GENTEXT/REMARKS/1. This is a Commanding General (CG), Training and Education Command (TECOM) and Deputy Commandant, Combat Development and Integration, (DC, CD&I) coordinated message. This message announces the fiscal year (FY) 2022 mission essential task (MET) / METL, training and readiness (T&R) manual, and training management team (TMT) battle rhythm in support of future service capabilities and force design implementation.
2. All identified communities will focus on the development and validation of METs and subsequent T&R events for service prioritized communities in support of future capability development and force design implementation.
3. DC CD&I approves METL task and standards and unit core / assigned METL revisions in accordance with references (a) and (b).
4. CG TECOM approves all aviation and ground T&R standards. Policy and Standards Division serves as TECOM's lead agency for the coordination and facilitation of all TMT working groups and T&R manual reviews in accordance with references (c) through (h).
5. The FY22 MET / METL and T&R review schedule focuses on future capability development and force design implementation. It prioritizes organizations directly associated with the Marine Littoral Regiment (MLR), including the future capabilities of the Marine Information Group (MIG). Parallel efforts will revise service doctrine in conjunction with community reviews to inform future capability development and support on-going force design experimentation efforts. Aviation ground, manned, and unmanned community MET / METL reviews will occur in accordance with reference (d) during readiness reviews per reference (f). Communities requiring a review not listed within this message are encouraged to contact their respective sponsor or Training and Education Integrator to determine feasibility, scope, and forum for a review.

7. Process Alignment.
7.a. FY22 METL and T&R updates will be based on the MCTs / METs and training events developed for the MLR and subordinates in FY21. MLR METs will continue to evolve through FY22, incorporating irregular warfare requirements and the results of related working groups.
7.b. The goals for FY22 are revised METs for communities and their subordinates listed in paragraph 6, the creation of draft MLR collective T&R events, draft Information Maneuver T&R manual, and revised training continuums for communities listed in paragraph 6.
7.c. Training and education integrators and task analysts will conduct in-person and virtual community engagements prior to executing a T&R review. Deliberate community interaction is critical to the on-going phase zero analysis, MET / METL phase one development, and preparation for phase two T&R reviews.
7.d. MET / METL and T&R manual reviews will be conducted via virtual means when feasible. Physical in-person meetings may be required based on the community, classification, and organization being reviewed. Dates / times / locations for reviews and solicitation for subject matter expert participation for all events will be published via separate correspondence.
