GENTEXT/REMARKS/1. Situation. This message announces the FY21 Motor Transport Advisory Group (MTAG). The advisory group consists of key selected Fleet Marine Force (FMF) personnel from the USMC motor transport community, Logistics Officers (0402) and supporting establish personnel who collaborate on issues affecting the motor transport community of interest.
2. Mission.
2.A. From 24 through 26 August 2021, HQMC, I&L, LPM-2 (MT) will host and Program Manager Light Tactical Vehicle (PM LTV), Portfolio Manager Logistics Combat Element Systems, Marine Corps Systems Command will sponsor the FY21 MTAG aboard Marine Corps Logistics Base (MCLB) Albany, GA in order to provide a forum to discuss and capture pressing Marine Corps motor transport issues.
2.B. The MTAG meets annually and provides a dedicated venue to identify and shape tactical and enterprise FMF transportation and maintenance readiness concerns that require an integrated enterprise level solution.
3. Execution.
3.A. Intent. Host an MTAG forum to discuss, capture and evaluate operational risk associated with key motor transport issues. Insure issues are grouped through the use of advisory/working groups, boards and front-end analyses to support the requirement development process, Training and Readiness (T&R) task development, total force structure reviews and total life cycle management attributes associated with current and future fielding challenges.
3.B. Concept of operations.
3.B.1. In an effort to maximize participation and maintain adherence to federal and local COVID-19 guidance, conduct the FY21 MTAG utilizing a limited live audience combined with a virtual attendance option.
3.B.2. Critical motor transport and logistics officers along with commanders and/or representatives at the tactical, operational and supporting levels are the target audience for this event.
3.B.3. From 15 through 20 June, major commands and supporting establishments are requested to submit consolidated key motor transport topics to DC I&L message POCs. Topics will address critical personnel and equipment readiness concerns affecting current and future motor transport readiness.
3.B.3.A. Upon review and consolidation of accepted topic submissions, assign topics to specific working groups. Publish final accepted MTAG topics and working group assignments via separate correspondence.
3.B.4. Hold working group breakout session from August 24th through the 26th with working group out briefs scheduled for the afternoon of August 26th. Working groups will produce outputs and deliver briefs prior to MTAG completion.
4. Coordinating instructions.
4.A. Briefs.
4.A.1. Program Office and level setting information briefs will take place 24 August 2021.
4.A.2. Major commands and supporting establishments will brief topic submissions live or virtual on 24 August 2021.
4.A.3. Use of MS word or power point is directed and brief will use a topic, discussion, recommendation and rationale format.
4.B. Final FY21 MTAG coordination messaging will be released in July 2021. This messaging will include finalized topics listed, working group alignment, schedule, virtual hosting venue, shared document venue and any required additional guidance.
4.C. Publish MTAG outputs after final staff reviews within 90 days of FY21 MTAG’s completion date.
4.D. Commercial vendors are prohibited from attending, and only contractors in direct support of this event are authorized to attend.
5. Admin and logistics.
5.A. Travel.
5.A.1. In an effort to allow live attendees adequate time to meet local COVID-19 travel restriction requirements, the following travel guidance is provided.
5.A.2. Travel dates are 23 and 27 August 2021 for CONUS attendees. OCONUS attendees travel dates are 21 and 27 August 2021.
5.A.3. Lodging. The lodging used must not exceed the maximum rate of $96 per night.
5.A.3.A. Government lodging. Mandated government lodging is at Live Oak Lodge located at 9201 Williams Boulevard, MCLB Albany, GA, TEL: 229-639-5614. Reservations cannot be made until 30 days prior. There is no group name associated to the reservations. A GTCC is required when making your reservation and a copy of your orders is required upon check-in. If government lodging is unavailable, a statement of non-availability must be obtained prior to arranging commercial lodging. If commercial lodging is arranged, a certificate of exemption of local hotel/motel excise tax must be presented upon check-in.

5.B.1. NLT 6 July 2021 commands must submit, via encrypted email, a cross organization (X-ORG) request form for all quotas cited above to charity.sullivan@usmc.mil. The line of accounting for the FY 21 MTAG will populate in DTS once travel request documentation is submitted and processed. The MEF MTO/MTC is responsible for submitting their respective forms. The X-ORG request form will be sent out via e-mail and is loaded to the PM MHTV share point and accessible at the following link: https://eis.usmc.mil/sites/pmmhtv/mr/mgysgtcorner/mgysgt%20documents/forms/mtag.aspx.
5.B.2. NLT 26 June 2021 travel request forms must be submitted to charity.sullivan@usmc.mil. The travel request form will be sent out via e-mail and is loaded and accessible at the following link: https://eis.usmc.mil/sites/pmmhtv/mr/mgysgtcorner/mgysgt%20documents/forms/mtag.aspx.
5.B.3. The following statement must be added to DTS orders for all PM LTV funded travelers (within the comments to the approving official box): "Objective cannot be satisfactorily accomplished less expensively by correspondence, teleconferencing, web-based communication, or other appropriate means". The LOA will not be issued without the above statement included in each traveler’s orders. Ensure to select your unit’s routing list in DTS for approval.
5.B.4. Ground transportation. Rental cars are authorized, however, group carpooling by MSC is mandated. Travelers authorized a rental car are expected to coordinate with their respective MSC to accommodate command personnel movement while TAD.
5.B.5. Complete all DTS travel vouchers no later than 4 September 2021.
5.B.6. PM LTV will not pay for any travel costs associated to Restriction of Movement (ROM). Commands will provide ROM related funding.
5.C. Due to COVID-19 restrictions, live event seating at the MTAG venue is limited to the authorized quantities listed in para 5b, commands desiring to sponsor and fund additional personnel must receive approval from message POCs.
5.D. Uniform. Uniform for active duty personnel is green MARPAT. Government civilian and contractor attendees will wear equivalent business casual attire.
6. Command and signal.
6.A. Questions or comments should be submitted to the message POCs.
