GENTEXT/REMARKS/1.  Purpose.  In continuation of Headquarters Marine Corps (HQMC) drive to increase partnership with the Fleet Marine Force (FMF) and Supporting Establishment (SE) to meet the service’s retention mission, this message’s purpose is to announce the Command Retention Mission (CRM) for Fiscal Year 2022 (FY22).  Method:  After evaluation of the FY22 First Term Alignment Plan (FTAP) and Subsequent Term Alignment Plan (STAP) cohorts by CMC (MM) and Major Command’s for eligibility, Major Commands have been assigned targeted retention missions by Primary Military Occupational Specialties (PMOS).  The following Major Commands are assigned a CRM:  Marine Forces Pacific, Marine Forces Command, I Marine Expeditionary Force, II Marine Expeditionary Force, III Marine Expeditionary Force, 1st Marine Division, 3d Marine Aircraft Wing, 1st Marine Logistics Group, 2d Marine Division, 2d Marine Aircraft Wing, 2d Marine Logistics Group, 3d Marine Division, 1st Marine Aircraft Wing, 3d Marine Logistics Group, Marine Corps Installations Command – East, Marine Corps Installations Command – West, Marine Corps Installations Command – Pacific, Training & Education Command, Marine Corps Special Operations Command, Marine Forces Korea, Marine Forces Europe/Africa, Marine Air Ground Task Force Training Command, Marine Corps Logistics Command, Eastern Recruiting Region, Western Recruiting Region, Marine Corps Base Quantico, and Marine Forces Reserve.  Endstate:  In partnership with HQMC, leaders at all levels, take an active approach to influence the retention of the best and most qualified Marines in the FY22 cohorts.
1.a.  Although Major Commands are the only commands directly  missioned by CMC (MM), commanders, staffs and leaders at all levels are critical in influencing the retention of the best and most qualified Marines in order to sustain our Marine Corps.
2.  Background.
2.a.  Reference B remains the base document for the FY22 retention campaign.  Reference D announced the pilot program for CRM assignments to targeted populations within the 03XX and F-35/Joint Strike Fighter PMOSs in the FY21 FTAP cohort.  These PMOSs remain vitally important, and all leaders are encouraged to pay particular attention to the retention of Marines who hold these PMOSs.  The FY22 CRM builds off of the pilot program and implements lessoned learned from the FMF and SE to synchronize execution of this critical mission.  The Commandant of The Marine Corps’ emphasis on Force Design 2030 demands that commanders apply unrelenting attention to sustaining our force with the best and most qualified Marines, and to ensure that the force retains sufficient Marines across all PMOSs to meet authorized end-strength requirements.  Accordingly, the FY22 CRM is assigned to focus that effort and to ensure that boatspace requirements in both FTAP and STAP cohorts are met.  Henceforth, unit commanders should anticipate receiving similar retention missions upon commencement of each year’s retention campaign.
2.b.  Leaders at every level share responsibility for Marine Corps retention efforts.  Identifying talented Marines and encouraging their reenlistment is essential to achieving retention success.  The mission assigned to each Major Command is based upon the starting eligible FTAP and STAP population in each Command by PMOS.
2.c.  Reenlistment incentives such as Selective Retention Bonuses (SRB), Kicker Bonuses, and other monetary incentives will be available for FY22 eligible Marines, these monetary incentives will be established in a forthcoming MarAdmin.  Duty Station Incentives (DSI) are available for qualified FY22 eligible Marines, details can be found in previously released FTAP guidelines via Total Force Retention System (TFRS) Message #A66308.
2.d.  As a tool for O-5 and O-6 level Commanders to use in preparation for the FY22 Enlisted Retention Campaign, CMC (MMEA) has produced the “Commander’s Retention Toolkit” which is available on the MMEA-1 Website at:  https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/ER/pages_home.  The toolkit is also available through the points of contact for this message.
3.  Action.  The assigned CRM allocations for FY22 will be released via the TFRS and will be available on the Manpower & Reserve Affairs website at https:(slash)(slash)www.manpower.usmc.mil/webcenter/portal/ER/MMEA-1.
4.  Coordinating Instructions.
4.a.  The allocations assigned to each Major Command are targeted missions for the execution of a reenlistment and are not considered satisfied until each Marine accepts his or her contract.  These missions supersede any previous missions, quotas, or targets issued at the local or unit level.  The assigned CRM is considered the minimum requirement; it is imperative that Major Commands continue full retention efforts throughout the FY22 retention season.  Commanders maintain the responsibility for identifying qualified Marines and encouraging them to submit for retention and continue their service.
4.b.  Partnership between CMC (MM), the FMF and the SE remains vitally important, to that end, the initial FY22 eligible cohort roster was provided to Major Command Career Planners in order to validate reenlistment eligibility status prior to assignment of the CRM.  This collaboration resulted in a mutually refined FY22 CRM.
4.c.  The CRM assigns goals to each Major Command for reenlistment across all FTAP and STAP PMOSs.  CMC (MM) assigned a mission to each Major Command based on each units' eligible population.  The assigned mission will reflect a proportional share of the boatspaces aligned with the proportion of the eligible PMOS population within each Major Command.  For example, if Major Command A has 10 percent of the eligible 0311 Marines assigned to their command, Major Command A's mission will be to fill 10 percent of the available boatspaces.  All Marines, regardless of Tier evaluation, who reenlist will count towards the mission.  The final CRM accounts for reenlistments executed under the FY21 Early Reenlistment Program and incorporates FMF and SE input with regard to each Major Command’s eligible population.
4.d.  Marines who execute a lateral move in conjunction with reenlistment will count as a reenlistment in the PMOS to which they laterally moved. Marines interested in a lateral move are encouraged to speak with their Unit Career Planner.  Major Commands are encouraged to develop a robust lateral move strategy.
4.e.  Only Marines with an Expiration of Current Contract (ECC) between 1 October 2021 and 30 September 2022 will count towards the FY22 CRM.
4.f.  The service’s requirement is to fill every boatspace for each FTAP and STAP PMOS with the highest quality Marine.  In some cases, the total assigned mission across all Major Commands may exceed the authorized boatspace requirement for a PMOS.  However, as each PMOS reaches 100 percent execution of all of the available boatspaces, all commands will be relieved of their mission for that PMOS regardless of whether or not they achieved their originally assigned mission.
4.g.  Reenlistment credit for purposes of the CRM will be applied to the Major Command where the Marine was originally assigned as of 31 May 2021 regardless of where the Marine is assigned upon execution of the reenlistment.
4.h.  The CRM is an addition to References B and C, all authorities and requirements remain the same.  Contact your Unit Career Planner for reenlistment and lateral move eligibility.
5.  Timeline.
5.a.  The CRM is effective from 7 July 2021 to 30 September 2022.
5.b.  No later than (NLT) 15 February 2022, CMC (MMEA) will release an update to the CRM relieving Major Commands of their assigned mission, by PMOS, when the PMOSs reach 100 percent execution.
5.c.  Subsequent updates to the CRM will be released, as applicable.
6.  This MarAdmin is not applicable to the Marine Corps Reserve.
7.  This MarAdmin cancels on 30 Sep 2022.
