GENTEXT/REMARKS/1.  Purpose.  This MARADMIN updates the scope of applicability of the Information Technology Procurement Request Approval System (ITPRAS) defined in ref (a).
2.  Background.  Ref (a) provides information on IT Procurement (ITPR) scope, including key definitions, process, submission requirements, and the scope of policy applicability.  This update clarifies the ITPR requirement for these types of services and IT solutions.
3.  Update.
3.A.  Per ref (b), procurements to include the following IT services and solutions must be approved through ITPRAS.
3.A.1.  All procurements that involve the use of commercial cloud services (infrastructure, platform, or software).
3.A.2.  All procurements that require an interface with or use data extracted from any Marine Corps system(s).
3.A.3.  All procurements that involve business process reengineering IT services and solutions.
3.A.4.  All procurements that involve IT architecture services and solutions.
3.B.  Ref (a), paragraph 6 (Applicability), shall include the procurement of IT defined in 3.A, above.
3.C.  Per ref (c), the acquisition of a defense business system must be integrated into the defense business enterprise architecture.  An ITPRAS request for a defense business system must include a copy of the approved Business Capability Requirements Document (BCRD), which is produced in the first phase of the Business Capability Acquisition Cycle (BCAC).  This document motivates the need for a material solution and how it integrates into the Marine Corps defense business enterprise architecture.
3.D.  Internal Use Software (IUS).  Per ref (d), IUS is defined by software acquired or developed solely for use with and by the Marine Corps to meet internal or operational needs such as stand-alone applications or combined software components of an IT system, ready to use software purchased from vendor with little to no change required, existing or already purchased software being modified or enhanced to include significant additional capabilities or extend the IUS’s useful life, or software used to operate USMC programs (e.g. financial software).  IUS should have an estimated useful life of 2 or more years; and the total cost meets or exceeds the capitalization threshold of $250K (to include both in development and through software service use).
3.D.1.  All IUS must be registered in the Defense Property Accountability System (DPAS) to establish a record ID.  This DPAS ID must be included with all IT Procurement requests to track funding thresholds and ensure proper accountability for financial statement audit.
