GENTEXT/REMARKS/1.  Intent.
1.A.  This MARADMIN details the Marine Corps transition from the Global Theater Security Cooperation Management Information System (G-TSCMIS) to the new department-wide follow on system, Socium.  Effective immediately, the Marine Corps will begin reporting unclassified entries in NIPR Socium.  Refer to paragraph
3.A.1.  Below for instructions on requesting access to NIPR Socium.  Classified entries will continue to be entered into G-TSCMIS until the release of SIPR Socium, tentatively scheduled for summer 2021.
2.  Situation.
2.A.  The Defense Security Cooperation Agency (DSCA) has developed Socium for use by all Department of Defense headquarters, commands, and agencies as the single authoritative source for Security Cooperation (SC) data.  In accordance with Ref (A), Socium provides a comprehensive, up-to-date picture of SC activities worldwide.  It provides decision makers, SC planners and other users with the ability to view, manage, assess, and report SC activities and events.
2.B.  All SC activities and events must be reported in Socium, including Title 10 Chapter 16 and Title 22 SC events, exercises, military-to-military engagements, training with foreign forces, and use of specific DoD funding streams (e.g. Section 1263 Indo-Pacific Maritime Security Initiative).
2.C.  Socium will be maintained on both NIPRNet and SIPRNet.  The Minimum Viable Product (MVP) for the NIPR version of Socium was initiated in October 2020 and platform development will continue incrementally over time.  MVP for the SIPR version of Socium is expected to occur in summer 2021.  System upgrades and capabilities will be spread across future fiscal years.
3.  Execution.  Current G-TSCMIS users should immediately request access to Socium.  Marine Corps organizations that plan and/or conduct SC events or activities will immediately begin reporting all unclassified SC events and activities in NIPR Socium.  DSCA is developing the SIPR Socium, which is expected to be fielded in summer 2021.  Marine Corps organizations will continue to report classified SC events and activities in SIPR G-TSCMIS until advised to transition SIPR Socium.
3.A.  Access and Accounts.
3.A.1.  To request a Socium account, current users of G-TSCMIS and new users should access the new account System Authorization Access Request (SAAR) form on the DSCA Milsuite Site at https:(slash)(slash)www.milsuite.mil/book/groups/Socium/, complete and digitally sign the form, and submit it to the organization’s designated Organizational Information Owner (OIO) listed on that site.  Users associated with combatant commands (CCMD) should request access through their CCMD rather than through the Marine Corps.
3.A.2.  All Marine Corps users of Socium will obtain one of three levels of access:  Workflow Management, Data Analytics, or Data Configuration and System Administration. For more information on the user roles and responsibilities, visit the DSCA Milsuite Site listed in paragraph 3.A.1 and search for “user roles and permissions.”  Users may request access to assume as many roles as necessary to support their assigned duties and role within their organizations.
3.B.  Address all Socium helpdesk inquiries and requests for additional technical assistance via email to:  dsca.mechanicsburg.imt.mbx.servicedesk@mail.mil.
4.  Training.  There are three recommended training courses available on the DSCA Milsuite Site listed in paragraph 3.A.1:  Introduction to Socium; Socium Workflows, Legal Authorities and Data Reporting; and Roles and Responsibilities for Managing Security Cooperation Activities.  More training may become available as new features and capabilities are added.  New Users will take all available training courses to ensure they understand the system and the responsibilities of their system role.  Users may also reference the Socium Software Guide (Ref (C)).
5.  Roles and Responsibilities.
5.A.  Plans, Policies, and Operations (DC PP&O).
5.A.1.  Serve as the Marine Corps functional sponsor for Socium and represent the Service at all joint meetings regarding Socium system development.
5.A.2.  Develop specific Marine Corps Socium business rules and training guidelines to ensure all SC events, activities, and exercises conducted by Marine Corps commands are entered into Socium.
5.A.3.  Approve new Socium accounts and organize a Socium Community of Interest to assist Marine Corps stakeholder Socium POCs.
5.B.  Marine Corps organizations that report in Socium (include MARFORs, HQMC, and major supporting element commands).
5.B.1.  Per Ref (E) and as required, develop local Socium standard operating procedures to augment Marine Corps Service-level business rules that articulate entry reporting guidelines and timelines, event ownership requirements, and user roles and responsibilities, to include the MEFs.
5.B.2.  Appoint Organizational Data Managers and Organizational Information Owners as necessary to manage the command’s new user accounts and information reporting.
5.C.  Reporting.
5.C.1.  Per Refs (E) and (D), Headquarters Marine Corps will report all Service-level planned and executed SC activities and events.  (e.g., general officer key leader engagements, participation in staff talks).
5.C.2.  Per Ref (E), MARFOR Service Components will report all regionally planned and executed SC activities and events.  (e.g., mil-to-mil events, build partner nation capacity events training & equipping, exercises, general officer key leader engagements).
5.C.3.  Per Ref (E), Training and Education command (TECOM) will report all planned and executed SC events and activities (e.g., general officer key leader engagements, foreign professional military education, mil-to-mil events).
5.C.4.  Per Ref (E), Marine Corps Forces Command (MCSCG) will report all planned and executed SC events and activities conducted by MCSCG (e.g., mobile training teams, international professional military education, etc) which are not already reported by the cognizant MARFOR or TECOM.
5.C.5.  Per Ref (E), Marine Corps Systems Command, International Programs will report major Foreign Military Sales, Building Partner Capacity, and International Armaments Cooperation cases and programs and other executed SC events and activities (e.g. general officer key leader engagements and strategic outreach activities).
6.  Administration and Logistics.  Headquarters, Marine Corps, Plans, Policies, and Operations, Strategy and Plans Division is the functional sponsor for Marine Corps participation in Socium.  Questions may be addressed to the message POCs.
7.  Command & Signal.  This MARADMIN is applicable to the Marine Corps Total Force.
