GENTEXT/REMARKS/1. Reference (a) is hereby cancelled.
2. This MARADMIN announces the FY21 Intended Military Occupational Speciality (IMOS) Promotions for active duty promotion to sergeant and is being published to allow for retroactive promotion eligibility backdated to 1 October 2020. Based on the current needs of the Marine Corps, there will be no IMOS promotions to corporal for active duty lance corporals for FY21. Per reference (b), Marines who make a lateral move are no longer eligible for promotion in their former primary military occupational specialty (PMOS). Per reference (b), Marines entering into a sergeant entry-level IMOS will be considered for promotion non-competitively as follows:
2.a. Effective 1 October 2020, the following military occupational specialties (MOS’s) are considered non-competitive entry-level MOS’s eligible for promotion to sergeant and are subject to change for FY22 based on the needs of the Marine Corps: 0211, 0372, 2336, 3044, 4133, 4821, and 5821.
2.b. Corporals reenlisting into an entry-level MOS, as designated above, who have not yet attained the prerequisite grade may be promoted non-competitively to that grade. Promotion in the IMOS is subject to reenlistment, and time in grade/time in service (TIG/TIS) eligibility per references (b) and (c).
2.c. In order to effect promotions for eligible Marines, commands must submit a signed letter requesting promotion to enlistedpromotions@usmc.mil. Prior to submission of the request, commands must ensure the Marine's reenlistment and IMOS have posted to the Marine Corps Total Force System (MCTFS) and that the Marine has completed the required Professional Military Education (PME). Once approved, MMPR-2 will report the promotion to sergeant. The Date of Rank (DOR) and effective date will be the first of the month after reenlistment if all the requirements are met at the time of reenlistment. Otherwise, the DOR will be the first of the month after all requirements are all met. Example 1: Marine corporal has TIG/TIS and is PME complete prior to reenlistment (with a lateral move to IMOS 0211) on 21 October 2020. This Marine's DOR and effective date will be 1 November 2020 (i.e., the first of the month after reenlistment) because this Marine meets all eligible requirements for promotion per references (b) and (c). Example 2: Marine corporal has TIG and is PME complete prior to reenlistment (with a lateral move to IMOS 0211) on 21 October 2020, but does not meet the 48 month TIS requirement until 1 December 2020. This Marine's DOR and effective date will be 1 December 2020 because this is the first month the Marine meets the TIS requirement per reference (c).
2.d. Marines who are promoted under their IMOS and later fail to complete the qualifications for that MOS, will be administratively reduced. Paragraph 6002.1 of reference (b) applies.
3. Prior to delivery of the promotion warrant, compliance with reference (b) is required. Commanders must ensure that a Marine is not promoted unless the individual can be expected to assume the responsibilities and perform the duties of that grade in a creditable and satisfactory manner.
4. The above policy is not applicable to the Marine Corps Reserve and is not retroactive.
