GENTEXT/REMARKS/1. Purpose. To provide guidance for the Early Reenlistment Authority program.
2. Background. In order to retain the highest quality Marines, the Commandant of the Marine Corps approved the authority for highly qualified FY23 cohort Marines to reenlist during the FY22 Enlisted Retention Campaign per reference (a). Manpower and Reserve Affairs execute this policy as a pilot program during the FY21 Retention Campaign. The guidance in this MARADMIN incorporates previous lessons learned to support successful FY22 policy execution.
3. The authority to conduct early reenlistments will allow a select number of computed Tier 1 and Tier 2 FY23 FTAP Marines to submit for reenlistment one year prior to their eligibility period. For example, this program will allow qualified FY23 cohort FTAP Marines to submit for reenlistment during the FY22 submission period and receive fiscal and duty station incentives. Marines will complete current assignment obligations prior to receiving new duty station incentives. Contract lengths will be 48 months in addition to the remaining time on their current contract in order to allow Marines to maximize their time-in-service as well as ensure they receive the maximum fiscal incentives.
4. Concept of Operations.
4.a. Under current policy, an FTAP Marine with an end of current contract (ECC) in FY23 is considered an FY23 cohort Marine and is currently required to wait until July 2022 to submit for reenlistment. Under Early Reenlistment Authority, select FY23 cohort Marines, if computed Tier 1 or Tier 2 Marines will be allowed to reenlist as early as July 2021 during the FY22 Enlisted Retention Campaign. Additionally, these Marines will be eligible for any reenlistment incentives available to the FY22 cohort.
4.a.1. All early reenlistment authority approvals will count against FY23 boatspace authorizations.
4.a.2. CMC (MMEA), in coordination with CMC (MPP), will determine the allocation of boatspaces.
4.a.3. CMC (MPP) will determine the total number of allocations for the early reenlistment program.
4.b. Eligibility Requirements.
4.b.1. Marines must be a computed Tier 1 or Tier 2 FTAP Marine. CMC (MMEA) will conduct an updated FTAP Quality Comparison for FY23 Marines in July 2021. The Commander’s Tier evaluation of a Marine shall not override the computed Tier evaluation required for MSC Commander approval.
4.b.2. Marines seeking early reenlistment must meet all reenlistment prerequisites in accordance with reference (b) and have no violations of prohibited activities in accordance with reference (c).
4.c. Routing Procedures.
4.c.1. Marines seeking early reenlistment must have an endorsement from their Commanding General. Only Commanding General, or approved “Acting” Commanding General, endorsements will be accepted.
4.c.2. Upon receipt of the Commanding General’s endorsement, the reenlistment request will be routed to CMC (MMEA) via the Total Force Retention System (TFRS) for adjudication.
4.c.3. If a Marine does not receive favorable endorsement from their Commanding General, they will be required to submit for reenlistment during the FY23 Enlisted Retention Campaign beginning on or around 7 July 2022. Requests without a favorable endorsement will be returned with no action taken and therefore are not required to be submitted to CMC (MMEA) via TFRS for adjudication.
5. Coordinating Instructions.
5.a. CMC (MMEA) may begin approving early reenlistments as soon as the FY22 Retention Campaign begins. Priority will be given to historically under-submitted PMOSs. The early reenlistment program will close at the end of Phase I of the FY22 Enlisted Retention Campaign.
5.b. CMC (MMEA) will continue to conduct “on-the-spot” early reenlistments for qualified FY23 Marines during the CMC (MMEA) Roadshows as long as boatspaces remain.
5.c. Marines who are approved for early reenlistment will rate the FY22 Selective Retention Bonus Program (SRBP) incentives. FY23 Marines approved under the FY22 Early Reenlistment Authority will be ineligible for FY23 SRBP incentives.
5.d. Marines who apply, and are approved for early reenlistment that rate a Duty Station Incentive will be required to complete current time-on-station requirements before they are eligible to receive Permanent Change of Station Orders.
6. This MARADMIN is not applicable to the Marine Corps Reserve.
