GENTEXT/REMARKS/1.  This MARADMIN announces the phase two expansion of the Reserve Travel Module (RTM) to support Reserve travel settlement for orders that rate only mileage and per diem on the first and last duty day.
2.  Background.
2.a.  Per references (a) and (b), the first phase of the RTM was released January 2019 and allowed for the processing of mileage-only travel claims.
2.b.  Per reference (c), Primary Residence Address (PRA) qualifier codes were added to the Marine Corps Total Force System (MCTFS) to enable an automated determination of periods of duty that rate “mileage-only” or “only mileage and per diem on the first and last day of duty” when duty is performed at the Marine’s assigned Home Training Center (HTC).
2.c.  RTM phase two expands this functionality to support Reserve travel settlement for orders that rate only mileage and per diem on the first and last day of duty.
3.  Action.
3.a.  Effective 27 May 2021, the RTM will begin supporting the reimbursement of “only mileage and per diem on the first and last day of duty” when duty is performed at the Marine’s assigned HTC.
3.b.  The RTM is nested within the Marine Resource Order Writing Service (MROWS) and accessed via Marine Online (MOL).  MOL can be accessed utilizing a common access card or strong username and password and is available through both civilian and military internet networks.  All Reserve Component travelers have access to MROWS in order to view orders and self-certify eligible claims.
3.c.  MROWS will automatically pre-screen orders when created to determine if the order meets the established criteria for settlement within the RTM.
3.d.  For an authenticated MROWS Order that meets the established criteria for settlement within the RTM, an email will be sent to the member on the last day of duty with notification that a claim is available for settlement, along with a link to access the RTM.
3.e.  The below standard paragraph will appear on all MROWS Orders identified as applicable orders to be settled via RTM:  “Travel settlement for this set of orders will take place in MROWS.  To begin your travel settlement go to the MROWS homepage and click on Initivate/View travel claims.”
3.f.  The RTM will populate the claim with estimated mileage and per diem amounts based on the SMCR or IMA member’s PRA qualifier code.  Since actual mileage is rated, the member must either certify the mileage estimate provided in the RTM as valid or input the actual mileage driven, provide justification or comments as necessary and then self-certify the claim as accurate.
3.f.1.  In accordance with reference (d), order scenarios that warrant submission via the RTM Phase 2 Expansion are delineated in the RTM Training Guide.
3.g.  The self-certified claim will then route to the designated travel certifier for the unit.
3.h.  The travel certifier will either certify the transaction as accurate or return the claim back to the traveler for correction, with comments provided.
3.i.  Upon travel certification, the reserve travel module will auto-route the claim to DTMS where an electronic 1351-2 will be generated for document repository and the payment auto-generated directly from MCTFS to the reserve traveler via electronic funds transfer.  Payment is made into the traveler’s direct deposit account upon completion of the next unit diary cycle following certification.
4.  Coordinating Instructions.
4.a.  Unit Travel Certifiers are required to be appointed via a DD Form-577 (Appointment/Termination Record-Authorized Signature) and DD Form-2875 System Authorization Access Form (SAAR).
4.b.  To obtain appointment and permissions submit completed and signed forms to:  kiti-rff-kcisystemsomb@usmc.mil.
4.c.  It is the responsibility of each command to appoint a primary Travel Certifier as well as no less than one alternate Travel Certifier and to ensure all travel claims are processed within existing standards for travel settlement.
4.d.  The MROWS RTM Training Guide has been updated to reflect the aforementioned functionality and is located at the following locations:

5.  Members of the IRR.
5.a.  Members of the IRR are not assigned to an HTC and are therefore ineligible to submit for “only mileage and per diem on the first and last day of duty” reimbursements via the RTM.
5.b.  Depending on an IRR Marine’s PRA’s proximity to a duty location, they might rate mileage only to/from their Duty Location which is also settled via the RTM.
