GENTEXT/REMARKS/1.  Purpose.  Update the total force regarding the process for collecting, documenting, and prioritizing requirements for modernizing and maintaining MCTIMS.
2.  Background
2.A.  Beginning in fiscal year 2022 (FY22) there will be a concurrent and coordinated effort to both maintain the current version of MCTIMS, which utilizes internal system architecture that in some cases is more than 14 years old, while developing a modernized, cloud-based version that leverages current and emerging industry standards, increases system efficiency and user friendliness, and lowers long-term development and sustainment costs.  During this transition, MCTIMS must continue to meet service readiness reporting requirements while supporting the reinvigoration of training design fundamentals that enhance operational readiness and force lethality.
2.B.  Commanding General, Training and Education Command (CG, TECOM) is the executive agent for MCTIMS.  The Director, TECOM Policy and Standards Division (PSD), on behalf of CG, TECOM, serves as the adjudicative authority for prioritization of all MCTIMS development and sustainment efforts.  The TECOM MCTIMS Functional Manager (FM) manages and administers a functional review board (FRB) comprised of key MCTIMS stakeholders to collect, document, and report prioritized sustainment and development requirements.  The TECOM MCTIMS FM also serves as the sole authorized agent to communicate functional requirements to the MCTIMS development team on behalf of the Director, TECOM PSD.
3.  FRB Membership
3.A.  The following key stakeholders provide voting representation to the FRB.  These voting members include representation from the following:
  Manpower and Reserve Affairs (M&RA)
  Plans, Policies, and Operations (PP&O)
  Combat Development and Integration (CD&I)
  Programs and Resources (P&R)
  TECOM PSD (PLB)
  TECOM Ground Standards Branch (GSB)
  Training Command (TRNGCMD G3)
3.B.  Standing FRB representation will be focused on the following functional areas:  curriculum management (TRNGCMD G3, TECOM PLB, TECOM GSB); task master (CD&I), training readiness manuals (TECOM GSB); and unit training management (TECOM PLB) to include training resource management; and training completion reporting (PP&O, TRNGCMD).  As needed, rotational or adhoc FRB participation will be coordinated by TECOM FM with appropriate Fleet Marine Force organizations and TECOM formal learning centers (FLC), via their respective major subordinate commands, as the need arises during planning and development efforts.  If an issue cannot be resolved at the FRB level, it may be referred to the TECOM Assessments Working Group, an O-6/GS-15 level forum chaired by the Director, PSD, for discussion and adjudication.  In these instances, participation will include representation from the organizations listed in paragraph 3.A.
3.C.  The TECOM MCTIMS FM will serve as the default point of contact (POC) for any issues/requirements not gathered through the stated representation by coordinating additional subject matter expert representation as required.  A critical outcome of the FRB process is to verify organizational and functional dependencies managed within MCTIMS.  Near term FRB efforts will focus on both maintaining the current MCTIMS capabilities as well as identifying and prioritizing development of a modernized cloud-based system.
3.D.  Prioritization of development efforts to sustain current enterprise MCTIMS capabilities will include:  pay and promotion issues, critical interfaces with manpower systems, reporting training readiness, and FLC support.  No later than (NLT) FY22, initial prioritization of modernization development efforts will be published via MARADMIN to facilitate enterprise awareness and feedback through the appropriate FM.  End users are encouraged to continue to submit comments for system improvements via the MCTIMS help desk link.
4.  FRB orientation and training.  The TECOM MCTIMS FM will provide business rules for the conduct of the FRB process, coordinate FRB battle rhythm, and document results of prioritization efforts.  Instructions on accessing configuration management tools used by contracted system developers will also be provided to designated FRB members.
5.  Implementation timeline.  Organizations designated as standing voting members will provide POC information NLT 30 Apr 21 to Director, TECOM PSD (respond directly to TECOM POC).  POCs should be action officer level personnel with active MCTIMS accounts and understand MCTIMS equities for their unit/organization.  Orientation to the FRB processes and current development configuration management tools will occur in conjunction with the initial meeting of the FRB during Q3FY21.
