NARR/REF A IS THE DEPARTMENT OF DEFENSE (DOD) OPSEC DIRECTIVE, WHICH ESTABLISHES THE REQUIREMENT FOR ALL DOD OPSEC PROGRAMS. REF B IS THE SECRETARY OF THE NAVY'S INSTRUCTION FOR OPSEC, WHICH ESTABLISHES POLICY, PROCEDURES, AND RESPONSIBILITIES FOR DEPARTMENT OF THE NAVY OPSEC PROGRAM. REF C IS THE MARINE CORPS OPERATIONS SECURITY (OPSEC) ORDER THAT PROVIDES POLICY, RESPONSIBILITIES, AND PROCEDURES FOR OPSEC IN THE MARINE CORPS. REF D IS THE ORDER THAT ADJUDICATES ANNUAL TRAINING REQUIREMENTS ONTO THE TOTAL FORCE.//

GENTEXT/REMARKS/1. Per the references, the following outlines the annual OPSEC training requirements beginning calendar year 2022. This requirement applies to all active and reserve Marines, Government Civilians and Contractors, and other assigned/supporting personnel.
2. Commands will implement a command-specific training program tailored to the unit's mission(s) to ensure all assigned personnel are aware of the information contained on their Critical Information and Indicators List (CIIL) along with specific responsibilities for safeguarding critical information. This training shall include, at a minimum, the unit’s CIIL; OPSEC measures (actions that must be taken to protect CIIL information); social media awareness and vulnerabilities; local threats; how to protect, transmit, and destroy controlled unclassified information; risks and guidance pertaining to geolocation-capable devices, applications, and services; and OPSEC review procedures for public release.
3. All training must be formally documented in Marine Corps Training Information Management System (MCTFS), maintained, and available online for higher command review.
4. Units are responsible for ensuring assigned personnel are aware of the command's OPSEC program and are required to train new personnel upon arrival and provide OPSEC awareness training annually thereafter as part of the command-specific OPSEC training program. This training can be supplemented by completing either Uncle Sam’s OPSEC and Identity Management (USOPSEC/IDM-4.0) found on the Total Workforce Management Services site https:(slash)(slash)mytwms.dc3n.navy.mil or Uncle Sam's OPSEC (OPSECUS001) found on MarineNet's training module https:(slash)(slash)marinenet.usmc.mil. Starting FY 2022, Uncle Sam’s OPSEC will no longer transmit a completion code for OPSEC to MCTFS and MCTIMS.
5. The training referenced in paragraph 4 does not fulfill the annual requirement alone. That training must be accompanied by a command-specific training program as outlined in paragraph 2 above.
6. Upon completion of a command-specific training program, all OPSEC training will be planned, tracked, and assessed using the a MCTIMS calendar event. Documents and resources used for the training will be uploaded on the calendar event documents tab and training rosters will be submitted and certified using a scoresheet using the calendar events requirements tab in the Unit Training Module in MCTIMS.
