GENTEXT/REMARKS/1.  Situation.  President, Marine Corps University (MCU), as executive agent for the Commandant of the Marine Corps, conducts commanders and sergeants major programs along with spouses' workshops.  Attendance is mandatory for commanders and sergeants major either prior to or shortly after arriving at their new command.  Attendance for spouses, while not required, is encouraged.
2.  Mission.  MCU conducts the Cornerstone Course at the Gray Research Center (GRC), Warner Hall, and Breckinridge Hall aboard Marine Corps Base (MCB) Quantico, Virginia (VA) in order to prepare board-selected commanders, sergeants major, and their respective spouses for the challenges of command. 
3.  Execution
3.A.  Commanders Intent.  To inform commanders, sergeants major and their spouses of the programs and practices that contribute to a successful command tour, as well as receive information briefs from senior Marine Corps leaders about the current direction of the Marine Corps.
3.A.1.  This Fiscal Year (FY) will institute a pilot program for sergeants major currently serving at O6 level commands.  Fifteen sergeants major per course, who are currently billeted at an O6 level command and have been at the position for longer than six months,  will attend Cornerstone as students and mentors.  This is an effort to expand senior enlisted professional military education and improve on the Cornerstone curriculum.  This is on a voluntary, first-come first-served basis.
3.A.2.  Method.  The program will address the demands and challenges of command at large, with opportunities to focus on communities of interest, while providing time for mentoring and cross talk.  The program will emphasize the art and science of command as appropriate for each grade, with leadership, critical thinking, and unit readiness providing the basic foundations for instruction.  The curriculum maximizes the use of small-group guided discussions with current and former commanders, sergeants major, and their spouses in order to permit a frank exchange of observations, ideas, and methods.
3.A.3.  End State.  Command team members are aware of the tools, resources, and best practices to further prepare them to meet the unique challenges of command.
3.B.  Concept of Operations.  Cornerstone is a two-week program, involving combined training opportunities for commanders and sergeants major.  The Spouses Workshop runs concurrently during the second week.  Spouses receive combined training with their Marines and spouse-specific curriculum.  Course dates are as follows:  Cornerstone 22-1, 18-29 October 2021;  22-2, 18-29 April 2022.
3.B.1.  Cornerstone FY 22-1
3.B.1.A.  Commanders will travel on 17 October 2021, check-in at the GRC, MCU from 0630-0730 on 18 October 2021, and execute return travel no earlier than (NET) 1230, 29 October 2021.
3.B.1.B.  Sergeants major will travel on 16 October 2021, check-in at the College of Enlisted Military Education (CEME) building, MCU, no later than (NLT) 1200 on 17 October 2021 and execute return travel NET 1230 on 29 October 2021.
3.B.1.C.  Spouses will execute travel on 24 October 2021, check-in at the GRC NLT 0730 on 25 October 2021 with Spouses Workshop coordinators and execute return travel NET 1230 on 29 October 2021.
3.B.2.  Cornerstone FY 22-2
3.B.2.A.  Commanders will travel on 17 April 2022, check-in at the GRC, MCU during 0630-0730 on 18 April 2022, and execute return travel NET 1230 29 April 2022.
3.B.1.B.  Sergeants major will travel on 16 April 2022, check-in at the CEME building, MCU, NLT 1200 on 17 April 2022 and execute return travel NET 1230 on 29 April 2022.
3.B.1.C.  Spouses will execute travel on 24 April 2022, check-in at GRC NLT 0730 on 25 April 2022 with Spouses Workshop coordinators and execute return travel NET 1230 on 29 April 2022.
3.C.  Coordinating Instructions
3.C.1.  Eligibility.  Command-slated colonels, lieutenant colonels, lieutenant colonel-selects, and sergeants major selected on the FY 2022 promotion board, as well as United States Navy equivalents identified by Manpower Management Division Officer Assignments are directed to attend the program.  Spouses of eligible attendees are authorized to attend the Spouses Workshop at government expense.
3.C.2.  Registration  
3.C.2.A.  Quotas are as follows:  A maximum of 40 colonel-level commanders, 100 lieutenant colonel-level commanders, and 50 sergeants major per course.  Spouses are limited at 120 total per course, and must attend the course to which their respective Marines are attending.  Marines will be evenly distributed between the two Cornerstone iterations.  Course selection is on a first-come, first-served basis, until one iteration is full or until registration closes 45 days prior to the course dates.  At that point, selected Marines who have not yet registered will be assigned to the remaining slots by the Lejeune Leadership Institute (LLI) 
3.C.2.B.  Registering.  Go to The Commandant's Combined Commandership Course site, https:(slant)(slant)www.usmcu.edu/Academic-Programs/Lejeune-Leadership-Institute/Commandants-Combined-Commandership-Course/ and follow the appropriate link to complete your registration form.  Once complete, send your form to MCU_LLI@USMCU.EDU.  LLI will register all attendees (active and reserve component) into the Marine Corps Training Information Management System (MCTIMS) to generate individual funding letters.  Follow-on instructions will be provided to attendees upon registration.
4.  Administration and Logistics
4.A.  All attendees shall travel on reporting orders.  Orders are the responsibility of the attendees' parent command.  Defense Travel System (DTS) generated orders will suffice.
4.B.  Funding and Travel
4.B.1.  Active Component.  Training and Education Command (TECOM) Formal Schools Training Support will fund travel and per diem to include lodging, meals, and incidental expenses for active component attendees.  Local travel will not be funded.  LLI will submit requests for funding to TECOM upon closing the registration period.  Attendees must include their funding letters in their travel authorizations.  Individual funding letters can be found in MCTIMS, under course code M02L9L0.  TECOM funding will not open until 30 days prior to course start.  LLI cannot provide customer service for active or reserve duty members traveling on TECOM funded orders/Marine Corps Forces Reserve (MARFORRES) orders.  For travel questions or concerns, please contact the TECOM travel helpdesk at Worldwidetravel@usmc.mil or the MARFORRES G-3 Training organizational mailbox at MFRG3TRAINING@usmc.mil.
4.B.2.  Spouses of Active Component.  Travel, meals, and incidental expenses for spouses of active duty attendees is authorized and will be funded by MCU.  Spouses will not receive lodging since their active duty spouse will receive lodging funding from TECOM.  Local travel will not be funded.  Active duty Marines must create an invitational travel authorization for their spouse under the service member's DTS profile in order to properly process travel.  Select the Line of Accounting (LOA) Label 22 Spouse Prog.  Method of payment for commercial airlines must use central billing account (CBA).  Sponsors must file their spouses travel voucher within five days of completion of travel.  A signed and dated non DTS generated DD Form 1351-2 found at the following link, https:(slant)(slant)www.wpafb.af.mil/Portals/60/documents/Index/employment/1351-2-electronic-signature.pdf?ver=2017-07-07-071314-827, with spouse's signature and complete social security number must be uploaded to the voucher in substantiating documents.  Without this document, the voucher will not be processed.
4.B.3.  Billeting.  Government billeting is directed.  The government lodging facility aboard Quantico is Liversedge Hall (703) 630-4444 and travelers must contact Liversedge Hall to inquire about lodging prior to making reservations elsewhere.  If Liversedge cannot accommodate your reservation, travelers must obtain a statement of non-availability (SNA) prior to making other lodging arrangements.  A SNA is required from Liversedge Hall for anyone staying in the Crossroads Inn or in any off-base lodging.  If a SNA is issued, travelers are directed to book commercial lodging through DTS.
4.B.4.  Transportation.  Attendees must use the most cost-effective General Service Administration City Pair Fare when arranging air transportation.  Rental vehicles will not be funded by TECOM.  Attendees must account for the course ending at 1230 when arranging return transportation.  
4.C.  Reserve Component
4.C.1.  MARFORRES G-3 Training will fund all reserve Marines designated to attend the Cornerstone Course.  Funding requests are submitted as follows:
4.C.1.A.  For Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee Marine attendees, provide a copy of the MCU notification of registration letter or email to the parent organizations administration section for action.  Unit administrators will use the Marine Reserve Order Writing System to generate orders as appropriate.  Funding information as follows:  Order Type:  Schools.  Sub Type:  Professional Military Education.  If required, select “Other” from the drop-down menu and enter FY 2022 Cornerstone:  Commandant's Combined Commandership Course.  Program Identifiers (PID):  Career Development Training (CDT) Command.  Force Funding Source:  For the funding source section, select PID, CDT, Budget Execution Activity, Budget Execution Sub-Activity G-3/MR.
4.C.1.B.  For Active Reserve Marine attendees, provide a copy of the MCU notification of registration letter or email to the parent organizations administration section for action.  Unit administrators will ensure the cross organizational worksheet for DTS LOA is submitted to the MARFORRES G-3 Training organizational mailbox at MFRG3TRAINING@usmc.mil.
4.C.1.C.  Spouses SMCR Marine Attendees
4.C.1.C.1.  MARFORRES G-3 Training will fund all spouses of SMCR Marine attendees.
4.C.1.C.2.  Unit administrators will generate the Invitational Travel Authorization in DTS.

4.D.  Various Commander Courses offered during FY22
4.D.1.  Marine Air-Ground Task Force (MAGTF) Commanders Course
4.D.1.A.  Marine Corps Tactics and Operations Group (MCTOG) will host two Ground Combat Element Commanders Courses (GCECC) in FY22 aboard Marine Corps Air-Ground Combat Center, Twentynine Palms, California.  Course 22-1 will be from 12-15 October 2021 Course 22-2 will be from 8-11 March 2022.  GCECC is a four day, operationally focused command preparation course to better ready Ground Combat Element (GCE) commanders to lead, train, and tactically employ their battalions and regiments in the context of Maneuver Warfare in support of the MAGTF.  GCECC is open to slated and current command colonels and lieutenant colonels.
4.D.1.B.  Registration is hosted by MCTOG via email.  The registration deadline for 22-1 is 1 October 2021 and 25 February 2022 for 22-2.  These courses are unit funded.  Additional coordinating instructions will be provided via separate MARADMIN.  POC for the GCECC is Major Alex W. 4.D.2.  Re-Black/Commanders Course
4.D.3.A.  Marine Aviation Weapons and Tactics Sqaudron one (MAWTS-1) will host the annual Re-Black/Commanders Course on 7-8 December 2021 at MAWTS-1, Marine Corps Air Station Yuma, Arizona.  Re-Black/Commanders course is designed to update aviation leaders on manning, tactics, and equipment relevant to Marine aviation as a whole as well as specific communities.  Re-Black/Commanders Course is open to slated and current command colonels and lieutenant colonels as well as all Marine Corps Weapons and Tactics Instructor graduates.
4.D.3.B.  Attendees are requested to register online at https:  (slant)(slant)hcs.usmc.mil/sites/mawts1/Conferences/Lists/Commanders Course.  The registration deadline is 2 December 2021.  The conference is unit funded.  Additional coordinating instructions will be provided via Automated Message Handling System (AMHS).  The POC for Re-Black/Commanders Course is Major Mike Golike, MAWTS-1 Academics Officer, at (928) 269-2643 or michael.golike@usmc.mil.
4.D.4.  For the Logistics Occupational Field specific Commanders Course, please reference the following information and POCs.
4.D.4.A.  MCLOG will host the annual Logistics Commanders Course (LCC) Class 1-22 from 15-17 March 2022 at the GRC, MCB Quantico, VA.  The LCC is designed to cover topics unique to readiness, training, and leadership of logistics units.  It is open to slated and current logistics command colonels and lieutenant colonels.
