
2.B.  Candidates must meet minimum time on station requirements.
2.C.  Candidates must have sufficient obligated service remaining upon completion of PEP tour to fulfill a two-year follow-on assignment per page 5-13 of ref A.
2.D.  Candidates must not be in receipt of orders or selected/slated for other programs such as CCLEB, CPIB, Attaché, or any other Marine Corps program.  Additionally, applicants must provide a statement of eligibility from their PMOS Monitor prior to submitting an application.  Study track Foreign Area Officers (FAO) are eligible to apply, but only if they have completed a FAO utilization tour.  Study track FAOs who have not completed a utilization tour are ineligible to apply.
2.E.  Officers attending resident PME and graduating in the summer of 2022 are encouraged to apply. Monitor endorsement is required.
2.F.  Officers in a 0505 utilization tour cannot apply unless they have completed 24 months of their tour at the date the board convenes.  Application prior to completion of 24 months must include command and PMOS monitor endorsements.
2.G.  Officers on a graduate education utilization tour cannot apply without concurrence from the Graduate Education Manager (MMOA-3) and their PMOS monitor.
2.H.  Candidates must have an O-6 command endorsement at minimum.
2.I.  Candidates must complete overseas suitability screening and be found eligible for overseas tour, and be fully deployable prior to submitting an application.
2.J.  Candidates with dependents in the Exceptional Family Member Program (EFMP) must also receive a positive endorsement from the EFMP manager prior to submitting an application.
2.K.  Enlisted candidates must complete independent duty screening per ref C.

Note 1:  HQMC Intelligence Department is the sponsor for this billet and will screen and select applicants.
Note 2:  Mountain Warfare Training Center is the liaison for this billet and will screen all packages prior to selection panel.
4.  Billets for the following nation require language proficiency.  The language requirement is minimum Defense Language Proficiency Test (DLPT) score (2-2) in target languages, with Oral Proficiency Interview (OPI) score of at least 1 plus.  If the selected candidate does not already meet DLPT requirements, language training will take place at the Defense Language Institute - Washington.  Report dates in country will be modified as required to meet language training requirements.

5.  Submission requirements.  Eligible Marines can submit an application in Naval letter format to the International Affairs Branch NLT 18 June 2021.  Final packages for officers will be emailed in PDF format to the POCs listed above.  For enlisted applicants, the completed packages must be submitted electronically using the Special Duty Assignment/Miscellaneous Reenlistment Extension Lateral Move (RELM) in the Total Force Retention System (TFRS) via the normal RELM routing chain to CMC (MMEA-25).  Unit Career Planners have access to the TFRS program.  Additionally, enlisted applicants must submit entire package in PDF format to the POCs listed above.  Both officer and enlisted application packages will include the following:
5.A.  Enclosure 1 - Naval letter with endorsement through first O-6 level commander.  For billets requiring an off-cycle departure for language training, commands must acknowledge the likely gap in staffing in the endorsement.  The letter will also include:
5.A.1.  Rank, Full Name, EDIPI, PMOS.
5.A.2.  Preferences listed in order of priority.
5.A.3.  If applying to the billet listed in paragraph 3.B include DLAB, DLPT, and OPI scores and dates of the most recent tests.
5.A.4.  Contact information.
5.A.5.  For officers, a statement (e-mail is sufficient) from PMOS monitor that the Marine meets time on station requirements, is not in receipt of orders, this assignment is appropriate for career timing, and is eligible to apply.  This is included in the RELM application for enlisted applicants.
5.B.  Enclosure 2 - Summary of training, education, and experience.  Note status of PME for grade.  Note any language proficiency with current DLPT scores or DLAB score, pertinent regional, academic, personal or professional experience or skill capability that may be germane for consideration by the panel.
5.C.  Enclosure 3 - Letter(s) of recommendation.  Endorsements and recommendations shall include an assessment of the applicant's potential to serve as a representative of the Commandant of the Marine Corps on independent duty overseas.  Applications from enlisted Marines shall include completed independent duty screening and financial worksheets for OCONUS tours (ref C, appendices E and F).
5.D.  Enclosure 4 - Applicant and applicant's dependents shall include an overseas health screening per ref D.
5.E.  Applicants are responsible for ensuring applications arrive at HQMC (PLU) and MMEA respectively NLT 18 June 2021.
6.  Selection Panel.  The selection panel will be composed of representatives from Deputy Commandant for Manpower and Reserve Affairs, Manpower Management Officer and Enlisted Assignments, Deputy Commandant for Plans, Policies, and Operations, Director, Intelligence, and the geographic MARFORs.  NOTE:  Geographic MARFORs are invited, but not required, to send a representative to the panel.  MARFOR representatives will vote on all billets that fall within their AOR.  Funding for travel and TAD is the responsibility of the MARFOR.  The panel will select the best and most fully qualified Marines for each assignment.  The career path of each applicant will be carefully considered during the selection process.  Panel results will be published via MARADMIN.
7.  Interested Marines must contact their PMOS monitor to identify themselves for consideration and validate their eligibility to participate in the PEP.
8.  One primary and one alternate may be selected for each billet.  Alternates will be contacted via SEPCOR in the event the primary candidates are unavailable for assignment.  Applicants will be chosen based on requirements of the host unit, career development, professional potential, and suitability as a representative of the USMC.
9.  PEP tours with partner nations may involve austere locations without access to services and U.S. military health care services that are normally available to personnel assigned to USMC bases and stations.  Routine healthcare will be reimbursed via the TRICARE Overseas program.  Non-emergency travel to U.S. military treatment facilities may be authorized at government expense on a case-by-case basis, but only when healthcare cannot be provided locally under TRICARE overseas.
10.  PEP personnel may qualify for special allowances which will defray some of the costs associated with independent, international duty.  These may include cost of living allowance, temporary lodging allowance, and overseas housing allowance.  These allowances may not cover all costs in all situations.  All prospective PEP personnel must be financially stable and prepared to incur potential unexpected costs.  All pay and allowances are paid by the USMC; therefore, USMC PEPs will not qualify for host nation special pay and allowances.
11.  Primary candidates can expect permanent change of station (PCS) orders to coincide with coordinated language training dates or assumption of PEP tour as indicated above.  Each tour will be a maximum of three years.  For countries that require language training, the language training is part of the three years.
12.  Upon successful completion of a PEP billet, Marines are eligible for awarding of the FAO, Regional Affairs Officer (RAO), or Foreign Area SNCO (FAS) additional MOS (AMOS) for their respective region.  Marines must notify PLU-8 of tour completion to be advised on appropriate documentation required for submission.  The assignment of this MOS will make PEPs eligible for further service utilization of their language, regional expertise, and cultural (LREC) capability gained through their PEP assignments with counterpart forces.
