GENTEXT/REMARKS/1. This MARADMIN establishes, updates, and reaffirms procedures and requirements for accountability of Arms, Ammunition, and Explosives (AA&E) and additional prescribed training and education for personnel with AA&E duties and responsibilities. This guidance will be implemented into the reference (a) update.
2. Background. Reference (a) does not provide sufficient guidance for maintaining control and visibility of small arms stored in an activity’s armory; specifically, inclusion in the activity’s Consolidated Memorandum Receipt(CMR) and Marine Corps Small Arms Registry data and information related to monthly serialized inventories(MSIs) identifying when small arms are on-hand, but not listed on the CMR. In addition, reference (a) does not provide procedures for the control of small arms owned by one activity and being stored in another activity’s armory. This guidance must be incorporated into an activity’s AA&E accountability procedures and AA&E training program.
3. Commanders/directors will incorporate the contents of paragraphs 4 and 5 of this MARADMIN in all policy and guidance documents and further ensure Marines and civilians are familiar with and trained on the subject matter of this MARADMIN and in accordance with the references.
4. Accountability.
4.A. Ensure property records (Global Combat Support Systems-Marine Corps (GCSS-MC) or Defense Property Accountability System (DPAS)) accurately identify the on-hand balance of serialized small arms/light weapons at 100 percent accuracy levels, whether forward-deployed or in garrison.
4.B. Ensure transfers, to include redistributions of serialized small arms/light weapons, as directed by the Major Subordinate Command/Marine Expeditionary Force/Marine Forces Reserve (MSC/MEF/MFR) via Naval Message, are coordinated between gaining and providing units.
4.C. Ensure all Heritage Assets and Display equipment are accounted for in a Custodian Asset Report (CAR) through the Defense Property Accountability System in accordance with reference (b).
4.D. Routine accountability changes will be reported electronically to Naval Surface Warfare Center via the Crane web portal within 48 hours. During periods of internet unavailability, submit via scanned electronic format, fax, or by registered mail. A copy of the key supporting documentation will be maintained in the Command supply activity voucher file in accordance with reference (c).
4.D.1. Units shall submit a transfer transaction to the Marine Corps registry and an advance copy of the transfer transaction, sequentially listing all serial numbers by shipping container, to the receiving unit.
4.D.2. Sequential serial number listings will be attached to the outside of each shipping container and over-packed inside the shipping container.
4.D.3. Actual ship date is defined as “the exact date the shipment leaves the supporting Distribution Management Office (DMO).
4.E. All MSIs will properly identify and record any event where a small arm/light weapon is on-hand but not listed on the command CMR.
4.F. Commanders/directors will ensure that any small arms/light weapon from another unit being stored on a temporary basis are properly accounted for with adequate supporting documentation (e.g., commander’s authorization, investigation documentation, etc.).
5. Training.
5.A. Command AA&E Officers shall develop and integrate the additional accountability requirements outlined in references (b) through (d), into the command’s AA&E training for all personnel who issue/receipt for, store, maintain, account for, provide security for, and transport AA&E. Completion of training will be maintained in the appropriate personnel training record.
5.B. Commanders/directors will ensure a period of instruction is provided to all personnel who issue/receipt for, store, maintain, account for, provide security for, and transport AA&E are familiar with the contents regarding requirements of references and this MARADMIN within 30 days of release.
5.C. Commanders/directors will ensure AA&E training is properly conducted and annotated as required in paragraph 8002.3 of reference (a) and contents of references (c) and (d).
6. Missing, Lost, Stolen, Recovered Reporting (MLSR). In the event AA&E items are discovered to be missing, lost, stolen or recovered, commanders are required to follow established MLSR Reporting procedures as outlined in the reference (e).
7. Commanders/directors will ensure widest dissemination of this MARADMIN.
8. This MARADMIN has been coordinated with the Deputy Commandant for Installations and Logistics (LPS), Commander, Marine Corps Logistics Command (Small Arms Executive Agent) and Commander, Marine Corps Systems Command (Program Manager, Ammunition).
