GENTEXT/REMARKS/1.  Deputy Commandant for Information (DC I) and Marine Corps Information Operations Center (MCIOC) have published the Signature Management Planning Handbook.  The Signature Management Planning Handbook and additional planning tools and guidance are available via the following links:

2.  Background.  MCIOC developed the Signature Management (SIGMAN) Planning Handbook as part of an iterative process to test, refine, and codify the Functional Concept for SIGMAN and the Concept of Employment for SIGMAN.  The Planning Handbook is the first of three handbooks planned by the MCIOC.  The second handbook will focus on Tactics, Techniques, and Procedures (TTP) for conducting Own Force Signature Assessments.  The third handbook, Signature Management Defensive and Offensive Countermeasures, will address the employment of passive and active devices and techniques to effect adversary intelligence, surveillance, reconnaissance and targeting.
3.  Purpose.  The primary purpose of this first handbook is to provide guidance on how to plan SIGMAN in support of Fleet Marine Force operations, to include concepts such as Distributed Maritime Operations and Expeditionary Advanced Base Operations.  Secondly, the handbook provides an educational primer on the ideas, logic, context, and terminology associated with SIGMAN.  Finally, it provides a foundation for expansion into formal SIGMAN doctrinal publications which will be promulgated by Combat Development and Integration (CD&I).  The information contained in the SIGMAN Planning Handbook is therefore baseline and not definitive; it  provides the official foundation of ideas to be tested but should not be considered fully formed methodology or doctrine.
4.  Feedback.  MCIOC is requesting feedback on the SIGMAN handbook.  Additionally, it is requested that lessons learned from units conducting experiments related to SIGMAN be collected by MCIOC through the Community of Practice and documented on the websites listed in paragraphs 1.a and 1.b.  Feedback associated with SIGMAN  is essential in developing best practices and DC I highly encourages the continued creativity that has been demonstrated in recent exercises, training events, and publication of SIGMAN SOPs.  The lessons learned will inform subsequent SIGMAN publications while also serving as a repository for service-wide SIGMAN references.  Ultimately, these handbooks will provide the basis for official doctrinal publications promulgated by DC CD&I.
