GENTEXT/REMARKS/1. This message directs implementation of TCCC-ASM Tier 1 training in entry level training (ELT) by the end of fiscal year (FY) 2021 for recruits at both Marine Corps Recruit Depots and Marine Officers assigned to Basic Officer Courses. Beginning in academic year 2022, TCCC-ASM Tier 1 training will be included in the Warrant Officer Basic Course program of instruction.
2. TCCC-ASM Tier 1 is a Joint standardized certification that will replace first aid training. Ref (a) requires the Services to use DHA-mandated training standards, developed and validated by each of the Services to include the Marine Corps. A pending Change 2 to ref (b) includes the validated TCCC-ASM Tier 1 events.
3. To facilitate implementation of TCCC-ASM Tier 1 training, the DHA sponsored Deployed Medicine website at ref (c) provides training resources for download to include training events and skill sets (Terminal/Enabling Learning Objectives) for learning analysis and changes to programs of instruction. The curricula has been explicitly designed so that it can be taught by any occupational specialty with “train the trainer” modules provided on the website. Commanders may designate TCCC-ASM Tier 1 instructors who have completed “trainer” modules. Commands are responsible for procuring training aids and materials.
4. Course completion will be entered into the Marine Corps Training Information Management (MCTIMS) for proper recording, tracking, and administrative management.
5. TCCC-ASM Tier 1 is on the Inspector General Marine Corps Health Services functional area checklist as an inspection item, (Health Service Support (HSS) 6000).
6. Beginning in FY 2023, TCCC-ASM Tier 1 training will be required by all service members as a triennial recertification and for pre-deployment training. By the end of FY 2023, 85% of the force must be certified per ref (a). Planning for the recertification will begin during calendar year (CY) 2021 in concert with the update of ref (b).
