GENTEXT/REMARKS/1.  Situation.
1.a.  All Marine Corps personnel who access the Standard Labor Data Collection and Distribution Application (SLDCADA) for Time and Attendance are impacted by the requirements of this MARADMIN.
1.a.1.  References (a) through (d) announced the transition of the current civilian time and attendance system from the SLDCADA to the Defense Agencies Initiative (DAI) Oracle Time and Labor (OTL).  All provisions from MARADMIN 306/21 remain in effect.  This is the third in a series of anticipated MARADMINs to be incrementally published to prepare the workforce for transition from SLDCADA to DAI-OTL.
1.a.2.  The Navy Working Capital Fund Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Pay System (DCPS) Unit Identification Codes (UICs) 67100, 67101, and 67103 are not in scope for transition to DAI-OTL; these UICs transferred to the Navy Enterprise Resource Planning system effective June 2021.
1.b.  Reference (ref) (c) directed no changes to be made on any interface system that would result in changes to the civilian Standard Form 50 (SF-50), Notification of Personnel Action, Blocks 41, 42, or 43 without prior approval from the Deputy Commandant for Programs and Resources (DC P&R).
1.b.1.  DAI-OTL timekeeping is foundational in the current Block 41 and 42 combinations.  Changes without prior coordination with DC P&R will cause unverified timekeeper alignment, resulting in interface failures and negative impact to employee timecard submission and approval.
1.b.2.  Therefore, it is necessary to re-emphasize that commands and Human Resource Offices do not process any changes to Blocks 41, 42, or 43; and understand the importance of adhering to this guidance prior to the OTL Go-Live.  DC P&R will publish follow-on guidance regarding SF-50 Block 41 and 42 actions after the OTL Go-Live. 
2.  Mission.  All appropriated funded civilian employees will transition to DAI-OTL during the pay period beginning on 18 July 2021.
3.  Execution.
3.a.  Concept of Operations.
3.a.1.  The transition from SLDCADA and Standard Accounting, Budgeting, and Reporting System (SABRS) to DAI will be accomplished in two overall phases.
3.a.2.  Phase I OTL Go-Live will commence on the pay period Beginning 18 July 2021.
3.a.2.a.  Phase I OTL Go-Live details the tracking of civilian labor attributes to close out SABRS and transition into OTL.  These details will address data alignment affecting the Gross Pay File (GPF), Job Order Number (JON) in Defense Civilian Payroll System (DCPS), Labor Accruals, SABRS closeouts, etc., and will be addressed to the Command G-8/Financial Management (FM) Community as appropriate via separate correspondence.
3.a.3.  Phase II DAI Full Financials Go-Live will commence on 1 October 2021.
3.b.  The following tasks must be completed prior to the OTL Go-Live Date:
3.b.1.  Access Request Management Service (ARMS) Information Owners (IO).  IOs in ARMS for DAI-OTL are responsible for approving access requests of authorized users in the IOs assigned DCPDS and DCPS UIC.
3.b.1.a.  Upon release of this MARADMIN, all DCPDS and DCPS UIC IOs must log into the  ARMS URL:  https:(slash)(slash)odsf.mcw.usmc.mil/arms2/ and create an access request as a DAI IO.  
3.b.1.b.  IOs will only approve System Authorization Access Request (SAAR) forms from their UIC.
3.b.1.c.  DAI IOs will have to monitor requests from all individuals within their UIC after access is granted to ensure SAARs are signed in a timely manner. 
3.b.2.  All End Users, IOs, Super Timekeepers, Limited Timekeepers, and Supervisors will establish an ARMS profile and request access to DAI-OTL.  With over 20,000 potential end-users and the limitations of the ARMS platform, DC P&R will publish a phased approach for commands to access ARMS vice overwhelming the platform.  This schedule will be published via separate correspondence to the Command G1s.
3.b.3.  ARMS Security Managers.  Upon the release of this MARADMIN, Security Managers must log into the following ARMS hyperlink, https:(slash)(slash)odsf.mcw.usmc.mil/arms2/ and create a profile.
3.b.4.  Supervisors, Timekeepers, Human Resources Customer Service Representatives (HR CSR),OTL CSR, Help Desk personnel, and Employee Time Users must create an access requests in ARMS.  An access-phasing plan will be developed and provided via separate correspondence to address any risks.
3.b.5.  Super Timekeepers/HR CSRs.  
3.b.5.a.  Once the DAI-OTL Production Environment is available and prior to the sunset of SLDCADA on 19 July 2021, run the SLDCADA Employee/Civilian Master Report and Employee/Master Detail report.  These reports will identify all employees in the command’s DCPDS and DCPS UIC. Run the SLDCADA Admin/Primary and Alternate Supervisor Assignment Report; this report will identify the Limited Timekeepers.
3.b.5.b.  Civilian Super Timekeepers must ensure they have access to the DAI-OTL production environment with the following four responsibilities:  Employee Time User, Super Timekeeper,  HR CSR and Marine Corps Notifications.  Military Super Timekeepers will have the same responsibilities with the exception of the Employee Time User.
3.b.5.c.  If the Super Timekeeper requires access to more than one DCPDS and DCPS UIC, they will need to submit an access request for that additional DCPDS and DCPS UIC.
3.b.5.d.  Run the Timecard Summary Report to validate that all Employees within the Super Timekeeper’s DCPDS and DCPS UIC(s) have been properly loaded.  
3.b.5.e.  Create Limited Timekeeper Groups.  The Super Timekeeper must contact the Command G1 before assigning the Limited Timekeeper personnel to ensure they have been appointed via DD Form 577.
3.b.5.f.  Once verified, the Super Timekeeper will then assign the Limited Timekeepers, and add employees to each group.  When creating the Limited Timekeeper Group, ensure the name begins with the correct DCPDS and DCPS UIC and the description matches the Super Timekeeper’s Group name; e.g. Super Timekeeper Group Name:  “00027.HQMC–GRD”, and Limited Timekeeper Group Name:  “00027.HQMC-ARF-GRD”.
3.b.5.g.  Identify and verify those employees who have left the Marine Corps on or before 17 July 2021, and ensure the employees are processed out.  If there are any errors completing the above steps, the Super Timekeeper must contact the Marine Corps Help Desk at dai_helpdesk@usmc.mil.
3.b.5.h.  Amplifying guidance will be sent to Super Timekeepers via separate correspondence regarding all items in Paragraph 3.b.4.
3.b.6.  Supervisors.  Prior to 19 July 2021, ensure MyBiz accurately reflects your first line supervisor and lists all your direct employees.  Military Supervisors must ensure they have an active MyBiz account and have a first line supervisor in MyBiz.
3.b.7.  G1 Tasks:
3.b.7.a.  Per references (c) and (d), HRLink reports must reflect all first and second level supervisors prior to the OTL Go-Live.
3.b.7.b.  Employees with Blank supervisors or “NO HOLDER” must be replaced with a command supervisor to ensure appropriate Chain of Command.  Blank supervisors or “NO HOLDER” are no longer allowed in DCPDS for Marine Corps Employees. 
3.b.7.c.  Requests for Personnel Action (RPAs) must be processed no later than 16 July 2021 to remove personnel who remain active in DCPDS but are no longer with Marine Corps.
3.c.  The following tasks must be completed after the OTL Go-Live Date:
3.c.1.  Supervisors.
3.c.1.a.  Setup at least three proxies in DAI-OTL between 19 to 20 July 2021. Proxies must be supervisors within the same organization/command.  Headquarters Marine Corps (HQMC) recommends the command/organization have at least one proxy individual with overall access to all employees to approve timecards.
3.c.1.b.  Supervisors on leave after 19 July 2021 can set up vacation rules within DAI-OTL. Unlike SLDCADA, if a timecard is not approved in DAI-OTL by the supervisor, the matter will be escalated to HQMC for adjudication.  
3.c.1.c.  Ensure all direct employees are visible in DAI-OTL.
3.c.1.d.  Approve requests within 72 hours once they are submitted, before the request is escalated to the second line supervisor.
3.c.2.  Super Timekeepers/HR CSRs.  Run Timecard Approver Delegation Report no earlier than 21 July 2021, to ensure all supervisors have identified their three proxies.
3.c.3.  Limited Timekeepers.
3.c.3.a.  Ensure all employees are visible in DAI-OTL between 19 to 30 July 2021.  If you are responsible for inputting timecards, begin modifying the timecard as early as possible. Upload the supporting signed timesheet in DAI-OTL.
3.c.3.b.  Assist employees with modifying, attesting and submitting timecards.
3.c.3.c.  Contact your Super Timekeeper for assistance with DAI-OTL.
3.d.  Coordinating Instructions.
3.d.1.  Post OTL Go-Live, Individuals who do not have access to DAI-OTL will have to utilize the user management process to gain access/create an account.  This process will be outlined and disseminated via separate correspondence.
3.d.2.  ARMS 101 training will be held every Tuesday from 1300 to 1400 (EST).  Training can be found on the following hyperlink:  https:(slash)(slash)tso-confluence.mcw.usmc.mil/display/DKB/DAI+ARMS+Access+Request.
3.d.2.a.  Assistance with creating ARMS requests can be found on the following hyperlink:  https:(slash)(slash)tso-confluence.mcw.usmc.mil/display/DKB/DAI+ARMS+Access+Request.
3.d.2.b.  Responsibilities assigned in DAI-OTL are defined as the access given to a user to perform a function within DAI-OTL.
3.d.3.  The SLDCADA Sunset will be effective at 1500 (EST) on 19 July 2021.
3.d.3.a.  All timecards for the pay period ending 17 July 2021 must be complete and accurate by 1500 (EST) on 19 July 2021. There will be no prior pay correction file sent from SLDCADA on 20 July 2021.
3.d.3.b.  The Department of the Navy (DON) SLDCADA Program Office will ensure all employee accounts in SLDCADA are deactivated after 1500 (EST) on 19 July 2021.  Commands must ensure their employees are aware of the sunset of SLDCADA and that employees will not be provided access to their own records in SLDCADA.
3.d.3.c.  The DON SLDCADA Program Office together with DC P&R will develop a plan to allow SLDCADA view access for audit purposes.  The plan will be communicated in future correspondence.
3.d.4.  Employee Leave Requests/Absence Management, Premium Requests, and Tour of Duty Requests affecting pay periods after 17 July 2021 which were previously submitted in SLDCADA will not carry over into DAI-OTL and must be resubmitted.
3.d.5.  The URL for the OTL Go-Live database will be provided via separate correspondence.
3.d.6.  All prior pay corrections affecting pay periods before the OTL Go-Live must be done directly in DCPS beginning 20 July 2021.
3.d.6.a.  Prior pay corrections affecting pay periods after OTL Go-Live, will be processed in DAI-OTL.
3.d.7.  The DAI-OTL Bell Environment (non-production environment) is open and employees who have access can continue to do familiarization training through 17 July 2021.  The Bell Environment can be found at the following hyperlink:  https:(slash)(slash)bell.dai.csd.disa.mil.
3.d.7.a.  Personnel who do not have access to the Bell Environment web site should pair up with a co-worker to conduct familiarization training with DAI-OTL.
3.d.8.  DAI-OTL training is available on MarineNet.

3.d.9.  If an employee is on Leave without Pay (LWOP), called to active duty, overseas deployment or otherwise does not currently access SLDCADA for timekeeping, there is no requirement to create an ARMS profile.
4.  Administration and Logistics.
4.a.  End-users requiring DAI-OTL assistance will accomplish the following escalation steps to resolve their issue:
4.a.1.  Begin by accessing the OTL Knowledge Base at https:(slash)(slash)tso-confluence.mcw.usmc.mil/display/DKB/Training+Schedule+and+Documentation to review DAI-OTL Self-Help Reference Tools, such as How-to’s, FAQ’s, etc.
4.a.1.a.  If the issue is not resolved, the end user will request Assistance from their supervisor.
4.a.1.b.  If the supervisor cannot resolve the issue, the supervisor will request assistance from the Limited Timekeeper.
4.a.1.c.  If the Limited Timekeeper cannot resolve the issue, the Limited Timekeeper will request assistance from the Super Timekeeper.
4.a.1.d.  If the Super Timekeeper cannot resolve the issue, the Super Timekeeper will initiate a Marine Corps OTL Help Desk (Tier I) Ticket.
4.a.1.e.  If the Marine Corps DAI Help Desk cannot resolve the issue, the Marine Corps OTL Help Desk will initiate a Help Desk (Tier II) Ticket with the DAI Program Management Office.
