GENTEXT/REMARKS/1.  This MARADMIN seeks qualified Marines to represent the Marine Corps abroad by serving in PEP billets overseas with trusted foreign partners per ref A and in ISE billets with the United States Air Force (USAF) per ref B.  Selected individuals will facilitate interoperability and the exchange of professional and tactical expertise with host nation and joint services in two to three year exchange assignments.
2.  Eligibility.
2.A.  Candidates must be on active duty.
2.B.  Candidates must meet minimum time on station requirements.
2.C.  Candidates must have sufficient obligated service remaining upon completion of PEP tour to fulfill a two-year follow-on assignment per page 5-13 of ref A.
2.D.  Candidates must not be in receipt of orders or selected/slated for other programs.
2.E.  Individuals attending resident PME and graduating in the summer of 2022 are encouraged to apply.
2.F.  Candidates must complete overseas screening to be considered for OCONUS tours and associated billets.
2.G.  Aviators should be PME and SERE complete prior to the assignment start date.
3.  The following PEP billets will be selected in June 2021 for overseas assignment in FY22.

5.  Submission requirements.  Eligible Marines are encouraged to submit a naval letter application to CMC (ACP-52) NLT 21 May 2021.  Additionally, applicants should complete a survey by navigating to https:(slash)(slash)usmc.sharepoint-mil.us/sites/HQMCAviationAircrewPrograms/SitePages/PEP-ISE.aspx.  The website also provides references and templates for completing the application.  Applications will include the following:
5.A.  Naval letter with endorsements through first O-6 level commander in  the applicant’s chain of command.  Those individuals who are assigned to DIFDEN billets must include an endorsement from the commanding officer of their last flying assignment.  The letter will also include:
5.A.1.  Rank, Full Name, EDIPI, PMOS.
5.A.2.  Preferences listed in order of priority.
5.A.3.  Contact information.
5.B.  Enclosure 1 - Summary of experience.  Status of PME for grade.  List specific aviation areas of expertise.  List travel, academic and professional experience in foreign regions and with joint services.  Note any language proficiency.  Indicate time spent at each location.  Indicate extent of interaction with foreign and joint service populations, and whether previous experience was academic, business, religious, military, government, family, leisure, etc.
5.C.  Enclosure 2 - Copy of email statement from PMOS monitor stating the officer meets TOS requirements, is not in receipt of orders,  career timing supports, and is eligible to apply.
5.D.  Enclosure 3 - Letter(s) of recommendation.  Endorsements and recommendations should include an assessment of the applicants potential to serve as a representative of the Commandant of the Marine Corps on independent duty overseas.
5.E.  Enclosure 4 - Applicants applying for aviator billets must include a current copy of the DD2992 (Up-Chit).
5.F.  Enclosure 5 - Current copy of individual aircrew qualification and designation letter.
5.G.  Enclosure 6 - PEP applicants with dependents shall include a certificate of suitability from overseas screening per ref C.
5.H.  Applicants shall ensure that their OMPF is current to include PME and FITREPS.  Do not enclose copies of Master Brief Sheet or photo.
5.I.  Applicants are responsible for ensuring applications arrive at CMC (ACP-52) by the stated deadline.
5.J.  Application template and PEP/ISE data sheet can be downloaded from the survey site listed above.
6.  Submission instructions:
6.A.  All packages must be submitted by the endorsing chain of command to CMC (ACP-52) NLT 21 May 2021.  Late or incomplete applications will not be considered.
6.B.  The O-6 level commander endorsement will be an important factor in the selection process.  The endorsement should be an evaluation of the applicant’s capability to perform aviation duties with a foreign country or sister-service.
6.C.  Email completed application to AviationExchangeBoards@usmc.onmicrosoft.com.  Use the following naming convention, LName_FName_Billet_City (e.g., Smith_John_F-35_Tindal) for the PDF file name.
7.  Selection Board.  The selection board will be held in June 2021, in conjunction with other board timelines published in MARADMIN 114-21, and will be composed of representatives from Deputy Commandant for Manpower and Reserve Affairs, Manpower Management Officer Assignments (DC, MRA, MMOA), Deputy Commandant for Aviation, Executive Secretariat, Aircrew Programs (DC, AVN, ES-ACP), and Deputy Commandant for Plans, Policy and Operations, International Affairs Branch (DC, PPO, PLU).  The panel will select the best and most fully qualified Marines for each assignment.  Each applicant’s career path will be carefully considered during the selection process.  Panel results will be published via MARADMIN.
8.  Interested Marines shall contact their PMOS monitor to identify themselves for consideration and for any further information required about these billets.
9.  One primary and one alternate may be selected for these billets.  Alternates will be contacted in the event the primary candidates are unavailable for assignment.  Notification will be via separate correspondence.  Applicants will be chosen based on requirements of the host unit, career development, potential and suitability as a representative of the USMC.
10.  PEP tours with partner nations may involve locations without access to the community services and U.S. military health care services that are normally available to personnel assigned to USMC bases and stations.  Routine healthcare will be reimbursed via the Tricare Overseas program.  Non-emergency travel to U.S. military treatment facilities will not be authorized at government expense.
11.  PEP personnel may qualify for special allowances which will meet many of the costs associated with independent, international duty.  These may include cost of living allowance, temporary lodging allowance, and overseas housing allowance.  These allowances may not cover all costs in all situations.  All prospective PEP personnel must be financially stable and prepared to incur potential unexpected costs.  Note:  For PEPs serving with foreign partner nations, all pay and allowances (except travel expenses incurred on behalf of the host nation) will be paid by the USMC.  PEPs will not receive host nation allowance or special pay.
12.  Primary candidates can expect permanent change of station (PCS) orders to coincide with assumption of PEP tour as indicated above.  Each tour will be a minimum of two years and a maximum of three years in a PEP assignment.
13.  Upon successful completion of PEP billet, PEPs will be assigned the Foreign Area Officer (FAO) or Regional Affairs Officer (RAO) additional MOS (AMOS) for their respective region.  The assignment of this MOS will make PEPs eligible for potential utilization in a FAO or RAO billet in the future.
14.  This bulletin is not applicable to the Marine Corps Reserve.
