GENTEXT/REMARKS/1. This Marine Administrative Message (MARADMIN) announces the Fiscal Year (FY) 2022 Staff Noncommissioned Officer Academy (SNCOA) Reserve Component Schools.
2. Background. Marine Corps University lists the FY 2022 reserve component class dates for the SNCOAs via The College of Enlisted Military Education (CEME) website at https:(slash)(slash)www.usmcu.edu/ceme under Academic Calendar. Class capacities may be reduced if COVID-19 mitigation measures are in place.

4. Seat Allocations
4.A. Due to the current COVID-19 situation, the Enlisted College may adjust seats prior to a course commencing to maintain social distancing requirements. Command and Marine Forces (MARFORs) are highly encouraged to routinely check Marine Corps Training Information Management System (MCTIMS) to monitor for any seat allocation adjustments. The Enlisted College will not provide prior notification if Marines are dropped due to a seat allocation adjustment.
5. Coordinating Instructions
5.A. Attendees must complete the Enlisted College command screening checklist. The current version of the command screening checklist reference D may be downloaded from the Enlisted College website, under the Education Resources section. The current version of reference D is dated October 2018. Previous versions are no longer valid and will be rejected.
5.A.1. Commanders/Inspector-Instructors (I-I) must review all packages and sign the command screening checklist within 90 days of the school report date. Checklists signed by individuals other than the Commander/I-I will be rejected and result in the Marines returned home. Commanders/I-Is who fail to properly complete the command screening checklist and send unqualified Marines will be notified in a letter of noncompliance via the chain of command.
5.B. School Prerequisites
5.B.1. The prerequisites for all schools are located on the CEME website in the Reporting Instructions section for each regional Academy.
5.B.2. Duty Status: Sergeants, Career, and Advanced School students may attend in a limited duty or pregnancy status with waivers that have been approved by the Director, CEME. See the instructions contained in reference D for specific guidance.
5.B.3. Non-Resident Professional Military Education (PME) Requirement
5.B.3.a. Each attendee must complete the distance education courses via the MarineNet learning management system prior to enrolling in the resident school. The appropriate distance education courses are listed below:
5.B.3.b. EPME5000AA (Sergeants Course Distance Education Program) must be completed by the grade of E-5 to attend Sergeant School.
5.B.3.c. EPME6000AA (Career Course Distance Education Program) must be completed by the grade of E-6 to attend Career School.
5.B.3.d. EPME7000BA (Advanced School Distance Education Program) must be completed by the grade of E-7 to attend Advanced School.
5.B.3.e. Each distance education course requires a proctor who is at least one grade higher than the individual taking the course and not enrolled in the same course or a MarineNet training manager. Proctors must take MarineNet class MNET0110PC (Proctor Certification Course) prior to being able to proctor any exams.
5.C. School Registration
5.C.1. Units must submit their nominations through their respective Major Subordinate Command's (MSC) representative for registration in MCTIMS. All nominations, regardless of location, must be received by the respective MSC no later than 45 days prior to the class reporting date.
5.C.2. Students who have been registered in MCTIMS, but can no longer attend a scheduled school, must have their registration cancelled within the MCTIMS student registrar module. Cancelling a student’s registration is the unit S-3/G-3 responsibility and shall be coordinated with the respective MSC representative.
5.D. Appropriation Data
5.D.1. PME remains a priority and responsibility of MFR G-3. School orders will be used and routed through MFR G-3. Annual Training orders should not be used for PME.
5.D.2. Rental car is not authorized.
5.D.3. Marine Reserve Order Writing System (MROWS) will be routed to MFR G-3 no later than 30 business days prior to the school report date.

6. Amplifying Instructions
6.A. Specific instructions regarding reporting, uniforms, times, gear lists, school material, messing instructions, and billeting availability is accessible via the CEME website.
6.B. All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy. Enrolled students materials may be downloaded at any time from https:(slash)(slash)www.marinenet.usmc.mil/moodle/course/view.php?id=65.
6.C. Students are encouraged to review the CEME website for any additional information.

6.E. Students must adhere to COVID-19 protocols while attending the academy to include social distancing and face masks.

8. This message is only applicable to the Selected Marine Corps Reserve, Individual Ready Reserve, and Individual Mobilization Augmentee components of the Marine Corps Reserve.
